The May 12, 2005 meeting of the Heritage and Cultural Arts Commission was called to order at 7:07 p.m. at the Dublin
Civic Center,Dublin, California,by Chairperson Vonheeder-Leopold.

8.1 Dublin Historic Park Master Plan—Consultant Recommendation
Heritage and Cultural Arts Supervisor John Hartnett reported that at the March 1, 2005 meeting of the Dublin City
Council, the Council approved a Request for Proposals for consultant services for the design of a Master Plan for the
Dublin Historic Park. The Council also approved the forming of a consultant selection committee comprised of City
Staff, and a representative from the Heritage and Cultural Arts Commission, Parks & Community Services Commission,
Dublin Fine Arts Foundation,and Dublin Historical Preservation Association.
The selection committee conducted interviews with four selected firms on April 28, 2005. The firms included PGA
Design, Royston, Hanamoto, Alley & Abey, Dillingham Associates, and RBF Consulting. At the conclusion of the
interviews, the committee selected Royston, Hanamoto, Alley &Abey as the firm best suited to proceed with the design
of a Master Plan. The selection committee felt that they possessed a strong background in planning for historic sites, a
desire to develop a master plan that is sustainable, and a particular expertise in providing a financial feasibility study for
development and operations. Royston, Hanamoto, Alley & Abey's team consists of a Project Manager, two Principal
Resource Consultants (one that will serve as the historic landscape designer and the other as the cemetery designer), a
Financial Consultant from Economic Resource Associates (ERA), and a Civil Engineer from BFK Engineers. The
recommendation of Royston, Hanamoto, Alley & Abey as Master Plan Consultants for the Dublin Historic Park will be
brought before the City Council for approval on May 17,2005. -
Cm. Halket, who was the Heritage & Cultural Arts Commission's representative to the committee, stated that it was a
very interesting experience to interview the consultants for the Dublin Historic Master Plan. Each of them had specific
strengths. Halket felt that the firms had a clear understanding and a vision of the project and the ability to work with the
community. The evaluation process was time consuming,however Halket felt the selection of Royston, Hanamoto, Alley
and Abey was the best decision made as a team.

Hartnett replied himself, Cm. Halket, Elizabeth Isles (Heritage Center Director), Diane Lowart (Parks & Community
Services Director), Sue Flores (Parks & Community Services Commission) and Steve Lockhart (DHPA). All had a
chance to read the proposals beforehand. The Committee felt that Royston, Hanamoto, Alley and Abey had a real
personal touch. They came in with no preconceived ideas, wanting to get input from the community. They also have a
very strong ability to do a financial feasibility study and were sincerely excited about the project. The firm also values
the fact that it is an historic site and wants to maintain that integrity.
Heritage Center Elizabeth Isles concurred. She indicated that they came in with a very open mind and should be
receptive to what the community may suggest. The others came in with preconceived notions and already had ideas of
what the design of the park might be. •
Cm. Halket stated that Royston, Hanamoto, Alley & Abey just completed a very impressive park in San Jose. Isles
pointed out that they also did the work on Bray Commons.
8.2 Dublin Heritage Center Events 2005-2006
Isles reported that in a continued effort to expose the Dublin Heritage Center to the community, a variety of workshops, •
exhibits and a winter concert series are planned for 2005-2006. Three workshops have been planned for next year. The
workshops are going to be held on Saturdays from 1:00-4:00 pm at the historic Murray Schoolhouse. There will be a $5
charged for adults and $3 for children. Two exhibits are planned that will be open to the public during the museum's
regular hours,Wednesday through Sunday from 1:00—4:00 p.m. with free admission.
The Winter Concert Series events will be held on Saturdays beginning in October, from 7:00— 8:00 p.m. in the historic
St.Raymond's Church.The cost of admission will again be $10 for adults and$5 for children.
For the past two years, four workshops and three exhibits have been offered at the Murray Schoolhouse. Because of the
new Exhibit Restoration project, permanent exhibits are going to be installed in the Murray School during the winter of
2005-2006. The number of workshops and exhibits has been scaled back. A new event is also proposed in March 2006
to celebrate the 150th Anniversary of the Murray Schoolhouse and the grand opening of the new permanent exhibits.
Isle briefly summarized the proposed schedule of exhibits,workshops, concerts and new events planned for 2005-2006.
Cm. Halket stated that the schedule lists a February event,but Isles did not mention it in the report. Isles stated that it may
be switched with the January event. Hartnett clarified that the City will be offering a fifth concert. Isles stated that the
Gamelan group scheduled for February is from Berkeley and are a traditional Indonesian group.
Cm. Acuff asked if they do the shadow puppets? Isles stated that she is still negotiating with them. They will either do
the shadow puppets or perform dances in full costume.
Cm. Lussie reported that she missed the April Blue Grass concert. She asked if there is some way staff can send the
Commission e-mails as a reminder of upcoming events. Isles stated that she will send reminders out the week before each
event.

