The July 8, 2004 meeting of the Heritage and Cultural Arts Commission was called to order at 7:02 p.m. at the
Dublin Civic Center,Dublin, California,by Chairperson Vonheeder-Leopold.

THE COMMISSION APPROVED THE MINUTES OF JUNE 10, 2004 AS PRESENTED.

Unfinished Business
JazzMasters Workshop
Heritage & Cultural Arts Supervisor Theresa Yvonne explained that the JazzMasters Workshop has been well
received by the participants and their parents this summer. There were a total of 15 students registered for the
workshop and 3 students on the waiting list. Two students dropped the course and JazzMasters agreed to add one
additional student for a total of 16 students for the summer. There have been numerous guest artists each week
including renowned saxophonist,Jules Broussard.
Staff has discussed with Executive Director, Bruce Forman, about having a recital at the next to last class for the
parents, sponsors and other interested members of the community. This would be free and open to anyone that
would want to attend. The recital will be held on Wednesday, August 4th from 3:30-4:30 p.m. at the Dublin Civic
Center, in Regional Meeting Room. Staff would produce an invitational flyer that could be given to the parents to
give to friends and family and mailed to the sponsors, Commissioners and City Council.
Yvonne advised that although there had been some discussion about the JazzMasters program becoming a year
round program, this type of programming was not allocated in this year's budget but the City is planning to host
another JazzMasters Workshop in Summer 2005 contingent upon continuing sponsorship for this program to offset
the costs associated with this program.
Cm. Lussie asked if the JazzMasters recital would be a fundraising event. Yvonne advised that the August 4th
recital would not be a fund raising event. City Staff and the JazzMasters agreed that since the parents paid for their
children to participate in the program it would be inappropriate to ask for additional monies to attend a recital.
New Business
Camp Parks Strategic Visioning Process
Yvonne advised that the completion of the Camp Parks General Plan Amendment is identified as a high priority in
the City Council Goals and Objectives for the fiscal year 2004-2005.
Over the past several months, Planning Staff has been working with the Project Applicant, the U.S. Army and their
authorized representative, the Staubach Company, to determine the most efficient and effective manner in which to

proceed with developing a land use plan for the 182-acre site. Staff and the Army concluded that because of the
size, scope, and community-wide importance of this property, a comprehensive planning process should be
employed to outline a vision for the future uses of the land.
At the request of the Army, the City interviewed a planning, architecture, and design firm to guide the community
through a Strategic Visioning process. The visioning process will solicit community input, analyze options and
possibilities for land uses, and create master plan alternatives for review and discussion. The proposed consultant,
RTKL Associates, Inc., has completed community outreach and visioning programs for several other cities as well
as private sector clients throughout California and the rest of the country. The Visioning Process as proposed by
RTKL will last nearly 4 months from start to finish.
The Strategic Visioning Process includes inviting key community members to participate in a two-day the
Community Design Charrette and a half-day follow-up workshop. These members, selected by the City Council at
their June 1,2004 meeting,include:
• City Council members
• Representative from each of the City's appointed commissions (including the Senior Advisory Committee
and the student representative to the Parks and Community Services Commission)
• General Manager and Board of DSRSD
• Superintendent and Board of DUSD
• City Department Heads
• 2 representatives from the Chamber of Commerce
The Community Design Charrette will take place on August 6 and 7,2004.
Yvonne recommends that the Heritage and Cultural Arts Commission appoint a representative to participate on the
Camp Parks Strategic Visioning Process Charrette Design Team.
Chairperson Vonheeder-Leopold asked Yvonne if there is any ground rules for this process or are they simply
providing input? Yvonne stated that it is her understanding that the Community Design Charrette is strictly an
input gathering meeting. Yvonne explained that the 182-acre site would only be along Dublin Boulevard. Cm.
Acuff asked if any other neighboring communities had a stake in this development. Yvonne answered no.
Chairperson Vonheeder-Leopold asked the Commission for volunteers. Cm. Muetterties volunteered to be the
representative of the Heritage and Cultural Arts Commission to the Camp Parks Strategic Visioning Process. Cm.
Acuff volunteered to be the alternate representative for this project.
Dublin Transit Center Art Project
Yvonne explained that in 2004-2005 the Dublin City Council rated as a high priority goal: "work with the
developer to locate significant works of art in two key places of the Dublin Transit Center, the Village Green
Center and the"Iron Horse"Plaza."
In May 2003, the Surplus Property Authority of Alameda County entered into a Development Agreement with the
City of Dublin for the Dublin Transit Center Project. As part of the agreement,the Developer agrees to contribute
Two Hundred Fifty Thousand Dollars ($250,000.00)for construction of public art.
Staff has met with Stuart Cook, representative for the Alameda County Surplus Property Authority and has agreed
to work together on the art project. The artist or artist team will be hired at the front end of the Transit Center
Project along with the landscape architect so that the art components can be integrated into the infrastructure of the
project rather than placed afterwards.

