HERITAGE AND CULTURAL ARTS COMMISSION

The meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic
Center,Dublin, California,by Chairperson Vonheeder-Leopold.

APPROVE THE MINUTES OF FEBRUARY 19,2004 AS PRESENTED.

7.1 Murray Schoolhouse Exhibit Design
Heritage and Cultural Arts Supervisor Theresa Yvonne reported that Staff has chosen a set designer to create seven
design spaces within the museum that will cumulate into one overall design for the interior of the museum.
Yvonne explained that $9,000 has been budgeted to hire a consultant to create the exhibit design for the Murray
Schoolhouse. In 2003-2004 the City Council rated this as a high priority goal to refurbish the exhibit space within
the Murray Schoolhouse and to provide a fresh setting that will highlight Dublin's history. Last year a request for
proposals was sent out to 8 exhibit design consultants, only one responded and the proposal exceeded the entire
budget of design and construction. Upon review of the proposal,it was determined that what was needed was a set
designer to create the interior, of the museum. Staff will recommend to the City Council on 3/16/04 that a
consultant services agreement be approved with set designer Gloria Matsumoto from Hayward. She has extensive
set design experience and has worked with the City of Pleasanton, the City of Walnut Creek, and the Town of
Danville. She has designed several sets for various playhouses in the area. Ms. Matsumoto will provide seven
individual design spaces including the Native Californians of Dublin, the Spanish Era, Pioneer's Journey West,
Pioneer Kitchen, Historic Murray Classroom, John Green's Store and the Children's Hands-On area. She will
work closely with Elizabeth Isles, the Heritage Center Director. Upon completion of this design she will bring
back her design to the commission for review and approval and will then go to City Council for final approval.
Cm.Acuff asked if there has been consideration for an exhibit on farm implement,ranching, and sheep raising.
Yvonne explained that this is one of the considerations for one of the temporary exhibits. Elizabeth has ,put
together a survey to the public on what they would like to see in the next year.
Yvonne explained that the kitchen will be an actual kitchen. During school tours there will be a docent portraying
one of the settler women working in the kitchen as they would have in the 1800's. It will provide more realism and
interaction for the children.

Cm.Mack asked if Ms. Matsumoto would be able to do the design and stay within the$9,000 budget.
Yvonne explained that she is able to do it below budget.
Cm.Acuff thinks it's a great idea to get a set designer, she believes they do a wonderful job.
Yvonne explained that a set designer is familiar with properties that need to be historically significant; they will
research to do a set to the appropriate era.
Cm. Lussie commented that a museum is not just a collection of artifacts and that in the future computers will be
available for research.
The Heritage and Cultural Arts Commission received the report.
7.2 Heritage and Cultural Arts Goals and Objectives
At the February 19, 2004 meeting of the Commission,priorities were given to 16 objectives related to Heritage and
Cultural Arts. The commission will consider one additional objective for 2004-2005.
Yvonne explained that it was been determined that the objective previously categorized.under the Parks and
Community Services should go under the Heritage & Cultural Arts Commission. The objective is to explore with
DHPA the Land Cemetery Extension Feasibility Study. Yvonne requested that the Commission rate this high,
medium or low.
Chair Vonheeder-Leopold explained that D.H.P.A. owns the land that is across the creek and the parcel that fronts
DoNtod D nd Way next door to the kennel. About 3 years ago, D.H.P.A. leased the front parcel to Clorox. They
installed a trailer for testing cat litter. The Cemetery Association gave the cemetery to the City of Dublin, it was
understood that no more plots could be sold. Consequently, additional people could not be buried in Dublin.
D.H.P.A. is anxious to do something with this land. There have had preliminary talks with the City and D.H.P.A.'s
president, Steve Lockhart.
Cm.Muetterties asked the size of the lot.
Chair Vonheeder-Leopold explained that it is a little less than an acre.
THE COMMISSION RATED THIS GOAL AS A HIGH PRIORITY.
New Business
8.1 Summer Concert Series
The City is sponsoring Dublin's 8th Annual Summer Concert series this summer. The concerts have been moved
under the purview of the Heritage and Cultural Arts Division of the Parks&Community Services Department.
Yvonne reported that there will be 5 free concerts held Friday evenings in the Civic Center Plaza. The concerts
will begin July 9 and end on August 6,and will begin at 7 p.m. and end at 9 p.m. There will be a variety of music
styles such as Rhythm&Blues, Country,Motown,jazz and classic rock. In the past this event has fallen under the
jurisdiction of the Parks and Community Services. With the addition of full time staff it was decided that it would
be better suited to move the music series under the Heritage and Cultural Arts division.
Yvonne stated that she is working on the selection of the artists and in May, will have a follow-up report. She will
continue with the marketing plan, the Tri-Valley Herald will sponsor the concert series, advertising will run on
KKIQ, CTV 30, the Valley Times and the City's website. Banners will be hung on light poles on the downtown

