1 FINANCIAL STATEMENT: None
DESCRIPTION: The City Council has scheduled the Annual Goals and Objectives
Study Session for Monday, April 19, 2004 at 5:00 p.m. This Study Session provides the City Council
with an opportunity to reach consensus on the primary direction and allocation of City resources for the
upcoming year.
As has been done in past years, the Heritage and Cultural Arts Commission has been asked to provide
input on the preliminary Goals and Objectives for Heritage and Cultural Arts.
ADOPTED 2003-2004 GOALS AND OBJECTIVES
The adopted 2003-2004 Goals and Objectives included 17 objectives that were assigned to Heritage and
Cultural Arts. Of those objectives, 16 objectives were given a high priority and one objective was given a
medium priority. Since the adoption of the Goals and Objectives Program, one additional objective was
initiated by the City Council.
Staff has prepared a status report that outlines the level of accomplishment for the 18 objectives assigned
to Heritage and Cultural Arts (Attachment 1). Of the 18 objectives, 13 are complete or will be complete
by the end of the fiscal year (June 30, 2004), four are underway and will be carried over to next fiscal
year, and one has had no progress as it was not funded in Fiscal Year 2003-2004. It should be noted that
the objective related to regional cemetery(#11) will be moved to Administration in the 2004-2005 Goals
and Objectives Program.
STRATEGIC PLAN
In January of 2004 the City Council had a Strategic Planning Workshop. During the Strategic Planning
Workshop, the City Council worked on the development of a draft Mission, Vision, and Value Statements

for the City of Dublin. The primary focus of the Strategic Planning Workshop was the development of
strategies that would provide a focused framework for City's Goals and Objective program and the
ultimate allocation of resources for the City over the next ten (10) years. The Mission, Vision and Values
are Attachment 2. The Strategies, Goals and Objectives are Attachment 3. Only those Strategic
Objectives that relate to Heritage and Cultural Arts have been included in Attachment 3.
At this time, Staff has concluded that two of the Strategies relate to Heritage and Cultural Arts (Strategy
#2, Facilitate and encourage continued investment in Downtown Dublin and Strategy #6, Develop
dynamic community facilities that provide unique recreational and cultural experiences in the region).
PRELIMINARY 2004-2005 GOALS AND OBJECTIVES
Staff has prepared a preliminary list of 2004-2005 Objectives for Heritage and Cultural Arts (Attachment
4). Staff has identified ten new objectives for 2004-2005. The remaining four objectives have been
carried over from the previous year. Of the 14 objectives, nine relate back to the Strategic Goals in
Attachment 3 and will be instrumental in the accomplishment of the goals.
Included on the 2004-2005 Preliminary Goals and Objectives form is a column identified `Benefit/Need"
to assist the Commission in assessing the importance of each objective. Also included on the form is a
column identified "Additional Resources Required". This column identifies whether additional staffing or
funding resources over and above the City's current service capability is required to accomplish the
objective with the next year. The priority assigned by Staff to each objective is also shown on the form.
In advance of the meeting, Staff recommends that the Commission individually prioritize the objectives
by giving a rating of high, medium, low, or no priority (delete) and come prepared to the meeting to
collectively establish priorities. The Commission priorities will be provided to the City Council for
consideration as they deliberate the priorities of the overall City Goals and Objectives Program. Staff has
also provided additional space at the end to identify and prioritize any other objectives that individual
Commissioners wish to have considered as part of the 2004-2005 Goals and Objectives Program.
Staff has prepared the following definition of a "high" priority objective: an objective which significantly
improves the City's ability to affect the overall quality of life in the community, provides basic services or
is required by Law. Objectives should receive a "medium" or "low"priority if the degree that they affect
the above criteria is not as great.
COUNCIL/COMMISSION GOALS AND OBJECTIVES WORKSHOP
In preparation for the City Council Goals and Objectives Study Session and in order to have a dialogue
with the City Commissions, the City Council has scheduled a Council/Commission Workshop for
Saturday, March 20, 2004 at 8:00 a.m. The purpose of the workshop is to provide the Commission with
an opportunity to the discuss Goals and Objectives under their purview and the reason for their respective
Goals and Objectives rankings with the Council. The Council will take no action until the City Council
Goals and Objectives Study Session.
RECOMMENDATION: It is recommended that the Heritage and Cultural Arts Commission
take the following action:
