PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF: SEPTEMBER 18, 2006
The September 18, 2006 meeting of the Parks and Community Services Commission was called to order at
7:00p.m. at the Dublin Civic Center,Dublin, California,by Chair Flores.

3.1 Brief Informational Only Reports from Senior Center and Youth Advisory Committees
Dublin Senior Center Advisory Committee
Cm. Cain reported that he attended the last meeting and the two topics discussed included the City of Dublin
Mission,Vision and Values and Senior Center Special Events.
Youth Advisory Committee
Cm.Deering stated that the Youth Advisory Committee has not conducted their first meeting.
3.2 Presentation by Jim Townsend, Trail Development Program Manager, EBRPD, on Alamo Canal Trail I-
580/BART Undercros sing Project
Jim Townsend gave a brief presentation on the Alamo Canal Trail I-580BART Undercrossing Project.
Cm. Cain asked why construction has to start in April.
Townsend stated that with an eight month construction timeline and the need to be out of the stream channel by
October, construction needs to start in April.
Cm. Guarienti asked if there were any discussions with the City of Pleasanton on managing the linear section of
the trail that would flow to Arroyo De Laguna.
Townsend replied no. The arrangement with the City of Pleasanton at this time is only for the extension of the Iron
Horse Trail to Busch Road.
Cm. Cain asked if Zone 7 was involved in this project. Townsend replied only in regards to the right-of-way.

Cm. Guarienti referred to Page 3, Paragraph 5, last sentence. Change "reserve direction of the parade"to "reverse
the start of the parade". Change last sentence to read "hate to lose the atmosphere along Village Parkway and
Amador Valley Boulevard". Change Page 4, Other Business, Paragraph 3, first sentence, to read "Alamo Canal
Trail"/I580" BART under crossing study". Change Page 4, second to last paragraph to read "leak in petroleum
pipeline". •
ON A MOTION BY CM. CAIN, SECONDED BY CM. GUARIENTI AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO APPROVE THE CORRECTED MINUTES OF AUGUST 21, 2006.

8.1 Conceptual Designs for Schaefer Ranch Park
Parks and Facilities Development Director, Herma Lichtenstein, presented the Staff report. She stated that
Schaefer Ranch development was originally approved by the City Council in 1996 and will include 302 single-
family homes, including 18 homes.on 2-acre "estate lots", a 5.5-acre commercial site, a 0.5 site dedicated to a
future semi-public use, a 0.5-acre site designated for a potential fire station, various parks, open space, and an East
Bay Regional Park District(EBRPD)trail head staging area.
One of the conditions of the Vesting Tentative Map approved by the Planning Commission was that the developer
dedicates 10.25 acres of park land to the City. Additionally the developer is required to design and construct the
park in accordance with the neighborhood park standards as contained in the City's Parks and Recreation Master
Plan. The final design of the park shall be approved by the City.
Lichtenstein introduced Doug Chen from Discovery Builders and Rick Hendricks from Nuvis Design Group who
presented two conceptual park designs for review by the Commission.
Commission Input •
Cm. Guarienti stated that the agenda statement does not match the options.
Lichenstein stated the option information got transposed and apologized. She directed the Commission to go by
the pictures on the options.
Cm. Guarienti stated that the plan for Option II shows a basketball court but the description is for a horseshoe pit.
Lichenstein clarified stating that Option II has the basketball courts and Option I has the horseshoe pit.
Cm. Guarienti stated that this is an unusual situation in that we have not had a chance to get near the location for
this park. One issue becomes the height of the bank and if it is going to create a tunnel or create a wind barrier.
Lichenstein pointed to the park plan stating that directly to the west there is a large hill that will block the wind.
The site steps down slightly from the road in grading which should help with the wind. •
Cm. Cain asked where people will park.
Lowart stated that neighborhood park standards do not typically include off street parking unless there is not
adequate parking along the street.
Cm. Flores stated that she is concerned about noise to the adjacent homes if all the activity areas are on the east
side elevated above the homes. Hendricks stated that with Option I, the active areas are on the west side of the
park away further away from the homes.
Cm.Flores asked if the courts will be lighted. Lichenstein replied no.
Lichentstein stated that the architects have prepared other option drawings and handed them out to the Commission
for their review.
Lowart pointed out that the spaces where things are shown on the plans can be flexible.
Cm. Jones asked how many years it will take for the development to build out. Chen replied approximately 5
years.

Cm. Flores stated that by selecting a park design this evening, the Commission is basically speaking for those
future residents that will live along the East side of the park. Diane replied that is correct. The nice thing about
having a plan in place is that when the homes are being marketed, prospective buyers will know what will be in
their back yard.
Hendricks stated that with any of the options there will be a slopping buffer landscaped with trees to allow privacy
for the neighbors.
Cm. Jones stated that he would like to see the courts offset with 2 tennis and basketball courts if possible.
Cm. Cain stated that he likes having the kiddie features adjacent to the street as•shown in the colored Option II.
Cm. Guarienti said he liked the first Option II and would like to start off with the layout but be flexible with the
amenities. Guarienti stated that he would like to get input from the homeowners and asked if a decision needed to
be made tonight.
Lowart stated that it was important to make a decision tonight because the developer is required to bond for this
project now and the cost estimate for bonding is based on the project design.
Hendricks stated that the construction cost is similar with any of the options, so there will be a degree of flexibility.
Cm. Flores stated that she likes having the basketball court in Option II and the adjoining courts in Option I but
possibly either double tennis courts or tennis court and bocce ball court. She likes the adjoining courts.
Cm. Jones stated that he likes the offsetting tennis courts and basketball court off by itself Option II.
Cm. Cain liked the color version of Option II. It makes sense to place the kiddie features and picnic facilities near
the street.
Cm. Guarienti stated that he likes the layout, design and split of the courts in Option II. Whether it is two tennis
courts or one tennis and one basketball court is OK but it would be best to have the basketball court on the West
side because of the noise factor.
Cm.Muetterties stated that she prefers the adjoining courts.
Cm.Deering stated that she likes the offset courts because it would be different than what is at the other parks.
Cm. Flores asked if the park agreement with this developer would allow for the art to be placed in this park
because it has to be bonded so soon.
Lowart stated that we can identify location for art opportunities. Currently under the City's Public Art Master Plan
adopted by the Council several months ago, there is a recommendation that art be included in parks,but that we do
not look at putting art in the park until there is 25%occupancy.
ON A MOTION BY CM. GUARIENTI, SECONDED BY CM. JONES, THE COMMISSION VOTED TO
RECOMMEND THE "ORIGINAL" OPTION II AS PRESENTED WITH FLEXIBILITY OF WHATEVER
GOES INTO THE HARD COURTS,BUT HAVE THE OFFSET AND OTHER COURT OFF TO THE WEST.

