PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF:.MONDAY,DECEMBER 13,2004
The December 13, 2004 meeting of the Parks and Community Services Commission was called to order at 7:00
p.m. at the Dublin Civic Center,Dublin, California,by Chairperson Flores.
Pledge of Allegiance
Chairperson Flores led the Pledge of Allegiance.

Commissioners Absent: None
Oral Communications
Mary Lou Bielke, Senior Center Advisory Committee, advised that at the last Senior Center Advisory Committee
meeting held at the Dublin Civic Center, Mayor Lockhart, City Manager, Richard Ambrose, Parks & Community
Services Manager, Paul McCreary and Parks & Facilities Development Manager, Herma Lichtenstein and
Commission Representative, Burr Cain were in attendance. Jennifer Burton with Pivot Interiors was also in
attendance at this meeting to answer any questions regarding the chair selection process for the new Senior Center.
Bielke advised that 13 different chairs have been on display for several weeks for testing by the seniors for
placement in the various areas of the new Senior Center. 42 seniors participated in the testing and surveying of the
chairs.
The police served lunch at their annual holiday luncheon,which the seniors appreciated very much. The police did
a great job.,
Cm. Smith advised that although he did not attend the Youth Advisory Committee meeting, he believes they made
promotional posters and chose the t-shirt design for the 2004/2005 Youth Advisory Committee at the last Youth
Advisory Committee meeting.
Approval of Minutes
Cm. Guarienti directed the Commission's attention to page 7,paragraph 7,where he would like the record clarified
to reflect that he attended an Open House event for Camp Arroyo, he did not attend the camp itself. ON A
MOTION BY CM. CAIN, SECONDED BY CM. GUARIENTI AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO APPROVE THE MINUTES OF NOVEMBER 15,2004 AS CORRECTED.

8.1 St.Patrick's Day Poster Artwork
Parks & Community Services Manager Paul McCreary advised that the 22nd Annual St. Patrick's Day Celebration
is scheduled for the weekend of March 12 and 13, 2005. The St. Patrick's Day Liaison Committee has met and
Staff has begun preparing for the events.
Previously the City has commissioned an artist to prepare unique artwork for the event poster. Last year, Staff
created a watercolor drawing from a parade photo. The City has been using the same layout for the poster for the
past five years which features the festival artwork surrounded by a green border listing the event information. It is
important to continue using the same format since people now associate the colorful posters with the St. Patrick's
Day Festival.

Attachment 1 to the Agenda Statement contains photos from past St. Patrick's Day events that are indicative of
Dublin's celebration of St. Patrick's Day. Option A captures several children along the parade route. Option B
features a costumed couple in lawn chairs watching the parade. Option C depicts longtime parade participants,the
Shriners,in their little cars.

McCreary indicated that if the Commission wanted to have a slightly different look for the poster,Attachment 2 is
a shamrock that highlights the different segments of the celebration (pancake breakfast, carnival attractions,
parade, entertainment and fun run).
McCreary asked the Commission to recommend preferred artwork to the City Council or provide additional
comments regarding the artwork for Council consideration.
Cm. Cain prefers the shamrock. He likes the way various activities are illustrated.
Cm. Guarienti stated that his first choice would be the shamrock and his second choice would be Option A.
Cm. Jones likes Attachment 2,the shamrock.
Cm. Flores likes the shamrock design but suggested putting the wording throughout the open spaces of the poster
instead of putting the entire wording at the bottom,which she feels is too busy.
ON A MOTION BY CM. GUARIENTI, SECONDED BY CM. JONES AND BY UNANIMOUS VOTE, THE
COMMISSION RECOMMENDED APPROVAL OF ATTACHMENT 2 (THE SHAMROCK) WITH THE
PREFERENCE FOR MOVING WORDING FROM THE BOTTOM OF THE POSTER TO THE OPEN
SPACES OF THE POSTER.
8.2 Summer 2005 Fun in the Sun Program Sites
McCreary advised that the Fun in the Sun program is a half-day camp program conducted.at various City parks.
The program runs Monday through Friday from 1:00 p.m. to 5:00 p.m. In the past the program has been offered at
Alamo Creek,Kolb,Mape Memorial, Shannon and Emerald Glen Parks.
Over the years, registration at Alamo Creek has declined. During the past three summers, the Fun in the Sun
program at the Alamo Creek Park site has been cancelled due to low enrollment. Registrants were transferred to
either Shannon or Emerald Glen Park. Recreation Leaders that were hired to work at the Alamo Creek Park site
were reassigned to Shannon and Emerald Glen Parks in order to maintain the Staff to camper ratio.
In order to meet the increased demand in the eastern part of the City, Staff recommends discontinuing the Fun in
the Sun site at Alamo Creek Park and adding an additional Recreation Leader at Emerald Glen Park. Increasing
staffing at Emerald Glen Park to four Recreation Leaders will allow the City to increase the maximum registration
for Emerald Glen Park. Staff will monitor growth in the eastern part of the City to determine when there will be
sufficient demand to open a new site at Ted Fairfield Park or Bray Commons.
Cm. Jones stated that Ted Fairfield Park might be an alternate location for a Fun in the Sun program. Cm. Jones
asked if staff could survey participants to obtain their feedback.
McCreary indicated that this could be done.
ON A MOTION BY CM. CAIN, SECONDED BY CM. JONES AND BY UNANIMOUS VOTE, THE
COMMISSION AGREED TO DISCONTINUE OFFERING THE FUN IN THE SUN PROGRAM AT ALAMO
CREEK IN ORDER FOR PROGRAMS TO BE EXPANDED AT EMERALD GLEN PARK.

Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff •
Cm. Cain stated that he wants to attend all three days of the CPRS Conference in Sacramento this year.
Lowart indicated that the subject of the conference will be addressed at the next meeting of the Commission once
the new Commission is seated.
Cm. Guarienti stated that the Trail Trekkers recently had the opportunity to help out the Eagle Scouts with the
Dougherty Hills Open Space trail-marking project. Eagle Scout Andrew Sevilla approached Cm. Guarienti for a
donation to complete the trail marking program and Cm. Guarienti was able to gather the $55.00 in donations
needed from the Trail Trekkers to complete this Eagle Scout project.
Lowart advised the City Council would be holding a special study session on goals and objectives on February 26.
Breakfast and lunch will be included. The Tree Lighting Ceremony was recently held in the Courtyard at Civic
and approximately 300-400 people attended the event. Breakfast with Santa was held at the Senior Center on
Saturday, December 1 1th and was very successful. Both seatings of Breakfast with Santa were sold out. The
second winter concert was held on Sunday, December 12th featuring the Bay Bells Choir. This concert was very
well attended and the participants actually got to play with the bells and sing along with the Choir towards the end
of the concert. The Homespun Holiday was also held on Sunday,December 12th and featured homemade ornament
making, carolers and apple cider. This event was also well received by the public.
