APRIL 12, 2007 The April 12, 2007 meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Mack. Pledge ofAlleziance Chairperson Mack led the Pledge of Allegiance. Roll Call Commissioners Present: Mack, Acuff, Lussie, and Swalwell Commissioners Absent: Halket, Carr and Vonheeder-Leopold Oral Communications -None Approval of Minutes ON A MOTION BY CM. SWALWELL, SECONDED BY CM. ACUFF AND BY UNANIMOUS VOTE, THE COMMISSIONAPPROVED THE MINUTES OF FEBR UARY 8, 2007 AS PRESENTED. Written Communications -None Public Hearin -a - None Unfinished Business - None New Business 8.1 "Dublin Reads " Project John Hartnett, Heritage & Cultural Arts Supervisor, advised the Commission, that in conjunction with the City of Dublin's 256' Anniversary, the Dublin Library is proposing a new program called the "Dublin Reads" project. The goals of the projects are: 1) To provide an intergenerational, shared literary experience and opportunity for collaboration between the City, the schools, Dublin Library and local organizations that would enhance and foster a sense of community among the residents of the City of Dublin. 2) To use this shared experience to promote Dublin's 25 h Anniversary as a City. 3) To promote the activities of the sponsoring agencies of the project including the Friends of Dublin Library, Dublin Historical Preservation Association, Dublin Library and the City of Dublin. The proposed launch for the project would be September, 2007 at the Day on the Glen festival. The project would continue throughout fall 2007 and winter/spring 2008 culminating in an event with author James D. Houston during National Library Week in April 2008. Hartnett gave a synopsis of a number of activities that will be promoted by the Library in order to engage the community in the project. He also reviewed details of how the City proposes to support the Dublin Reads project through promotional and program assistance. Hartnett indicated that City Staff have met with Dublin Library Staff to discuss the proposed activities and believe that they can be accommodated with no additional resources. At the March 6, 2007 City Council meeting, the Council approved the proposed concept and directed Staff to support the "Dublin Reads" project. Commission Comments Cm. Swalwell asked if the "Dublin Reads" program is intended to review more than one book a year. Hartnett advised that at this time, the Library is launching this as a one-time event to review just the books indicated in the report. Minutes —April 12, 2007 Page 2 of 3 Cm. Swalwell asked Elisabeth Isles, Heritage Center Director, if other books would be offered aside from the books on Dublin's history. Isles confirmed that as this was originally planned as a one-time event, the Library and Staff would have to wait and see how this program is received, but Staff is always open to suggestions. Cm. Swalwell asked if they will be selling the books at Day on the Glen. Isles wasn't sure if the Library planned on giving away the books or selling them at cost. Cm. Swalwell asked if there would be collaboration between the public and private high schools in Dublin. Isles advised there would be collaboration between all schools in Dublin, both public and private. Cm. Acuff suggested contacting Tri Valley Writer's Association whom might be a great resource to obtain guest speakers on various writing/publishing topics. Cm. Lussie was thrilled to see that the Library would be sponsoring five Chautauqua events. She feels these presentations are fun, very educational and something that all age groups can enjoy together. 8.2 Winter 2007 Quarterly Report Hartnett advised that the Heritage and Cultural Arts Division develops and implements quality programs that strengthen community image, preserve the City's heritage, provide recreational experiences, and encourage healthy lifestyles. This is accomplished by providing diverse cultural program offerings in areas such as music, theatre, dance, and visual arts. Hartnett reviewed the report which provided a summary of programs conducted during. winter 2007, as well as a comparison to winter 2006. Hartnett indicated that the most popular classes included; Art Experience for Kids, Beginning Irish Dance, Kindermusik Village, Belly Dance, Beginning Guitar, Country Line Dance, Cheerleading, and Snow White & Friends. Hartnett shared that new classes will be offered for the spring session, including; American Ballroom Dancing, 2 Strand Crystal Bracelet, Crystal Earrings for Mother's Day, Art Experience for Kids - Intermediate II, BandWorks School of Rock and the Wizard of Oz. Hartnett also handed out the City of Dublin Summer 2007 Camp Guide to the Commission and explained that Staff wanted to reach the parents and guardians of youth in our community prior to making their plans for summer camps, and that this brochure was made available at the St. Patrick's Day Festival. Cultural & Heritage Camps included in the new brochure include returning programs; All 4 Dance Camp, Intensive Summer Dance Program, Magical Dance Camp and Pop Stars Dance Camp, and new programs; Museum Apprentice Teen Camp, Lullaby of Broadway Camp, Annie Jr. Performance Camp and Breaking into Film & Television". Commission Comments Chairperson Mack thought the layout of the Summer Guide was great and very helpful in assisting parents with scheduling activities for their children. Cm. Swalwell asked how instructors are contracted through the City to hold the camps and classes. Hartnett explained that most instructors will submit class or camp proposals to Staff for consideration and if the instructor is qualified and the class they are offering is something the public may be interested in, Staff will go ahead with the proposal and publish the write ups in our quarterly guide. Any instructor who works with children under 18 years of age must submit to a full fingerprinting and background check through the Department of Justice. Hartnett advised that he also goes out and markets to other successful instructors providing services for other local cities to see if they might be interested in teaching classes for the City of Dublin, as well. Minutes —April 12, 2007 Page 3 of 3 Other Business BriefINFORMATIONAL ONLYReports from Heritage and Cultural Arts Commissioners and/or Staff Cm. Acuff reported that Mary Jane Hyde, one of the first members of the original Heritage Committee recently passed away. Mary Jane Hyde was a very energetic person and she was the first to campaign with the schools to encourage more collaboration between the two entities. Ellen Johnson was also an intricate part, of the Heritage and Cultural Arts growth that Dublin has experienced. Cm. Lussie recently visited New York. She saw Spamalot and also enjoyed a concert at Carnegie Hall. Hartnett advised that the City Council met recently regarding goals and objectives. Two goals added by the City Council that are moving forward for further review were the possibility of having a Local Historian and Poet Laureate to represent the City. The Commission felt this was great news and should be well received by the public. Isles advised she recently trained 6 new docents to lead tours, etc. at the Heritage Center. Cm. Acuff stated that the Shannon Community Center Art Project Committee has reviewed all art submissions. The next step will be to interview the artists whose are now considered semi-finalists for the project. Finally, selected finalists will be asked to submit maquettes of their art proposal. Cm. Lussie wanted to make sure that the public could vote on the art as well. Hartnett advised that there will be an opportunity for the public to give their opinions on the art maquettes for the Shannon Community Center Art Project during the time in which they will be displayed at the Civic Center lobby.
