HomeMy WebLinkAbout10-16-2006 Approved PCSC Minutes s CITY OF DUBLIN PARKS AND COMMUNITY SERVICES COMMISSION`; MINUTES OF: OCTOBER 16,2006 The October 16, 2006 meeting of the Parks and Community Services Commission was called to order at 7:05p.m. at the Dublin Civic Center,Dublin, California,by Chairperson Flores. Pledge of Allegiance Chair Flores led the Pledge of Allegiance. Roll Call Commissioners Present: Flores, Guarienti, Jones,Muetterties, Cain and Deering Oral Communications 3.1 _ Brief Informational Only Reports from Senior Center and Youth Advisory Committees Senior Center Advisory Committee Beth Wood reported that Roger Bradley, Administrative Analyst with the City Manager's Office, gave a presentation at the Senior Center regarding emergency planning and preparation. In addition, Anna Marie Jones, C.A.R.D. gave an excellent presentation describing some of the things that can be done to prepare for emergencies. Wood reported that the number of people participating in senior programs is up significantly. The number of volunteers has also increased. There is a demand for senior services which speaks highly of our Director and Staff members. The Foundation donated $3,000 to the Senior Center to purchase needed bingo cards and other items. The Foundation also is moving forward on the Foundation Wall for which plaques can be purchased for$250. Youth Advisory Committee Cm. Deering reported that the Youth Advisory Committee held their first meeting in September. The Committee spent most of the meeting discussing the Dublin Teen website. Discussion included what to have on the website and how to incorporate the school activities and how to promote them. 3.2 Public Comments Maria Fulwiler, 3777 Hebstone Place, President of the Dublin United Soccer League stated that the field usage problems at the Dublin Sports Grounds continue. The league is working with the City of Dublin on these problems and some have been addressed. There needs to be a permanent fix. Children are falling and twisting their ankles. It is time to.put some serious money into the fields. It would be nice to overhaul the sports grounds or look at putting in artificial turf. She understands the procedure for placing this item on the agenda and will call for placement on an agenda. She introduced Anthony Totaro, one of the soccer league coaches. Anthony Totaro, 8130 Brittany Drive, stated that he is very concerned with the condition of the fields at the Dublin Sports Grounds; the fields are old and worn. He indicated that he reported his concerns to Rich Jochner at the last Sports Liaison Meeting. He wants the City to take a real serious look at the fields, come up with a permanent solution and include it in the CIP. He suggested that the City research the cost to put in artificial turf. He envisions something similar to Dublin High School at the Dublin Sports Grounds. Lowart stated that the staff has convened a committee to look at options for renovating the sports grounds. Once options are identified, the sports groups will be contacted for their input. She hopes to bring this to the Commission sometime in February 2007 to get a project into the Capital Improvement Plan. 4.0 Minutes of the Regular Meeting—September 18,2006 • Cm. GUARIENTI AND BY UNANIMOUS VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF SEPTEMBER 18,2006 AS CORRECTED. - Written Communications-None Public Hearing-None - Unfinished Business-None New Business 8.1 Wallis Ranch Parks and Community Services Director,Diane Lowart introduced Project Planner,Michael Porto who presented a power point presentation on the Wallis Ranch Project. Porto stated that the City is currently processing the Wallis Ranch project. The project area encompasses 184 _acres and is bounded by the Alameda County/Contra Costa County border to the north, the Parks Reserve Training Facility,(PRTF) to the west, a staging area for the East Bay Regional Park District and a portion of the Tassajara Creek corridor to the south, and Tassajara Road to the east. The development concept for the area strives to preserve the natural environment and create a community that is compatible with the natural terrain. Approximately 107 of the 184 acres would be converted from vacant or agricultural land to urban/suburban use. The number of units within the project area is anticipated to range from 935 to potentially 1,007 based on the designated density ranges. The current proposal is for the development of 935 units. The Wallis Ranch project includes parks and other public amenities including a neighborhood park located in the southern portion of the property. The park is divided into two sites of 3.9 and 4.3 acres and the total Neighborhood Park acreage is approximately 8.2 net acres. A relatively flat 14-foot trail connection from the western Neighborhood Park to the northern property line for future connection to East Bay Regional Park District's (EBRPD)regional trail is proposed as part of the project. • Porto reported that the Planning Commission will be considering the establishment of specific Stage 2 Planned Development zoning and Site Development Review components of this project at their meeting in late November - or early December. The Planning Commission will make recommendations to the City Council on portions of the project and the City Council will consider those recommendations after the Planning Commission hearing. Porto concluded his presentation and asked for questions from the Commission. Cm. Guarienti asked if the path or road between the two parks is an emergency access road and accessible from Tassajara Road. - Porto stated that that the road between the two parks is the secondary bridge connection. It is available for people to travel on and is there because of the requirement for emergency vehicles,and is accessible from Tassajara Road. Cm. Guarienti stated that the East Bay Regional Park District staging area as mentioned in the report is not shown on the map and suggested that it be shown on the map as a reference standpoint. Cm. Guarienti stated that he is excited that the plan provides for open space. He asked if the trail will still be called Tassajara Creek Trail. Porto replied,yes. Cm.Muetterties requested Porto to explain the housing type for neighborhoods 4&6. • , Miiiul;es--October 16,2006 Page 3 of 4 Porto stated that a stacked flat he referred to is a unit over a unit over a unit, measuring 3200 square feet. There will also be penthouses. The parking is structured below. The first level of the structure will wrap around the parking, pretty much hiding it. The apai tinents would be accessible by elevator. Four stories will be above grade and the building will crawl up the hill so you won't see more than three stories of the building face. The Commission thanked Porto for the presentation. 