MINUTES OF;112ONDAYMARCH 21,2005 '
Chairperson Flores called the meeting of the Parks and Community Services Commission to order at 7:00 p.m. at
the Dublin Civic Center,Dublin,California.
Pledge of Allegiance
Chairperson Flores led the Pledge of Allegiance.

Oral Communications
Greer Payton, Vice Chairperson, Senior Center Advisory Committee, advised that they have been approached by
the Heritage and Cultural Arts Commission to host a Senior Talent Show in 2006. Payton advised that the
Committee has agreed to host this event and a subcommittee has been formed to oversee the coordination and
planning for a Senior Talent Show in 2006. The event will be coordinated by the Heritage and Cultural Arts
Supervisor and will serve as a new special event for the Heritage and Cultural Arts Division.
Payton advised that the fabric selections for the new senior center have been presented and accepted by City
Council. The new senior center grand opening celebration will be two fold. There will be a"Grand Gala", a fancy
affair with dining and entertainment and a Public Open House to celebrate and showcase the new senior center. -
Payton, Al Edge and Paul McCreary, Parks & Community Services Manager, City of Dublin will be working on
the new senior center grand opening plans.
Payton also advised that the Senior Center Advisory is working on their mission,vision and values statement.
Cm. Cain stated that "Steppin out for Seniors" event has been delayed from May 16, 2005 to July 2005 so this
event can be held in the new senior center. Cm. Cain also stated that he thought Mary Lou Bielke was also on the
senior center grand opening subcommittee. McCreary advised that the Anna Hudson, Senior Center Recreation
Coordinator, has approached Mary Lou about serving on this subcommittee but Mary Lou has not confirmed
whether or not she will be able to participate in this subcommittee at this point.
Cm. Smith stated that at the last Youth Advisory Committee meeting they discussed their work assignments for the
St. Patrick's Day celebration and the Youth Advisory Committee booth at this event. The Committee also
reviewed upcoming teen events and discussed marketing strategies for these items.

COMMISSION VOTED TO APPROVE THE MINUTES OF FEBRUARY 14,2005 AS PRESENTED.

6.1 Amendment to Fee Schedule for Preschool Programs
Parks & Community.Services Manager Paul McCreary presented the staff report and explained that the Parks and
Community Services Department develops programs and classes in which registration fees will at least cover direct
program costs.

On an annual basis, Staff undertakes a review of the expenditures and revenues related to various Depai tment
programs and recommends fee adjustments as necessary. Typically the updated fee resolutions are presented to the
Commission in July each year following the adoption of the budget. However the proposed fee adjustments for
preschool programs needs to be considered by the Commission now in order to be advertised correctly in the
summer edition of the "The Guide". The remainder of the recommended fee adjustments for Fiscal Year 2005-
2006 will be presented to the Commission in July.
McCreary reviewed the proposed fees shown on the charts below.

Chairperson Flores opened the Public Hearing on the Amendments to Fee Schedule for Preschool Programs for
public comment. No public participants were in attendance therefore no comments were received by the
Commission on this Amendment.
Cm. Cain asked McCreary if the fees for Preschool were increased last year too. McCreary confirmed that the fees
were increased last year and explained that Staff prefers to adjust the fees slightly each year rather than wait two or
three years and then have to increase the fees dramatically at one time. Cm. Cain asked what the new Preschool
facilities were like at Emerald Glen. McCreary stated that the Preschool building is approximately 2, 400 square
feet and has two classrooms and a gated outdoor playground area. Cm. Cain asked if attendance in the preschool
programs was good. McCreary advised that registration in preschool overall has remained consistent over the past
year. A few children did drop out of the Preschool program when the program was relocated from Shannon Park
to Emerald Glen Park. However, those spaces that were made available by the move were filled almost
immediately. McCreary advised that staff even plans on adding 20 more spaces to the preschool program for the
upcoming fall 2005 session expanding the Preschool maximum from 80 to 100 children.
Cm. Guarienti asked if the parents are pleased with the new facility preschool facility. McCreary felt that the
preschool parents were happy with the facilities at Emerald Glen.
Chairperson Flores asked if the amended fees included any cost recuperation from the unexpected closure of the
Shannon Center Preschool and relocation to Emerald Glen Park. McCreary advised that all funds for the closure of
the Shannon Community Center will be taken from the general fund therefore no recuperation fees are included in
the amended fee proposal for Preschool.
ON A MOTION BY CM. JONES, SECONDED BY CM. MUETTERTIES AND BY UNIANIMOUS VOTE,
THE COMMISSION VOTED TO ADOPT THE AMENDED TO FEE SCHEDULE FOR PRESCHOOL
PROGRAMS FOR THE 2005-2006 FISCAL YEAR AS PRESENTED.

