PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF: MARCH 20,2006
The March 20, 2006 meeting of the Parks and Community Services Commission was called to order at 7:01p.m. at
the Dublin Civic Center,Dublin, California,by Chairperson Flores.

Senior Advisory Committee
Barbara Gifford reported that the Center will be sponsoring its annual Senior Center Volunteer Recognition in
conjunction with the National Volunteer Week from April 23-29, 2006. This year the event will be held on April
26 with a western theme luncheon from 12:00-2:OOpm. There are 150 volunteers who have contributed over 6000
hours of volunteer work. The Step Out for senior's event will be held on May 20 from 9:OOam-2:OOpm. This year
the theme will be "Connecting with Your Inner Spirit". The major components of the event will include a walk,
pancake breakfast, art exhibitions and displays of resources to seniors. Marita Grudzen, MRS Associated Director
of the Stanford Geriatrics Education Center will be the keynote speaker.
Youth Advisory Committee
Cm. Hart reported that the next scheduled Youth Advisory meting is scheduled for Wednesday, March 22. The
teen website is up and has pictures of the festival.

COMMISSION VOTED TO APPROVE THE MINUTES OF FEBRUARY 13, 2006 AS PRESENTED.

New Business
8.1 Teen Programming Changes
Recreation Supervisor Frank Luna provided an overview of the proposed changes in the Teen Program Area. The
proposed changes are in the ROC (Recreation On Campus),Teen Events and Teen Enrichment Classes.
ROC
Currently ROC has been in existence approximately 6.5 years. The program has been fairly successful throughout
the years but there has seen a decrease in the daily attendance the past two years. The decrease can be attributed to
a variety of factors including a lack of classroom space on campus for various activities, confusing registration
procedure(block system) and lack of interest in the program offerings.
Luna reviewed the new after school program called Wells Student Union &Fallon Student Union. The intention
is to offer new exciting activities at the Student Union with the hope that the youths like the variety of activities

offered. Theme activities will change from session to session. The block system type registration would be
eliminated and instead participants would register in two sessions, Session I September-January and Session II
January-June.
Teen Enrichment Classes
Luna proposes to offer leisure enrichment classes throughout the year at various City facilities with the target
audience being middle and high school students. They will be fee based classes taught by independent contract
instructors. Classes offered will vary from baby sitting classes, educational classes to martial arts.
Teen Events
Luna reviewed the current events including Dub Town Jam, Capture the Cauldron, Youth Music Showcase and
March Madness. He indicated that these events are popular with the youth and the Department will continue to
offer. New programs such as middle school dances, teen concerts in collaboration with the City of San Ramon &
Town of Danville, and an outdoor movie at the Dublin Swim Center were suggested. These programs will be fee
based to cover costs.
Luna concluded with a review of how the programs would be marketed and how success would be measured.
Cm. Cain asked for clarification on the 20 day pass for the Student Union program. Luna stated that it is patterned
after the After School Recreation Pass Program. The pass is for those students who do not want to come everyday.
The pass also gives them an option,which was not offered before for ROC.
Cm. Cain asked Luna what he thought about having a teen center.
Luna stated that he worked for the City of Vacaville for eleven years and built a teen center in the 90's in the
community center. It was very popular for the first year. It would probably have been better if the teen center was
a stand alone facility. To have a successful teen center,it needs to be run by the youth and the teens.
Cm. Guarienti congratulated Luna on the Teen website.
Cm. Flores felt that changing the name of a teen program to Student Union is a great idea. One of the seminars she
attended at the CPRS Conference talked about knowing when to cutoff a program and revamp it and bring it back.
It is a risky thing for a City to do and she is excited that Staff is taking a leap with ROC and thinks it is wonderful.

• Cm. Guarienti reported that he attended the February 27 Bicycle Master Plan meeting and it was well attended by
the community. It is not just about bicycles, but also about trails. The consultant had wonderful maps of the
existing bicycle paths and asked the community where linkage could be better. He felt that the consultant did a
good job. He attended the St.Patrick's Day Festival on Saturday and there seemed to be a good crowd.
Cm. Cain stated that he watched the parade on TV and was very impressed and felt that it was one of the best •
parades we have had.
Cm. Guarienti stated that he attended the CPRS Conference in Ontario and briefly reviewed the sessions he
attended including Senior Not Now-When, Building Consensus Among Constituents and Stake Holders, People
Communications,Park Standards and Play Space Index and also attended The Best of Show.
Cm. Muetterties reported she also attended the CPRS Conference in Ontario, which was the second conference she
has attended. The sessions she attended included State Funding Programs —Update and Outlook, What's Hot in
Sacramento, Advocacy - Making Your Personal Story and Opinions Known, Private Easement Supporting Public

Open Space (instructor was a no-show), Five Mega Changes for California's Future, How Adults Learn, Wakeup
Call and Trends Worth Talking About.
Cm. Jones reported that he attended the St. Patrick's Parade. He complimented Staff on a great job. There were
no gaps in the parade. The Girls Band from Japan was great. He looked like there were a lot more people who
attended the festival this year and the vendor booths seemed busy.
Cm. Flores reported that she agrees with Cm. Guarienti that the more you attend the conferences, the more you
learn. She reviewed the sessions she attended including Dog Parks, De-Stress Your Life and How Adults Learn.
She attended the St. Patrick's festival and also attended the lunch at the Senior Center. She felt that the children's
section in the Anderson parking lot and it was way too small.
Staff Report-Lowart:
+ Parks & Community Services Director Diane Lowart reported that she and Paul attended the CPRS Conference
in Ontario to attend the Best of the Best session, which is an opportunity for all the award holders to showcase
their award winning program or facility. Paul prepared a very nice display of the Dublin Senior Center. The
display also included a computer simulation with a 360 degree visual of the facility.
+ The City Council will be holding a Budget Study Session and Goals and Objectives meeting on Wednesday,
March 22 at 6:30pm. At that time they will be discussing budget direction for next year and prioritizing objectives.
+ The City Council approved the schematic design for the Shannon Center that was recommended by the Parks
and Community Services Commission.
4 The City Council deferred taking action on a consultant services agreement for the neighborhood square in Area
F development at Dublin Ranch.
Staff Reports—McCreary:
4 Parks & Community Services, Manager reported that the Swim Center would open March 27 for swim
registration.
4 The search for a new Recreation Coordinator is almost complete.
4 The 3rd Annual Teen Job Faire at the Dublin Senior Center will be held on April 1.
+ The Annual Eggstravaganza is scheduled for April 15 at Emerald Glen Park.