8.2 Art in the Parks—Dougherty Hills Dog Park Heritage and Cultural Arts Supervisor,. John Hartnett presented the staff report. He reported that in September of 1993 the City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. In February 2006, as part of the conceptual design process for the Dougherty Hills Dog Park, the City Council elected to include a public art element into the project. The Dublin Fine Arts Foundation has agreed to commission the project as part of their Art in the Parks program. Hartnett introduced Lynne Baer, Consulting Director to the Dublin Fine Arts Foundation. Baer presented the artwork of Michelle Alcantara. Alcantara proposes to create a grouping of whimsical dog figures and other entities such as fire hydrants, bones, etc. The various dog figures will be constructed of metal found objects and steel fabrication ranging from 2 ft. to 5 ft. high with other items in proportion to the figures. The groupings will be placed on concrete "paw prints" approximately 6 ft. long x 6 ft. wide. The paw prints and objects will be placed in the large dog area, small dog area and just outside the park on the east end of the parking lot entry, creating a tripod effect that can be viewed from any location. Cm. Jones stated that he likes the idea that the artist has created the sculpture from things she has found. Chair Flores felt that the sculpture is quite whimsical. Cm. Jones voiced concern regarding a sculpture at the entrance to the park, as he felt that cars could easily run over it.. Lowart pointed out that a car could easily drive over the sidewalk and hit the sculpture at Mape Park, but there have been no incidents there. Cm. Muetterties stated that she and Guarienti were on the selection committee for Bray Commons and that when the pieces were on display in the lobby,the comments from people were that they loved this art and is glad that it is being considered for this park. ON A MOTION BY CM. JONES SECONDED BY CM. MUETTERTIES AND BY UNANIMOUS VOTE, THE COMMISSION VOTED TO RECOMMEND APPROVAL TO THE CITY COUNCIL OF THE PROPOSED ARTWORK FOR THE DO UGHERTY HILLS DOG PARK AS PRESENTED. 8.3 Shannon Community Center—Public Art Heritage and Cultural Arts Supervisor, John Hartnett presented the staff report. Hartnett reported that the City's Public Art Master Plan was adopted in March 2006 and identified the Shannon Community Center as an opportunity for public art. At the July 18, 2006 meeting where the City Council considered the Design Development Plans for the new Shannon Community Center, the Council determined that 1% of the total capital project budget(or$104,785) should be allocated for public art. At the October 3, 2006 City Council Meeting, the Council approved the public art locations and type of art and the formation of an Art Selection Committee to include one representative from the Parks &Community Services Commission. Hartnett requested that the Parks and Community Services Commission appoint two Commissioners (one representative and one alternate). , Minutes—October 16, 2006 Page 4 of 4 Cm. Muetterties volunteered to be the representative and Cm. Jones volunteered to be the alternate to the Shannon Community Center Public Art Selection Committee. Other Business • Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff Cm. Cain stated that he supports Beth Woods's comments about Anna Marie's presentation at the Senior Center. It was very interesting. Cm. Guarienti reported that on September 21 he attended a history lecture at Forest Hills Farms. He felt that perhaps in the future we can approach the Dublin Historical Preservation Association to do a lecture on Dublin history. The Bocce Senior League started on September 20 and it was a lot of fun. Work continues on the bocce ball courts and it is coming along. He also attended the B.A.R.T. ground breaking on September 29. The Leadership Academy bus tour was fantastic. The Alamo Creek Trail Creek meeting was held last week and the cross country team was there and a lot of people with their support to get it open. There will be a community workshop on October 18 on the Union Pacific Right of Way Property and plans to be in attendance. Cm. Deering reported that she is excited about Dublin High's Homecoming this year,because they will be having a new field opening up and the whole community will be there. Cm. Jones reported that he attended the Youth Sports Liaison Committee meeting. Meetings usually only run for about 30 minutes, but this meeting lasted for 2.5 hours. Dublin United Soccer League and the Dublin Little League were in attendance. Ongoing discussion was held regarding the condition of the fields, the length of the grass and children getting injured. Jones stated that it would be a good idea for Dean McDonald to address the Commission and explain exactly what the standards are for the-fields. Chair Flores stated that Dublin United Soccer will be pursing placing this on an agenda, so that may be the time for Dean to address their issues. Cm. Guarienti stated that the options of grass versus artificial turf should include what the proper standard is for the fields. Cm. Jones reported that he will not be in attendance at the November meeting because he will be in Utah. Staff Reports •The Movie Night conducted on September 29 was a huge success. It is estimated that about 1,000 people were in attendance. •The first Winter Concert will be held at the Old St. Raymond's Church on October 28 for teens. The event will showcase three teen bands dressed in costume. The teens are encouraged to dress in costume, as there will be a prize for best costume. The following four concerts will be our more typical winter concerts.
