HomeMy WebLinkAbout11-10-2005 Approved HCAC Minutes CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION MINUTES OF: NOVEMBER 10, 2005 The November 10,2005 meeting of the Heritage and Cultural Arts Commission was called to order at 7:04 p.m. at the Dublin Civic Center,Dublin,California,by Chairperson Vonheeder-Leopold. Pledge of Allegiance Chairperson Vonheeder-Leopold led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff,Fasulkey,Lussie,White,Mack and Vonheeder-Leopold Commissioners Absent: Halket Oral Communications Approval of Minutes ON A MOTION BY CM. LUSSIE, SECONDED BY VICE-CHAIRPERSON MACK AND BY UNANIMOUS VOTE, THE COMMISSION APPROVED THE MINUTES OF OCTOBER 13,2005 AS PRESENTED. Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 Goals&Objectives Status Report—Heritage&Cultural Arts Heritage and Cultural Arts Supervisor John Hartnett reported that on June 20, 2005, the City Council adopted the Goals & Objectives Program for Fiscal Year 2005-2006. In order to keep the Heritage and Cultural Arts Commission abreast of Staff's progress towards the Heritage & Cultural Arts objectives assigned by the City Council, Staff has prepared a status report for review by the Commission. Hartnett briefly summarized the status of the goals and objectives for the Commission. 1 —Exhibit Restoration Project • Final Design drawings,prices should be completed within the next 2 weeks. • Temporary exhibit closes December 5. • Contracts will be negotiated for various elements of the project in December&January. • Installation will be in spring 2006. • Grand Opening and 150t Anniversary celebration planned for spring 2006. 2—Historic Park Master Plan • Full Site Scheme is preferred by both Commissions. Council concurs. • City Council Workshop on November 18 to consider potential funding sources to acquire site and develop elements(possibly in phases). • Costs (approximate) — Full scheme - $23 million, half site - $8.3 million, one-third site - $7 million. Cemetery improvements-$2.4 million. 3— 150th Anniversary—Murray Schoolhouse • Spring of 2006—combined with opening of the new exhibit. • DHPA is interested in hosting portions of the 150th Anniversary. Staff is considering the offer. Minutes -November 10, 2005 Page 2 of 4 4—Dublin Transit Center—Public Art Project • 1 %2 years away from beginning the process as 25% occupancy of site is required so that residents can be involved in art selection process. • • Currently two projects are under construction and two more in design phase. 5—West Dublin Bart Station—Public Art Project • BART has no money for public art but will include a space for art in the design. • The site includes apai taients, a hotel, and parking structure. 6—Lighting for Freeway Underpass Approaches—Art Murals • BRK Engineering has put together preliminary plans. • Plans need to be reviewed and approved by Cal Trans. • Should be completed by spring of 2006, once plans are approved. 7—St.Raymond's Church&Murray Schoolhouse—National Register • Revised application submitted in July. • Waiting to hear back on next step. Could take two or more years. 8—Accreditation for Heritage Center—American Association of Museums(MAP) • MAP consultant(Jim DeMersman)met with staff in September. • Will set up a one-day workshop with committee in next few months. • Final Assessment for first phase is due in February. 9—Regional Arts Brochure • Take 5 for Arts Committee (Dublin, Danville, San Ramon, Livermore and Pleasanton) has had two meetings to discuss brochure. • Currently determining what facilities and programs will be a part of the brochure. • Town of Danville has agreed to do the lay-out. • Hope to have a draft of brochure by Spring 2006. 10—Bray Commons—Public Art Project • Dublin Fine Arts Foundation (DFAF) has 2 applicants from Bray Commons residents for the art selection panel. Connie Mack is also a representative on the panel, and the Parks & Community Services Commission has a representative,as well. • First meeting of the art selection panel will be called before end of year. • • Goal is public art selected for recommendation by July 2006,and approval by September 2006. 11 —Public Art Master Plan • Draft recommendation will go to the original task force,H&CAC and Council in next 4 months. • Staff has streamlined the master plan and is developing potential funding options for the draft plan. 12—Ulferts—Public Art Project • Staff has had three meetings with Ulferts representatives regarding selection of art. • Final design for the recommended public art piece in the next few months. • Recommendation to H&CAC and Council early next year. 13—Bus Shelter Project—Public Art Project • Not funded in FY 2005/06. • Minutes—November 10,2005 Page 3 of 4 14—Antone School • Developer of site where school is located offered it to the City. • The City has no location for it right now. • The possibility of obtaining the school was mentioned during the first public hearing of the Historic Master Plan study,but no one showed an interest in locating it at the site. • Issues include renovation and cost to move,which could be quite expensive. Cm. Lussie stated that she thinks it is a good idea that the surrounding cities have created the Take 5 for Arts Committee. It is better than having to compete with each other. Hartnett stated that they say competition can be good. It is not a question of competition, as much as it is educating the public on the numerous art offerings in the region. This is a very unique group and there