MINUTES OF: OCTOBER:144004
The October 14, 2004, meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at
the Dublin Civic Center,Dublin, California,by Chairperson Vonheeder-Leopold.

CM. LUSSIE STATED THAT SHE DID NOT ATTEND THE SEPTEMBER 9, 2004 MEETING AND
SHOULD BE LISTED UNDER THE "COMMISSIONERS ABSENT"SECTION OF ROLL CALL IN THE
MINUTES OF THE SEPTEMBER 9,2004 MEETING.
ON A MOTION FROM CM. ACUFF, SECONDED BY CHAIRPERSON VONHEEDER-LEOPOLD AND BY
MAJORITY VOTE THE COMMISSION APPROVED THE MINUTES OF SEPTEMBER 9, 2004 AS
CORRECTED. CM.LUSSIE ABSTAINED.

New Business
8.1 Dublin Heritage Center Events 2004-2005
Parks & Community Services Director Diane Lowart explained that in a continued effort to expose the Dublin
Heritage Center to the community, a variety of workshops, exhibits and a new winter concert series are planned for
2004-2005. She directed the Commission's attention to the flyer attached to the Agenda Statement. As shown on
the flyer, four workshops are planned throughout the year,which are as follows:
1. October 24,2004,Harvest Workshop
2. December 12,2004,Homespun Holiday Workshop
3. February 6,2005,African American Crafts Workshop
4. May 22,2005,Architectural Model Workshop
The workshops are held on Sundays from 1:00—4:00 p.m. in the historic Murray Schoolhouse and there is a $5.00
per person charge.
Three exhibits are planned this year and they are as follows:
1. October 27,2004-June 26,2005, Crate Expectations; A History of Farm Advertising
2. February 2,—April 10, 2005,African American Folk Art and Craft Exhibit
3. April 27-June 26,2005,Local Historic Architectures
These exhibits are open to the public during the museums regular hours, Wednesday through Sunday from 1:00—
4:00 p.m. and admission is free.

The Winter Concert Series will be held the second Saturday of November, December, January and February from
7:00 — 8:00 p.m. in the historic St. Raymond's Church. The cost of admission is $10 for adults and $5.00 for
children. Jim Earp, a master steel string guitarist starts off the winter concert services on November 13, 2004. On
December 11, 2004, the Bay Bell Choir will host a holiday concert with old-fashioned hand bells. On January 8,
2005 the What's Up Big Band will perform soft big band tunes. Gordy Ohliger, a Banjo-Ologist,will wrap up the
winter concert series with a humorous historical musical performance for children and adults. The goal of the
winter concert series was to provide a variety of music to reach wider audiences.
Lowart advised that advertising for these events has started. Flyers have been made and,there is enough money in
the budget to mail out postcards to residents and, advertise in the local papers.
Cm. White asked if Christmas decorations would set up at the Heritage Center. Lowart stated that they are
planning to have a Christmas tree delivered to Old St. Raymond's Church,which Elizabeth Isles will decorate with
white lights and wreaths to make it very festive.
Cm.Fasulkey asked if the flyers for the Heritage Center events have already been handed out. Lowart advised that
the flyer handed out tonight has been handed out. However, an updated flyer, including the January 8, 2005
concert information,will be distributed to all City sites and schools in the very near future.
8.2 Goals& Objectives Status Report—Heritage& Cultural Arts
Lowart advised that on June 28, 2004, the City Council adopted the Goals & Objectives Program for Fiscal Year
2004-2005. In order to keep the Heritage and Cultural Arts Commission abreast of Staff progress towards the
Heritage & Cultural Arts objectives assigned by the City Council, Staff has prepared a status report for review by
the Commission.
1. Refurbish exhibit space within the Murray Schoolhouse to provide a fresh setting that will optimally
highlight Dublin's History.
Lowart advised that this goal is a carry over from last year. We did have someone contracted to complete
this work but, at the last minute,the contractor cancelled out. Lowart advised that they are in the process
of putting together a new proposal and Elizabeth Isles is also planning on attending a Docent Workshop,
which will be very helpful'to us,in planning for this area.
2. Commission a land appraisal for the Dublin Square Shopping Center.
Lowart stated that the City Council is interested in acquiring the Dublin Square Shopping Center and
turning it into a historic park. The City is in the process of appraising the property. The City is also doing
a Phase I Environmental Assessment to trace the records, for this site, for known hazardous substances in
this area.
3. Undertake a site master plan and programming study to determine the ultimate boundaries and uses of
the Dublin Historic Park.
Lowart advised that there has been no progress on this item because the City is waiting for the appraisal
and environmental report on the area before moving forward on this item.
4. Develop a Winter Concert Series at the Heritage Center.
The first concert is scheduled for November 13,2004.
5. Work with developer to locate significant works of art in two key places of the Dublin Transit Center,
the Village Green Center and the Iron Horse Plaza.