New Business
8.1 Day on the Glen Festival
McCreary reported that the 5th Annual Day on the Glen Festival has been tentatively scheduled for September 24
and 25, 2005. However, in reviewing other local events currently scheduled for the same weekend, Staff
discovered that there are two other large events in Pleasanton. Staff is recommending that the Parks and
Community Services Commission consider alternate dates for the festival with the first choice of Staff being the
weekend of September 17 and 18.
Cm. Guarienti stated that he agrees with Staff's first choice on dates for the 5th annual Day on the Glen.
Cm. Jones stated that the Staff's first date selection is the same weekend as the Dublin Lion's Club annual
barbeque but he agrees that September 17th and September 18th are the best dates available for the Day on the Glen
Festival.
ON A MOTION BY CM. GUARIENTI, SECONDED BY CM. JONES AND BY UNIANIMOUS VOTE, THE
COMMISSION SELECTED SEPTEMBER 17TH AND SEPTEMBER 18TH 2005 AS THE PREFERRED
DATES FOR THE 5TH ANNUAL DAY ON THE GLEN FESTIVAL.
8.2 Dublin Historic Park Master Plan—Consultant Selection Committee
Parks& Community Services Director Diane Lowart, Director advised that one of the City Council Strategic Goals
for 2004-2005 is to "Expand and enhance Dublin Historic Park". She indicated that Staff recommends proceeding
with the preparation of a site master plan. The purpose of the master plan is to develop long-term options for the
development of the Dublin Historic Park, which may include acquisition of the Dublin Square Shopping Center
and expansion of the cemetery on to the land owned by the Dublin Historical Preservation Association.
At the March 1, 2005 meeting of the Dublin City Council, the Council approved a Request for Proposals for
consultant services for the design of a Master Plan for the Dublin Historic Park. The Council also approved the
composition of a consultant selection committee to include a representative of the Parks and Community Services
Commission. Lowart recommends that the Chairperson make an appointment of a representative and an alternate
to the Consultant Selection Committee for the Dublin Historic Park Master Plan.
Chairperson Flores volunteered to be the Representative to the committee. Cm. tones volunteered to be the
Alternate representative to this committee.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff
Cm. Cain asked what the purpose was for the April 12th special meeting with City Council. McCreary advised that
the special meeting will provide an opportunity for the Commission and Council to exchange dialog and ideas on
the Emerald Glen Recreation and Aquatic Center and the Shannon Community Center. This meeting will be more
of a workshop where Commission and Council will be asked to provide direction on a variety of issues related to
this project. McCreary advised that a complete agenda packet would be mailed to each Commissioner,prior to the
special meeting,to help them prepare for this meeting.
Cm. Guarienti complimented staff on a job well done as he had a wonderful time at the St. Patrick's Day Festival
this past weekend. He really liked the layout of the run and stated that the turnout for the Fun Run was outstanding
again this year. McCreary confirmed that the race included 1,509 runners this year.
Cm. Guarienti stated that he attended a very interesting seminar on Health and Wellness at the CPRS Conference
which focused on the obesity and lack of exercise problems facing our nation today. Cm. Guarienti feels we
should look for ways to enhance awareness of these problems and get the seniors and kids outside and mobile.
Cm. Guarienti asked if this item could be placed as an agenda item at a future Commission meeting to deliberate

and try and find ways to combat this problem. Lowart agreed with Cm. Guarienti and confirmed she would place
this item on a future agenda to brainstorm ideas on combating this issue.
Cm. Jones stated that he attended the CPRS conference on Friday and felt the seminars ran far short of
expectations. One seminar was on how to run a meeting, which he felt was completely ineffective. There seemed
to be a lot of technical difficulties too.
Cm. Muetterties stated that she attended the entire CPRS conference and overall she was pleased with the
conference. She liked the seminar on childhood obesity and several other seminars. She would like to see the City
of Dublin make playgrounds more accessible for all types of disabled children like autistic children, paralyzed
children, which have different needs. Cm. Muetterties also stated that there was quite a few technical difficulties
and the event did seem a little unorganized.
Chairperson Flores indicated that she also attended the CPRS Conference and that she preferred the professionally
run seminars to the seminars run by the CPRS staff. She spoke with one vendor at the CPRS conference who are
entertainment coordinators. She will pass along their marketing brochure and letters of recommendations. This
organization can deliver the whole package, including rides. The organization would be interested in taking over
the Day on the Glen or St. Patrick's Day Festival in exchange for letting them host a Bayou Festival in Dublin.
Chairperson Flores felt that we fell a little short in bridging the gap between kid and teen activities at the last Day
on the Glen festival and feels that this vendor has a good track record and should be considered.
Cm. Jones stated that he was with Chairperson Flores when she was discussing this issue with the organization and
felt they had a lot of expertise in this area.
Chairperson Flores asked for an updated Senior Center Advisory Committing listing. She also stated that she
would like to take a tour of our facilities especially since Cm.Muetterties is new to the Commission.
McCreary advised that the Spring Eggstravaganza will be held this Saturday at Emerald Glen Park from 10:00-
11:30 a.m. and will feature an egg hunt, face painting, a visit from Peter Rabbit and arts and crafts activities and is
$5.00 per child,no charge for adults.
Lowart advised that Andrew Sevilla, the young man who completed the trails project on the Dougherty Hills Open
Space,will be presented with his Eagle Scout rank on April 10.
