CITY OF DUBLIN
PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF: NOVEMBER 20, 2006
The November 20, 2006 meeting of the Parks and Community Services Commission was called to order at
7:05p.m. at the Dublin Civic Center,Dublin, California,by Chairperson Flores.

Oral Communications
3.1 Brief Informational Only Reports from Senior Center and Youth Advisory Committees
Senior Center Advisor Committee Member Barbara Gifford reported that the center continues to be busy with new
classes and trips, health informational workshops, crafts and exercise. Due to a decline in the bi-monthly dinner
dance,the committee discussed options. On January 20th the first Saturday night dance will be held.
The new cook at the Senior Center is furnishing well balanced and nutritious meals. Commissioners are invited to
attend the Christmas Dinner on Thursday,December 14. The cost is$6.50 and reservations are required.
At the last Advisory Committee meeting under the direction of Parks & Community Services Manager Paul
McCreary, the Committee has started a Strategic Planning Workshop which will continue through next month to
plan for upcoming programs and activities for the center. The next Advisory Committee meeting will be held at
the Senior Center instead of the Civic Center. Over 50 seniors 50 will be invited to attend.

Gifford thanked the Commission for the opportunity to serve on the Advisory Committee. She has served under
the direction of Bonnie Leonard,Patsy Rankin and Anna Hudson and has seen a lot of growth and changes over the
years. She is grateful and happy that the seniors are well provided for and now have a new Senior Center.
Cm. Guarienti thanked Gifford for her great service to the Senior Center. Cm. Cain expressed his appreciation of
Gifford's dedication to the Senior Center.
3.2 Public Comments
Dublin High School Instructor Tim Sbranti reported that Recreation Supervisor Frank Luna, Recreation
Coordinator Robert Beasley,himself and some students from Dublin High School will be getting together after the
Thanksgiving break to talk about the Dub Teen Website. They hope to incorporate updates from the Dublin High
School Journalism and Leadership classes. They are also looking at getting the high school newspaper online with
regular updates which will enhance the website.

THE COMMISSION VOTED TO APPROVE THE MINUTES OF OCTOBER 16, 2006 AS PRESENTED.

8.1 Presentation of the Dublin Pride Integrity In Action Program

Parks and Community, Services Director introduced Tim Sbranti who gave an overview of the Dublin Pride-
Integrity in Action Program.
Lowart stated that the Dublin Pride-Integrity in Action Program was designed to promote established character
traits on a Citywide basis, and was launched in the Dublin Unified School District in September. Although it is
being launched in the Dublin public schools, this is envisioned as a community-wide'program. The City Council
has asked the Commission to study and recommend how the City could be involv,ed in the program.
Commission Input:
Cm. Cain stated that he attended the City Council meeting and the response from the City Council regarding the
banners was quite favorable.
Lowart stated that from Staffs prospective, they would like for the Commission to brainstorm on how this program
would fit into our current programs. Staff would then come up with a plan and cost for the Commissions review
and input. The Commissions recommendation will then be forwarded to the City Council.
Cm. Guarienti stated that he likes the idea of the program and felt that it should not only be a school program,but
also a community program. It is something that everyone needs to focus on. He likes the idea of getting the
Chamber and business community involved. He suggested that as a City we should integrate the theme into our
events and programs. This would include the summer and winter concerts,the Senior Center lunches, etc. A focus
point for a month would be wonderful. For example, at the Senior Center a banner could be displayed.. Perhaps
one of the seniors, volunteers, a staff member or someone from the outside could give a short presentation about
the program.
Cm. Cain stated that if the City used the general fund to purchase 10,000 magnets at the cost of$.05 a piece, they
could be distributed to every student in the City. The banners should be displayed at all City events and also be
publicized in the Senior Newsletter, through the Y.A.C.,newspapers,TV and the activity guide.
Cm. Muetterties stated that the program is great and a very positive one. She suggested getting all the different
groups at the high school involved.
Chair Flores stated that she would like to see the City Council designate funding to utilize the bookmark design for
street banners. It would be a good investment for the City to have a set of the monthly banners to hang in the
Chambers and at all City events.
Chair Flores asked if Staff has implemented the values training through the Soul Shop in the afterschool programs.
McCreary stated that Staff will be meeting with Soul Shop to determine what the process would be, what is
involved and the cost. Staff will include it in the budget for next year as well.
Lowart stated that Staff will take the direction from the Commission and have a brainstorming session with Staff to
identify how this program might fit into our individual program areas. Staff will report back to the Commission at
the December or January.
8.2 2007 St.Patrick's Day Poster Artwork
Parks and Community Services Manager Paul McCreary presented the staff report.
The 24th Annual St. Patrick's Day Celebration is scheduled for the weekend of March 17 and 18, 2007. Staff has
begun preparing for the weekend events. Staff is seeking input from the Commission on the preferred alternative
for the 2007 Festival Poster.
Poster Option A includes a friendly farmer Leprechaun riding his green tractor filled with shamrocks. Poster
Option B depicts a Leprechaun leaning against his green truck after the parade with the Dublin Civic Center in the
background. Poster Option C features a young girl performing an Irish Dance with the City logo embedded within

a shamrock. Poster Option D is a final option for the Commission to consider which utilizes the poster layout from
2006 and inserting four new photographs.
McCreary recommended that the Parks and Community Services Commission select the preferred artwork for
recommendation to the City Council.
Commission Input:
Cm. Cain felt that the artwork with the Leprechaun is cute and whimsical, but his favorite is the shamrock.
He suggested,incorporating something in the artwork to promote the Dublin Pride-Integrity Action Program.