8.2 Spring 2006 Quarterly Report
Parks and Community Services Manager, Paul McCreary, presented the Staff report. The Parks and Community
Services Department develops and implements quality programs that strengthen community image, provide
recreational experiences, encourage healthy lifestyles and preserve the City's heritage. This is accomplished by

providing innovative recreation, social and cultural programs in the areas of playgrounds, preschool, teens, sports,
special events, leisure classes, seniors and aquatics. McCreary presented a summary of programs conducted during
spring 2006 including: Leisure Classes; Playground Programs—After School Enrichment, After School Recreation
and Emerald Glen Spring Break Camp; Preschool; Senior Center— Luncheons and Events, and Trips and Tours;
Special Events— St. Patrick's Day Festival, Shamrock 5K Fun Run and Walk, and Spring Eggstravaganza; Sports
Programs—Youth Volleyball, Contracted Sports Programs,Adult Basketball Leagues,Adult Softball Leagues, and
Open Gym; Swim Center—Recreational Swimming, Spring Learn-to-Swim Program, Competitive Stroke Lessons,
Fitness Programs,Dublin High School Swim Team, and Dublin High School Physical Education Classes; and Teen
Programs—Recreation on Campus and Teen Events.
Commission Input:
Cm. Cain asked if youth volleyball was going to be pursued in the future since it was cancelled this year.
McCreary stated yes, it will be done with in-house staff as opposed to contracting it out like was done this year.
Cm. Guarienti stated that if you take out the Job Faire from the teen events, all that is left is the Dub Town Jam and
the March Madness. He asked about plans for next year?

McCreary stated that the teen events are reviewed every year as part of the budget.
8.3 New Family Recreation Events
McCreary presented the Staff report. One of the City Council's high priority goals for Fiscal Year 2006-2007 is to
offer four family oriented events for the community. Planning is underway for the events which include an
Outdoor Movie Night, Family Bocce Ball Tournament, Father's Day Picnic and an overnight Family Campout in a
City park. The purpose of these events is to promote increased awareness of the values of recreation and play in
building strong families.
The first Family Recreation event is an Outdoor Movie Night, in the tradition of the old "Drive in Movies", on
Friday, September 29, at Emerald Glen Park. The Family Bocce Ball Tournament will be held on Sunday, June 3,
2007 to coincide with National Family Recreation Week(June 1-7). The Community Father's Day Picnic will be
held on Sunday, June 17 at the Emerald Glen Park Group Picnic Area. The final event will be the Overnight
Family Campout on July 7 and 8.
Commission Input
Cm. Cain asked what types of refreshments will be sold at the movie night. McCreary replied popcorn, soda and
candy.
Cm. Muetterties asked where the campout would be. McCreary stated that the location has not been determined at
this time. It could be Emerald Glen Park, the Sports Grounds or-Shannon Park. Staff will bring this item back to
the Commission for their input. The events planned are not set in stone, so if the Commission has ideas for the
components of these events your input will be appreciated.
Cm. Flores stated that perhaps in the future, the sale of refreshments for the Movie Night and the Family Campout
could be service projects for one of the non-profit organizations.
Other Business
Brief INFORMATIONAL ONLY Reports from Parks & Community Services Commissioners and/or Staff
Cm. Guarienti stated that he attended the Day on the Glen on Saturday. He also manned the East Bay Regional
Parks booth on Sunday. He heard a lot of comments from people,many of them new residents. They seemed very
impressed with the park,the community and the programs we offer.
Cm. Guarienti reported that the Bicycle and Pedestrian Committee met last Thursday and reviewed the modified
bicycle plan. On Friday the committee went on a bus tour visiting all of the ACTEA projects in Alameda County.

Cm. Jones 'stated that he attended the Day on the Glen Festival and thought it was great and liked the way it was
spread out this year. He also visited the Heritage Museum and thought it was great. There are a lot of things for
kids to do and plans to take his oldest granddaughter soon.
Cm.Deering stated that she attended the Day on the Glen and saw a lot of teens there.

Cm.Muetterties reported that she will be attending the Leadership Academy.
Cm. Flores stated that she attended the Day on the Glen both days and thought the turnout was great. Her kids
loved it. The entertainment for the children this year was fantastic.
Staff Reports
• The Dublin Pride and Action Committee were unable to do a presentation this evening, so they will do a
presentation at the next scheduled meeting.
• The City Council will be considering the recommendations of the Parks Commission tomorrow night for
the St. Patrick's Festival.
