HomeMy WebLinkAbout05-15-2006 Approved PCSC Minutes CITY OF DUBLIN PARKS AND COMMUNITY YSER VICES COMMISSION MINVTESOF .May 15,2006 The May 15, 2006 meeting of the Parks and Community Services Commission was called to order at 7:55 p.m. at the Dublin Civic Center,Dublin, California,by Chair Flores. Roll Call Commissioners Present: Flores, Guarienti,Jones,Muetterties and Cain Commissioners Absent: Hart Oral Communications Albert Edge, Vice-Chairperson, Senior Center Advisory Committee, advised that on April 27, 2006, the Senior Volunteer Recognition Banquet was held at the Dublin Senior Center and it was very well received. A country western singer and guitar player provided wonderful entertainment. The menu included barbequed Tri-Tip steak and chicken,baked beans, salad, fruit and cornbread. Ice-cream was served for dessert. Each volunteer was given a certificate of appreciation and a commemorative flashlight that signified that their efforts"make the light work". At the last Senior Center Advisory Committee meeting held on May 5, the Committee reviewed plans for the annual Step-Out for Senior Centers event,scheduled for Saturday,May 20 from 8:30 AM-2:30 PM. The theme this year is "connecting your inner spirit". A walk will begin at 8:15 AM. The first 100 participants will receive a free event t-shirt. The event will include a pancake breakfast, art exhibits and health and wellness workshops. The Senior Center Advisory Committee discussed the recent fee resolution increases to be approved by City Council which included a new"non resident"participant fee for services provided at the Dublin Senior Center. Approval of Minutes ON A MOTION BY CM. MUETTERTIES, SECONDED BY CM. CAIN AND BY MAJORITY VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF APRIL 17, 2006 AS PRESENTED. CHAIR FLORES ABSTAINED. Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 Dublin Ranch Area F Parks and Facilities Development Coordinator Rosemary Alex advised that in sequence with the new Sorrento housing development, the Dublin Ranch Area F Neighborhood Square is scheduled for construction during the summer of 2007. Representatives from the landscape architectural firm of Keller Mitchell and Company along with Staff will be presenting three design alternatives for the park site. The purpose of the meeting will be to receive public input on the park's overall layout and determine preferred recreational'elements. Alex reviewed the location of Sorrento Village on an overhead map with the Commission. Alex advised that Sorrento Village is approximately 40 acres and will consist of 423 medium density residential units varying in size from 1,300 to 2,900 square_feet. The theme of the architecture of Sorrento Village is an urban version of an Italian hill town. Alex indicated that the three design alternatives will be on display for two weeks between May 16`h and May 30th at the Sorrento sales office with a questionnaire seeking input on the designs. At the conclusion of the display period, Keller Mitchell and Company will synthesize the comments from both the community workshop and questionnaire into a preferred alternative conceptual plan. , Minutes—May 15,2006 Page 2 of 3 Cm. Cain asked Alex what the timeframe was for completing the development. Alex did not have an exact date at this time. Cm. Cain asked if club house and pool adjacent to the Neighborhood Square would be built at the beginning of the project or the end. Alex advised that the club house and pool would be built at the beginning. Cm. Guarienti asked if the units would be multi story. Alex answered that the units would be two to four stories in height. Chair Flores asked if each unit would have a yard. Alex answered that the units would most likely only include patios. Chair Flores and Vice Chairperson Jones were concerned that 2 acres was not adequate park space for the amount of housing planned for the area. Alex advised that there will also be a 5 acre park built behind Fallon School, which we will start planning for next year. Therefore, the Sorrento Village area will end up with 7 acres of park in the area, not just 2. The 5 acre park will include a visual connection between the two parks. Cm. Guarienti asked to see a more regional overview of the area including trail information. Parks and Community Services Director Diane Lowart advised that she would check into this issue further and provide additional information to Cm. Guarienti at the next meeting. Alex introduced, Jerry Mitchell, Landscape Architect from Keller Mitchell and Company who presented the Option 1, 2 and 3 for Dublin Ranch Area F Neighborhood Square to the Parks & Community Services Commission. Commission Comments Cm.Muetterties asked what the capacity of the picnic area would be. Mitchell advised that this area would include approximately 5-6 picnic tables, along with some open grass area for informal picnicking. Cm. Guarienti asked what type of seating would be available other than at the picnic area. Mitchell advised that there is a seat wall around each play area. Cm. Guarienti liked the idea of the two play areas being together so one parent could watch multiple child play within sight of each other. Cm. Guarienti would like to have benches and shade trees installed between the two playground areas for parents to sit and watch their children comfortably. Cm. Guarienti felt strongly that additional adequate seating needed to be included throughout the Neighborhood Square. Mitchell advised that benches could be added to supplement the seat walls in the playground areas. Vice-Chair Jones indicated his preference for Option 2 because he prefers the two playgrounds,be located close together. Cm. Cain likes Option 2. Cm. Muetterties also prefers Option 2. She likes the positioning of the play areas and the fact that the picnic area is next to the parking lot. Chair Flores agrees that the playgrounds should be placed close together. Vice-Chair Jones felt it might be a good idea to have a walkway in the middle of the open space/grass area to lead people to the 5 acre park and to discourage people from frying to play soccer on the grass area in the Neighborhood Square area which is too small for such use Vice-Chair Jones asked if the public will have a chance to provide input into the plans for this area. Alex answered that the Sorrento Village sales office will be distributing questionnaires for additional feedback. Chair Flores asked if Alex could check with Toll Brothers to see if they would share their target market demographic information with the City as this would further help the Commission plan appropriately for this park. , Minutes—May 15, 2006 Page 3 of 3 Alex briefly reviewed the location of the 5 acre Neighborhood Park and it's proximity to the 2 acre Neighborhood Square. Cm. Guarienti asked if the 5 acre park could include a soccer field. Alex advised that there is more opportunity for programmable space. This space is large enough to include a soccer field. ON A MOTION BY VICE CHAIR JONES, SECONDED BY CM. MUETTERTIES, AND BY UNIANIMOUS VOTE OF THE COMMISSION, THE COMMISSION RECOMMENDED OPTION 2 AS THE PREFERRED OPTION FOR THE DUBLIN RANCH AREA F NEIGHBORHOOD SQUARE, WITH THE POSSIBLE ADDITIONAL OF A PATHWAY FROM THE PICNIC AREA TO THE PLAYGROUND AREA. Other Business Brief INFORMATIONAL ONLY Reports from Parks& Community Services Commissioners and/or Staff Cm. Guarienti advised that he attended the senior volunteer recognition lunch and felt everyone enjoyed themselves and Staff did a great job. The sound system at the Senior Center is still not working right and needs to be fixed. Cm. Guarienti cannot attend the Step Out for Senior Center event on May 20 or the upcoming Bray Commons meeting. Chair Flores may miss the July meeting because of vacation. Lowart advised that the City is currently recruiting for a student representative to the Parks &Community Services Commission. The deadline to apply is May 26, 2006. Lowart advised that on Friday, May 20 the City will host its annual Dub Town Jam at Emerald Glen Park. This is a free event for teens and includes food, games,music and YAC information. Lowart advised that the Step out for Senior Center event will be held on Saturday, May 20. The Civic Center is also hosting an art exhibit from the Graphics Class at Los Positas College. After this display comes down, the Bray Commons Art maquettes will be placed in the Civic Center lobby for the public to view and provide feedback.