Cm. Guarienti stated that we have had a strong promotion of the shamrock with photos for several years now.
He indicated that he would like to see something different for next year's event. Option C with the Irish Dancing
girl is clean and jumps out at you. The event information is clear and easy to read. We need to publicize the new
location with a new poster.
Cm. Muetterties stated that she likes Option D the Shamrock and suggested that a sidebar be inserted to list the
event information for easier reading.
Chair Flores pointed out that St. Patrick's is misspelled on Option C (St. Patrict's). She is still very partial to the
Shamrock and would like to see it used one more year.
Cm. Cain pointed out that the printing on the Shamrock is very hard to read.
ON A MOTION BY CM. CAIN SECONDED BY CM. MUETTERTIES, THE COMMISSION
RECOMMENDED ARTWORK OPTION D (SHAMROCK)AND AS AN ALTERNATIVE, OPTION C(IRISH
DANCER). STAFF IS DIRECTED TO ADJUST THE SHAMROCK TO INSERT A SIDEBAR WITH THE
EVENT INFORMATION AND TO UPDATE THE PHOTO'S TO BE INSERTED WITHIN THE CLOVER.

8.3 Summer 2006 Quarterly Report
Parks and Community Services Manager Paul McCreary presented the Staff report. The Parks and Community
Services Department develops and implements quality programs that strengthen community image, provide
recreational experiences, encourage healthy lifestyles and preserve the City's heritage. This is accomplished by
providing innovative recreation, social and cultural programs in the areas of playgrounds, preschool, teens, sports,
special events, leisure classes, seniors and aquatics.
McCreary presented a summary of programs conducted during spring 2006 including: Leisure Classes; Playground
Programs—After School Enrichment, After School Recreation and Emerald Glen Spring Break Camp; Preschool;
Senior Center — Luncheons and Events, and Trips and Tours; Special Events — St. Patrick's Day Festival,
Shamrock 5K Fun Run and Walk, and Spring Eggstravaganza; Sports Programs — Youth Volleyball, Contracted
Sports Programs, Adult Basketball Leagues, Adult Softball Leagues, and Open Gym; Swim Center—Recreational
Swimming, Spring Learn-to-Swim Program, Competitive Stroke Lessons, Fitness Programs, Dublin High School
Swim Team, and Dublin High School Physical Education Classes; and Teen Programs — Recreation on Campus
and Teen Events.
Commission Input:
Cm. Muetterties inquired as to why Water Aerobics has declined. McCreary stated that we have not been able to
offer the program because we have no instructor. The instructors must be certified and have insurance liability.
Cm. Guarienti stated that the Senior Center attendance is misleading. We counted the Grand Opening into the
quarter. Even though the quarterly attendance had a big increase, it makes it look like the daily attendance is
down. It is misleading without an explanation.

Cm. Cain pointed out that in July there were 10 days of temperatures over 100 degrees, so the heat wave probably
caused fewer seniors to get out to the Center. Overall the Senior Center is showing a dramatic increase in its
average attendance.
9.1 Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Cm. Cain stated that he will not.be applying to renew his seat on the Parks and Community Services Commission
and would like to give someone else the opportunity to serve. He has enjoyed serving with everyone and has
appreciated Diane and Paul's direction and assistance and looks forward to being indirectly involved.
Cm. Guarienti reported that he attended workshops on the Union Pacific Right of Way project. People were asked
what they liked about it and what improvements they would like to see. A lot of ideas and thoughts were
presented. Three options were presented at the second meeting and it is anticipated that this information will be
presented to the Commission in the near future.

Cm. Guarienti reported that at the November 7 City Council meeting discussion was held regarding the Alamo
Creek Trail gates connecting them to San Ramon. This item has been carried over to the November 21 meeting
tomorrow night for further discussion. It is proposed to open a pedestrian access gate to connect Dublin and San
Ramon with the cost shared between the City of San Ramon and the City of Dublin.
Cm. Guarienti reported that he attended the Senior Advisory Committee meeting on November 2 as a member of
the public. He was interested in the goals and objectives for the seniors for the coming year. He appreciates
McCreary's time to listen to all the viewpoints and ideas for the goals and objectives.
Cm. Muetterties stated that since last month, she has been involved in the Leadership Academy which she highly
recommends to anyone interested. -
Chair Flores stated that she attended the logistics meeting for the St. Patrick's Festival and is happy to report that
the route for the Fun Run has been changed. It will start at the Dublin Sports Grounds, ending behind the Library.
Staff Reports:
+At the last City Council meeting there was a Request for Proposal for a Needs Assessment. Staff will be doing
an in depth needs assessment to address programming, facilities and needs of the community. Staff plans to gauge
300 residents in face to face small focus meetings.
+The Holiday Happenings include the Tree Lighting at the Civic Center on Thursday, December 7 at 7pm,
Holiday Workshop at the Heritage Center on Saturday, December 2 at 1pm, Breakfast with Santa on Saturday,
December 9 with seatings at 8:30am and loam and the Fred McCarty Holiday Showcase at the Old St. Raymond's
Church on Sunday,December 10 at 2pm. Requests for Letters from Santa will be accepted through December 4.