is so much support of the arts in this area. Cm. Lussie asked where is Ulferts going to be located? Chair Vonheeder-Leopold stated that it is somewhere between John Monego Court and Glynnis Rose Drive. Cm. Lussie asked if there is any historical significance in the Antone School, and also where is it located now. Chair Vonheeder-Leopold stated that it must have some historical significance. Cm. Fasulkey stated that it is located off Tassajara Road. Chair Vonheeder-Leopold stated that the Commission should seriously think about going out to see Antone School sometime in the spring. Cm. Acuff stated that perhaps Camp Parks might be a possible location. Hartnett stated that we will certainly be revisiting this item,because when they make a final development decision, it will force the issue of re-location for the developer. Cm.Acuff asked if the Museum Assessment Program is the program where we selected someone from Hayward to do the MAPs. Hartnett confirmed this and stated that the appointed liaison, Jim DeMersman from Hayward, will conduct a workshop at the end of the year to discuss the MAP project. Mr. DeMersman review the MAP process with the committee. He plans to ask questions of the committee as to what they see as future goals for the Heritage Center, etc. He will then put together an assessment plan and submit it for the committee's review by February 2006. Cm. Mack asked if once the Public Art Master Plan is approved we will then start using it for projects like Bray Commons. Hartnett stated that the Dublin Fine Arts Foundation (DFAF) has an Art in the Parks program for the City and has done several art pieces in the community. Bray Commons is their latest project. They do the fundraising for 75% of the project's cost and the City contributes 25%. They are the driving force behind the Art in the Parks project. Hartnett will be sitting on the art selection committee as a non-voting member. Cm. Fasulkey asked if Lynne Baer is still with the Dublin Fine Arts Foundation. Hartnett replied,yes. She is very competent and will do a great job coordinating the Bray Commons project. Cm. Acuff asked, on the development that is on the corner of Dublin Boulevard and Hopyard/Dougherty Road, are we going to get an art project for that. Hartnett stated that as a condition of approval, there is suppose to be an art component. He has been in touch with the developer,Pinn Brothers,Inc., and is waiting for them to find an artist. Chair Vonheeder-Leopold stated that Mr.Banducci was on the Adhoc committee for the public art master plan and was very anxious to participate in getting it done. Hartnett stated that even though the public art master plan isn't finalized, it hasn't mattered in the case of some private development projects. Since 1992,the City has had an Minutes—November 10,2005 Page 4 of 4 informal program where Staff recommends developers include a public art piece. It has been very encouraging to see how many developers have committed to installing public art and what has been accomplished without a master plan in place. Chair Vonheeder-Leopold stated that everyone is amazed of what has happened here. It has not been easy,but it is a reflection of how much the community is committed to making it a whole community for everyone. Cm. Lussie stated it helped to have a developer on the committee. She had expected resistance, but there wasn't any. Chair Vonheeder-Leopold stated that in regards to the 150t Anniversary of the Murray Schoolhouse, D.H.P.A. is investigating someone who does parties and has access to people that rent tents. Perhaps we can have a nice dinner party in the parking lot in the evening and make it formal and a big deal. It can't be too close to the Green and White Gala, so maybe sometime in April would be good. D.H.P.A. is looking at costs at this time. Cm. Acuff stated that when the Albuquerque Museum did an exhibition on the Maya, they setup tents in the patio area. They worked with the chefs from the University who created chocolate sculptures of some of the famous Mayan sculptures. They were used as the centerpieces. It was the middle of the winter, but there were outside heaters and the people loved it. So a tent as suggested by Chair Vonheeder-Leopold would be a good idea. Depending on when the event is held, a tent would be appropriate for either cool or warm weather. The Commission accepted the report as presented. Other Business 9.1 Brief INFORMATIONAL ONLY Reports from Commissioners and/or Staff Cm.Mack stated that she really likes the street lights on Village Parkway. Chair Vonheeder-Leopold stated that Claudia McCormick and Janet Lockhart want to wrap ribbon around the street lights for Christmas,because they think they would look like candy canes. • Cm. Fasulkey asked about the new Starbucks and if anyone has been there yet. The center is really nice and well lighted. It is really a nice addition to the corner there and is a real nice change. Cm.White stated that she noticed a lot of cars parked at Starbucks last night at about 7:30p.m. Cm. Lussie reported that she visited the de Young Museum. It is really a beautiful museum. There is also a parking lot there. Before, you could not park and had to walk two miles to the museum. She was very impressed with the featured exhibit, which was magnificent. She was also impressed with the "Reliefs", which she thought were reproductions,but turned out to be originals in pristine condition. There were some that were pieced together with cement.