Lowart stated artist proposals are being reviewed at this time. She anticipates bringing options to the
Commission shortly. Alameda County Surplus Authority,which is funding this project,has asked the City
to split the project into two separate jobs. Therefore, they are focusing on the Village Green project first
and then they will start on the BART project
6. Work.with Bart to incorporate high quality artwork as part of the West Dublin BART Station project.
Lowart advised that there is no progress on this goal. BART has received their land use approvals and
they are in the process of obtaining funding. Lowart anticipates that BART should be ready to move
forward with this project by the end of the year.
7. Undertake a financial feasibility study to determine development and operational costs of the Dublin
Historic Park
Lowart stated that as soon as they appraisal and environmental study are complete for this site, they will
move forward with this goal, as part of the Master Plan.
8. Install lighting at approaches to the 1-680 Freeway Underpass Projects.
Lowart explained that this project called for lighting to be installed at the ends of the freeway underpass.
However, this project was not funded in Fiscal Year 2004/2005 so this project won't be completed until
the 2005/2006. -
Cm. Muetterties asked how much it would cost to install lighting at approaches to the I-680 Freeway
Underpass projects. Lowart estimated the cost for this project to be approximately$30,000.
9. Explore with DHPA land/cemetery extension feasibility study.
Lowart advised that staff is in the process of finding out what type of constraints we would encounter to
develop this site for land/cemetery use.
10. Identify a new cultural arts special event to replace Classic Affair at the Civic.
Lowart stated that, at the direction of the Commission, the decision was made to look towards the
possibility of offering an art festival in place of the Classic Affair at the Civic. Funding is included in this
year's budget for this event however, due to the closure of the Shannon Community Center and the
resignation of the Heritage and Cultural Arts Director, this event will have to be reinvestigated at a later
date.
11. Complete the process of placing Old St. Raymond's Church and Murray Schoolhouse on the National
Register of Historic Places.
Lowart advised that the application has been submitted. The process could take several years or it could
be quicker, it just depends on how fast the State and Federal Government process our application.
12. Work with Dublin Fine Arts Foundation to complete Art in the Parks projects for Bray Commons and
Dolan neighborhood parks.
Lowart stated that Dolan Park is complete. For Bray Commons, the City is planning on having the park
dedication in the spring. The Dublin Fine Arts Foundation will set up a booth at the dedication to solicit
people to serve on the art selection committee. The art selection process would probably start by May
2005 and the project should complete by the fall of 2005.

13. Develop a Public Art Master Plan
Lowart advised that she does have a report from the consultant, which she is in the process of reviewing
and correcting. Once she has completed this review, the task force will reconvene to start working on this
project.
14. Replace fencing in front of Murray Schoolhouse on Donlon Way with fencing similar to that in the Old
St Raymond's Church courtyard;modify and upgrade frontage landscaping as needed.
Lowart advised that since this was a medium priority, there has been no progress on this project, as it was
not funded in Fiscal Year 2004/2005.
15. Implement Phase II of Downtown Public Art/Bus Shelter Project.
Lowart advised that there has been no progress on this item, as it has not been funded in Fiscal Year
2004/2005. The City Council has decided that they do not want to continue with the same design for the
three new bus shelters so a different design will have to be chosen.
16. Install a small old-fashioned schoolyard playground adjacent to the picnic area at Murray Schoolhouse
to reflect the era of the Schoolhouse.
Lowart advised that there is no progress on this item and this project is not funded in Fiscal Year
2004/2005.
17. Investigate the possibility of obtaining accreditation for the Heritage Center through the American
Association of Museums.
Lowart explained that the City has received a grant from American Association of Museums and, staff is
moving forward on this project. Receiving accreditation requires a three-step process. First the City does
a self-study. Next, a peer reviewer from the American Association of Museums reviews the self-study
with the City and, lastly, the American Association of Museums provides a report with recommendations
to the City.
The City would then assess the recommendations made by American Association of Museums by creating
an Assessment Team to assist with the process. The Assessment Team should be made up of a Heritage
and Cultural Arts Commissioner, a representative from DHPA, staff and volunteers from.the Heritage
Center.
Lowart advised that she would like to have the Commission make an appointment for this Assessment Team
tonight so we can present this information at the next DHPA meeting and ask them to appoint a representative to
the team as well.
Chairperson Vonheeder-Leopold asked for volunteers to the-Assessment Team. Cm. Acuff agreed to be the
Heritage and Cultural Arts Commissioner representative to the Assessment Team. Cm. Fasulkey agreed to be the
alternate commissioner to this team. Cm.Lussie also indicated an interest in the Assessment Team.
Other Business
Brief INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff
Cm. Acuff stated that she has just received a brochure from the Native Plant Society, which she would love to
share with the City. Cm. Acuff stated at the last meeting of the Transit Center Art Committee they reviewed quite
a few artist submissions.The Committee selected three artists to create maquettes which the Committee will put on
public display to gather feedback from the public.

Cm. White stated that she enjoyed the Day on the Glen festival. The only problem she encountered was trying to
find available parking. Lowart advised that Phase III of the Emerald Glen Master Plan includes 350 additional
parking spaces,which should be available for the Day on the Glen festival next year.
Cm. Lussie like the flyers with the maps and descriptions of the Public Art in our area. Cm. Lussie also stated that
she enjoyed the Day on the Glen festival.
Cm. Acuff asked if she needs to take her art work down which is left from the "Dublin Does Art" event. Cm.
White indicated that she would have her husband assist her with taking it down.
Cm. Muetterties advised that at the last Camp Parks Task Force meeting they reviewed 5 different proposals for
plan layout of this project. Cm. Muetterties supplied copies of the 5 proposals for the Commission's review. Cm.
Muetterties stated that the Task Force selected the top three plan layouts for this project. The Task Force selected
Proposal#5 as their first preference. Proposal#4 and Proposal#1 were their second and third selection.
Cm. Mack stated that there was a very interesting article in the paper regarding the pros and cons of the Fallon
Sports Park project.
Cm. Fasulkey described her trip to Ireland and said she had a wonderful time. She took some great pictures of the
parks and artwork in Ireland while she was sightseeing. Cm. Fasulkey will be bringing in pictures from her trip to
share with the Commission.
Cm. Vonheeder-Leopold stated that she will be going to China for ten days.