area and posters will be hung throughout the community. Post cards will be sent to the customer mailing list and
will be advertised in the Activity Guide. Announcements will be placed in the marquee at Shannon Park and
Dublin Auto Center.
Cm.Mack asked about the concerts at Pleasanton, San Ramon and Danville and wants to make sure we don't have
the same type of music as they do on the same night.
Yvonne explained that there is a standing agreement with the other cities to not duplicate the entertainment.
Cm.Fasulkey asks about moving the concerts from the Civic Center.
Yvonne explained that this had been considered and at this time the Civic Center is still the best available location.
Some communities actually move the concerts from week to week to different park locations.
' Chair Vonheeder-Leopold explained that she would see some problems if we moved it around.
The Commission received the report.
Other Business
Brief Informational Only Reports from Commissioners and/or Staff
Cm. Acuff commented about the Irish Fairy Workshop at the Heritage Center, this went very well. The Irish
storyteller was great; the kids had fun. Everyone that signed up did show up and they had people attend that did
not signed up.
Yvonne stated that registration for the workshop was full weeks prior to the event.
Cm. White asked about the date of the Goals and Objectives meeting.
Yvonne explained the Goals and Objectives meeting will be held on March 20 from 8 am to 12 noon.
Cm. Lussie commented that she went to an ART WALK held in San Francisco and passed out a brochure.
Cm.Muetterties commented on the volunteer dinner, she really enjoyed it.
Cm. Mack said she is looking forward to the parade on Saturday.
Cm.Fasulkey asked about the Green and White Gala.
Chair Vonheeder-Leopold said this is the first time invitations were extended to dignitaries to the Green and White
Gala. She explained that they want more participation in the events. The Mayor from sister city Bray will be here
to attend the Green and White Gala. They were afraid that this event would not sell out because of the cost of the
event.
Yvonne reminded the Commission about the field trip to the Rocklin Foundry for the Senior Center Art in April.
She will send out an e-mail when she has a date. April 24 will be the first Bluegrass concert at the Heritage Center
to be held in the church.
Chair Vonheeder-Leopold announced that the flagpole for the schoolhouse has been delivered and that D.H.P.A.
would like to have a dedication ceremony on June 13,which is the day before Flag Day, around 2 p.m.
Yvonne stated that Staff will coordinate with MCE for the installation at the Heritage Center.

Chair Vonheeder-Leopold explained there has been some difficulty getting the flag because it is a period flag and
they are made on demand.
Chair Vonheeder-Leopold announced that the Dublin Fine Arts Foundation wants to do an art festival this fall.
They would like to have someone from the Commission to serve on the task force. That person would be working
with Marty Inderbitzen who is the president of the foundation. They would like to have children involved and
have different artists available to teach pottery and basic skills of watercolor painting. She asked if anyone would
like to be on the task force.
Ms.Yvonne said it would need to be put on the agenda to appoint someone.
Chair Vonheeder-Leopold stated they want someone on the Commission for the exchange of information only.
They will not be representing this Commission.
