The purpose of the sign is to notify the members of the International Brotherhood of Electrical Workers Local 595 of meetings and events. RECOMMENDATION: Staff recommends that the Planning Commission: 1) Receive Staff presentation; 2) Open the public hearing; 3) Take testimony from the Applicant and the public; 4) Close the public hearing and deliberate; and 5) Adopt a Resolution approving a Conditional Use Permit for an electronic readerboard sign located at 6250 Village Parkway. This site has a General Plan land use designation of Business Park/Industrial. The project site is zoned C-O, Commercial Office. Professional/Administrative Offices are a permitted use in the C-O district. There is an existing two-story office building located on the project site. The project site is shown in the vicinity map below. Office buildings are located to the north and south of the project site. Interstate 680 is located to the west and the Venture Commerce Center is located to the east (across Village Parkway). Gtd,nEtl�--..'n a Project Description The Applicant is currently requesting approval of a Conditional Use Permit to allow an electronic readerboard sign at 6250 Village Parkway to notify their members of upcoming meetings and events. ANALYSIS: Conditional Use Permit Chapter 8.84 of the Zoning Ordinance (Sign Regulations) requires that any business sign on which the copy is electronically changed (electronic readerboard sign) be reviewed and approved by the Planning Commission. - As shown on the picture to the left, , "e the proposed electronic readerboard .. . r ',..- sign is located 12 feet 6 inches from j - - ' the back of the sidewalk along Village Parkway and approximately "� 16 feet 6 inches from the street. There is a Condition of Approval that requires the Applicant to remove the existing sign prior to installing the proposed electronic readerboard sign (Attachment 1, Condition of Approval No. 20). • As shown to the left, the 41 proposed sign is 6 feet 11 inches tall and 6 feet 6 inches wide. Please refer to Exhibit A of Attachment 1 for additional details on the proposed sign. The types of messages that will be posted include meeting reminders and event reminders. IBEW Local 595 will have a default message that will be used when reminders are not posted. The default message will read as follows: "Welcome to International Brotherhood of Electrical Workers Local 595 be sure to Work Safe." A Condition of Approval has been placed on the project which requires that the monument sign be maintained in a well-kept and viable condition at all times. All sign components shall remain operational at all times (Attachment 1, Condition of Approval No. 19). CONSISTENCY WITH THE GENERAL PLAN AND ZONING ORDINANCE: Electronic readerboard signs are conditionally permitted in the C-O zoning district with approval by the Planning Commission. The Zoning Ordinance includes development regulations for freestanding signs and the proposed sign is consistent with these development regulations. ENVIRONMENTAL REVIEW: The California Environmental Quality Act (CEQA), together with the State Guidelines and City Environmental Regulations require that certain projects be reviewed for environmental impacts and when applicable, environmental documents prepared. Staff is recommending that the Planning Commission find this project exempt from CEQA pursuant to Section 15311(a) (Accessory Structures — On-premise Signs) because the project consists of a minor structure that is accessory to the existing commercial use. 3 of 5 NOTICING REQUIREMENTS/PUBLIC OUTREACH: In accordance with State law, a Public Notice was mailed to all property owners and occupants within 300 feet of the proposed Project. A Public Notice was also published in the East Bay Times and posted at several locations throughout the City. To date, the City has received no objections from surrounding property owners regarding the Project. ATTACHMENTS: 1 .