Other Business
Brief INFORMATIONAL ONLY Reports from Heritajie and Cultural Arts Commissioners and/or Staff
Cm. Acuff stated that at a committee meeting for the MAP (Museum Assessment Program) Accreditation process at the
Heritage Center, a person was chosen to help Staff develop a plan for achieving accreditation. Nine candidates were
submitted and all had museum, program and park skills. The committee selected a gentleman from Hayward because his
skills and capabilities really fit our situation.

Cm. White asked his name. Isles replied, Jim Demersman. The American Association of Museums gave the City the
names of nine different candidates. Mr: Demersman was ranked number one by the committee. However,the City is not
guaranteed that Mr. Demersman will be the liaison, since it will depend on his schedule. August has been selected as the
date for a site visit and Staff will formulate a list of questions for the liaison.
Cm. White stated that she attended the Blue Grass Concert with her 18 year old grandson who plays the guitar. The first
two groups were from Dublin and the other from Santa Cruz. All the groups were wonderful and they had so much fun.
Cm. Lussie stated that she missed the Blue Grass Concert, as she was in Los Angeles.
Cm. Mack stated that she attended the Bray Commons Park Dedication last Saturday and was very impressed.
It is a very beautiful park.
Cm. Fasulkey stated that she missed the last meeting, as she was in Pasadena attending the California League of Cities
Conference with her husband. They attempted to visit the museum there, but it was closed as they were there too early.
They plan to return to see their beautiful rose garden.
Cm. Halket stated that she is looking forward to attending the Art on the Main in Walnut Creek this weekend.
She reported that she attended the Dublin Partners in Education Art Auction last Friday at the Radisson.
There was a lot of wonderful work produced by the students from our schools. One Dublin High senior's painting, a
study of a lily in three pieces, auctioned for $2,000. It is nice to see the community rallying together in an artistic
venture. She would like to see more people from the City participate in this event.
Hartnett proposed an off-site visit to the Eugene O'Neill Historic Site in Danville in lieu of a regular meeting, either in
July or August. He stated that this site was home to Mr. O'Neill for seven years where he wrote some of his most historic
-plays. Tours are conducted Wednesdays through Sundays, at 10:00AM or 12:00PM. The tour will take about two hours
with lunch afterwards.
The Commissioners thought it was a great idea and concurred that the end of July would be best based on their
availability.
Cm. Acuff stated that she may have a problem if it is a hot day. A two hour tour may be difficult for her.
Hartnett stated that the tour will be primarily inside.
Hartnett stated that based on the Commissions preferences and availability, the tour should be scheduled the latter part of
July, on a Thursday at 10:00AM. He stated that he will get back to the Commission once the plans have been finalized.
Cm. Halket reported that the King Tut exhibit is back on tour in Los Angeles. One-hundred pieces that have never been
shown before will be on display. Her family will be going to see the exhibit in Los Angeles on July 27. Arrangements
can be made through California State Automobile Association.
Isles reported that she is busy with school tours right now and planning the permanent exhibits.
Cm. Vonheeder-Leopold stated that she attended the Bray Commons Dedication to get some sign-ups for the Dublin Fine
Arts Foundation for people to help select the art for that park. The Dublin Sister City Association dedicated the Peace
Pole that came from our Sister City in Brea, Ireland. The granite that is underneath the pole is from Wicklow County,
where Brea is located. Four visitors from Brea were in attendance.

Cm.Vonnheeder-Leopold reported that she and her son went on a natural garden tour in Alameda-Contra Costa County.
There were 55 houses on the list and they managed to see twelve in one day. The gardens are made up of all natural
plants that should be growing here. Many of the gardens were amazing, especially those in the Oakland and Berkley
Hills where they do a lot of terracing.