A limited number of artists have been invited to participate in the art project. The selection committee will consist
of the Heritage and Cultural Arts Supervisor, Parks and Facilities Development Manager, Stuart Cook, Alameda
County Surplus Property. Authority and the Authority's Landscape Architect for the project. The City Council has
recommended that the selection committee also include a Heritage and Cultural Arts Commissioner and a Parks
and Community Services Commissioner.
Cm. Acuff asked if all art would be displayed on the Dublin side of the BART station. Yvonne advised that this
project is strictly for the art on the Dublin side of the BART station. Yvonne sketched out a map of the proposed
artwork project area for the Commission's review. Cm. Lussie asked what area of the BART station would be
removed for this art project. Yvonne advised that presently only a parking lot would be removed to make room for
this project. Chairperson Vonheeder-Leopold asked how long this process is expected to take.
Yvonne advised that the selection process should take approximately four months. Cm. Mack asked if we had any
indication of what the City of Pleasanton is planning for their side of BART. She hoped that we would coordinate
ideas so that the art that is placed on each side blends together well and does not clash with each other. Yvonne
advised that she would check with the City of Pleasanton and try to find out more information for Cm.Mack.
Chairperson Vonheeder-Leopold asked for volunteers to participate in the Dublin Transit Center Art Project. Cm.
Acuff agreed to be the representative from the Heritage and Cultural Arts Commission to participate in the Dublin
Transit Center Art Project. Cm. Lussie has agreed to be the alternative representative to this project.
Other Business
INFORMATIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff
Cm. Acuff stated that last week there was a large fire in her area but, when she turned on the T.V. to try and find
out more information about the fire, she could find none. Cm. Acuff called Channel 30 who advised that they do
not cover the news. Cm. Acuff wants to know why? Chairperson Von Heeder-Leopold believes that Channel 30
cannot cover these types of stories because so much of Channel 30's staff time is on a volunteer basis and, they
simply don't have staff to cover"breaking news stories'.
Cm. White stated that she recently took a leisure class at the Heritage Center as was surprised by the number of
people who has never visited the Heritage Center before. Yvonne advised that she has requested that the City of
Dublin start a program where all new City of Dublin staff to go to each City site to familiarize themselves with the
City of Dublin's parks, facilities, schools, art work and other special amenities which are unique to Dublin. The
Commission expressed enthusiasm for this idea and felt it would be a great opportunity to better educate City Staff
and provide better customer service to our community.
Cm. Lussie stated that Art at the Crossings has changed quite a bit since the last Commission meeting. Cm. Lussie
stated that they have contacted a PR Firm who came in and tried to focus the group. A few of the neat ideas are;
having an event where people come in and paint landscapes or someone comes into your home and chooses a.photo
and blows it up to billboard size and puts it on your front lawn.
Cm. Muetterties asked for an update on the Shannon Community Center closure. Yvonne advised that the final
report on the Shannon Community Center would be reviewed and decided upon by City Council at the Tuesday,
July 20th Council meeting. At that time, the City Council will decide whether to rebuild, demolish and rebuild or
demolish only the Shannon Community Center. The City Council will also be deciding upon whether to install
modular buildings at Emerald Glen and, how to proceed with the relocation of the Shannon Community Center
office staff.
Cm. Mack advised that the Fallon Task Force has sent a report to the Parks & Community Services Commission
and the project is moving along nicely. The next scheduled meeting will be held in September.

Cm. Fasulkey advised that she is really disheartened at the lack of human-interest stories about Dublin and its
residents in the Tri Valley Herald and the Valley Times newspapers. Cm. Fasulkey asked how we could improve
our exposure in the news. Chairperson Vonheeder-Leopold felt that the reason Dublin doesn't get much exposure
is because Dublin is considered the "smallest" in the Tri-Valley Area by the newspapers. The newspapers
frequently assign Dublin to new staff so the turn over is frequent and, it is hard to build a relationship when the
staff changes are so frequent. Cm. Fasulkey asked if there was anything the City could do to encourage more
exposure from the local newspaper agencies. Chairperson Vonheeder Leopold cautioned against the City trying to
approach the newspapers for more coverage, as they could report negatively that Dublin is trying to violate their
First Amendment rights. Cm. Acuff suggested faxing and emailing Press Release reports to the newspaper to
encourage more coverage. Cm.Acuff stated that the important part of a Press Release is to write the release for the
readers, don't just list a dry list of dates, times, etc. as this is not what they are looking for. They are looking for
information that will grab the reader's attention and interest their customers. You need to hook the reporter like
you hook the reader,with the first sentence.
Yvonne advised that the Summer Concert Series starts off with Busta Groove on Friday, July 9 from 7:00-9:00
p.m. The Concert Series will continue each Friday night, featuring a different flavor of music each week, through
August 6`''• The Summer Concert Series is held in the Dublin Civic Center courtyard. Yvonne also interviewed
with CTV 30, to promote this event. CTV 30 will be airing her interview about the concert series throughout the
next two weeks on a show entitled"Everything Local".
Cm. Lussie asked for a status report on the Public Art Master Plan. Yvonne stated that Staff has reviewed the
Master Plan and the Task Force needs to reconvene with the consultants to review the draft, discuss changes and
move forward. Cm. Lussie asked if there was money for additional meetings. Yvonne stated that additional
meeting costs had been added into this year fiscal budget.
Yvonne advised that Kristi Bascom, Associate Planner, City of Dublin is in the process of planning Historical
Zoning for the City of Dublin. She is working with consultants and there will be a joint meeting with the Heritage
and Cultural Arts Commission and the Planning Commission to discuss the zoning estimated in September 2004.
