OCTOBER 12, 2006 The October 11, 2006 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Mack. Pledge ofAllegiance Chairperson Mack led the Pledge of Allegiance. Roll Call Commissioners Present: Acuff, White, Lussie, Vonheeder-Leopold, Mack, and Halket Commissioners Absent: Fasulkey Oral Communications - None Approval of Minutes ON A MOTION BY CM. ACUFF, SECONDED BY CM. HALKETT AND BY UNANIMOUS VOTE, THE COMMISSIONAPPROVED THE MINUTES OF SEPTEMBER 14, 2006 AS PRESENTED. Written Communications -None Public Hearing - None Unfinished Business - None New Business 8.1 Art in the Parks — Dougghgty Hills Dom John Hartnett, Heritage & Cultural Arts Supervisor, explained that hi September of 1993 the City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. The goal of the "Art in the Parks" program is to enhance City parks through the placement of artworks appropriate to each park's history, location, size and use. Since that time, the Foundation has completed seven commissions in City Parks. Additionally, a sculpture previously on loan to the City and the Foundation was purchased by the Foundation and permanently installed at Shannon Park. A commission for Bray Commons Park has recently been approved by the City Council and is scheduled for completion by spring of next year. hi February 2006, as part of the conceptual design process for the Dougherty Hills Dog Park, the City Council elected to include a public art element into the project. The Dublin Fine Arts Foundation (DFAF) has agreed to commission the project as part of their Art in the Parks program. For Art in the Park projects, the DFAF typically creates an art selection committee to review the work of several artists in order to narrow down the candidates list. Finalists' proposals are viewed at a public reception, the selection committee considers public comments, and makes a final selection and recommendation to the Heritage & Cultural Arts Commission, Parks & Community Services Commission and City Council. Such a process was recently conducted for the public art commission for Bray Commons. Coincidentally, one of the five finalists, Michelle Alcantara, submitted a proposal for the Bray Commons Dog Park area that was very well received by the public and the art selection committee. Since Alcantara's work is ideal for a Dog Park project and has already received favorable public support, the DFAF Board has since elected to forgo the usual art selection committee process, and recommend artist Michele Alcantara for the Dougherty Hills Dog Park project. Page 1 of 3 For Dougherty Hills Dog Park, the artist proposes to create a grouping of whimsical dog figures and other entities such as fire hydrants, bones, etc. The various dog figures will be constructed of metal found objects and steel fabrication ranging from 2 ft. to 5 ft. high with other items in proportion to the figures. The groupings will be placed on concrete "paw prints" approximately 6 ft. long x 6 ft. wide. The paw prints and objects will be placed in the large dog area, small dog area and just outside the park on the east end of the parking lot entry, creating a tripod effect that can be viewed from any location. The artist has found with other installations, that people of all ages gravitate to these animal sculptures because of their interactive and playful attributes and because they become an integral and natural part of the surroundings. Harnett advised that the total cost of the artwork is $20,000 and will be paid for by the Dublin Fine Arts Foundation. As with past Art in the Park projects, the City will contribute one -quarter of the project cost, or $5,000. In addition to review by the Heritage and Cultural Arts Commission, the Parks and Community Services Commission will review the artwork at the October 16, 2006, meeting. Recommendations and comments from both Commissions will be presented to the City Council at the November 7, 2006 meeting It is recommended that the Heritage and Cultural Arts Commission receive the report and either recommend approval of the artwork to the City Council or provide additional comment regarding the artwork for Council consideration. Commission Comments: Vice Chairperson Halket asked if benches would be part of this project. Hartnett advised that their will be benches installed at the site, but are not art pieces and are not part of the proposal. Cm. Vonheeder-Leopold advised that the artist uses many different types of recycled products so no two art pieces are alike. Cm. Lussie stated that she would have preferred the use of natural objects and wondered if the artwork was for people to enjoy or the dogs. Hartnett advised that this artwork is for the dogs, their owners and the public to enjoy. Chairperson Mack and Cm. White wanted to make sure that the dog park will be completely fenced in, since it is located near a local school. Harnett advised both dog play areas are completely fenced in. Children cannot wander into this area and would have to enter through a gate. If dogs are outside of the play area, the dogs must be on a leash and under the control of the owner. ON A MOTION BY CM. ACUFF, SECONDED BY CM. VONHEEDER-LEOPOLD AND BY MAJORITY VOTE, THE COMMISSION VOTED TO RECOMMEND APPROVAL OF THE ARTWORK TO CITY COUNCIL FOR APPROVAL. CM. LUSSIE OPPOSED THE RECOMMENDATION. Other Business Brief INFORMA TIONAL ONLY Reports from Heritage and Cultural Arts Commissioners and/or Staff Cm. White wanted to compliment the MCE weekend maintenance staff. While recently attending a birthday party at Mape Park, she said that the maintenance staff was very accommodating and went way above and beyond their duties to make sure that the participants had everything they needed. This type of customer service created a wonderful environment for a birthday party and a great experience for everyone because of MCE. They even came back after the party was over, to clean up the area. Cm. White also reported that the other day she reported that an oak tree had fallen down in the park and within 15 minutes, MCE was onsite working to clear the downed tree. Page 2 of 3 Cm. Lussie reported that she atten, ,A the ethics training. There are so many Bray areas that it is always best to check with Staff or the City's Attorney if you aren't sure about a situation. Cm. Vonheeder-Leopold was glad to hear the positive feedback Cm. White provided. Great individual customer service is what we are really striving for in the City of Dublin. Hartnett handed out updates to the various Commission Committees to assist them with identifying which Committees they are serving on.
