HomeMy WebLinkAbout07-16-2007 Approved PCSC Minutes CITY OFDUBLIN PARKS AND COMMUNITY SERVICES COMMISSION MINUTES OF: JULY16,2007 The July 16, 2007 meeting of the Parks and Community Services Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chairperson Flores. Pledge of Allegiance Chairperson Flores led the Pledge of Allegiance. Roll Call Commissioners Present: Flores, Guarienti, Elias, Jones, Lorenzo, and Muetterties Commissioners Absent: None Oral Communications 3.1 Oath of Office by City Clerk to newly appointed Commissioner Gabriella Lorenzo Ms. Kay Keck, Interim City Clerk, administered the Oath of Office to newly appointed Commissioner Gabriella Lorenzo. 3.2 Brief Informational Only Reports from Senior Center and Youth Advisory Committees Senior Center Advisory Committee Cm. Guarienti reported that the Quarterly Activities Report and the new Senior Center Programs and Events were reviewed. Youth Advisory Committee—None 3.3 Public Comments-None Approval of Minutes—June 18, 2007 ON A MOTION BY CM. MUETTERTIES, SECONDED BY CM. JONES, THE COMMISSION VOTED TO APPROVE THE MINUTES OF JUNE 18, 2007,AS SUBMITTED. ABSTAIN—CM. LORENZO Written Communications—None Public Hearing—None Unfinished Business—None New Business 8.1 Outdoor Movie Nights Mr. John Hartnett, Heritage & Cultural Arts Supervisor, gave an overview of the 2007 Outdoor Movie Nights program as outlined in the Staff Report. Cm. Guarienti asked about the costs of this production. Mr. Hartnett stated that the films cost $380 each and equipment rental costs about$7,600. 8.2 2007 Dav on the Glen Festival Update Mr. John Hartnett, Heritage & Cultural Arts Supervisor, gave an overview of the 2007 Day on the Glen Festival Update as outlined in the Staff Report. Minutes—July 16,2007 Page 2 of 3 Cm. Elias asked about the type of fireworks that would be displayed. Mr. Hartnett explained that it would be a very spectacular fireworks display. Cm. Elias asked if this would be the first time for this type of display in Dublin. Ms. Diane Lowart, Parks & Community Services Director, said yes and explained that the display is possible due to the amount of undeveloped land surrounding Emerald Glen Park. She.stated that such a display may not be possible in the future as more land in the area is developed. Cm. Elias asked if the homeowners in the area would be notified of the display. Ms. Lowart stated that homeowners within a 500-yard radius of the Park would be notified.. She further explained that the Communicator, a phone messaging system,would be employed to notify additional residents in the area. Cm. Muetterties asked about the cost for booths for non-profit organizations. Mr. Paul McCreary, Parks & Community Services Manager, stated that booth space is free; however, if fundraising will take place, there would be a nominal cost for the booth. He further stated that there is a charge for the equipment rental, such as tables and chairs. 8.3 New Senior Center Programs and Events Mr. Paul McCreary, Parks & Community Services Manager, gave an overview of the New Senior Center Programs and Events as outlined in the Staff Report. Chair Flores asked about the age groups of the inter-generational golf tournament. Mr. McCreary explained that the idea is to comprise each 4-person team of a mixture of youths and adults. He further stated that the event would most likely be held on weekdays during the summers. He stated'that Staff is working with the Dublin Ranch Golf Club for the event. Cm. Lorenzo suggested bocce ball as an event for Seniors during the weekday. Mr. McCreary stated that there is currently a bocce ball league for adults and Seniors. He further stated that a league for teens would be considered. Cm. Elias commended Staff on the e`ry ograms and events. He pointed out that he is on the board of the Bay Area Sport Organizing Committee ASOO `Bich will be sponsoring and hosting the 2008 United States Senior Olympic Games. He stated that e t E�AO committee would be looking for Senior teams. He pointed out that the Senior Olympic Games are op n-to -adults aged 50 and over. He stated that the two most heavily attended events are swimming and bowling. Cm. Guarienti commented on the processes that led to some of the Senior Center's new programs and events. 8.4 Spring Quarterly Report Mr. Paul McCreary, Parks & Community Services Manager, gave an overview of the Spring Quarterly Report as outlined in the Staff Report. Cm. Guarienti commented that the report exceeded his expectations. He commended Staff on how quickly the report was prepared. He expressed concern about the drop in attendance for the leisure classes; the shortage of booth spaces at the St. Patrick's Day Festival for non-profit organizations; and the decline in usage for recreational swimming Family Passes. Ms. Diane Lowart, Parks & Community Services Director, stated that Staff would look at revising the Festival layout for next year to provide more booth spaces. Mr. McCreary stated that Staff would look into the possible reasons for low attendance in the leisure classes and the decline in usage for the Family Passes. Minutes—July 16,2007 Page 3 of 3 Other Business Brief INFORMATION ONLY Reports from Parks & Community Services Commissioners and/or Staff Cm. Jones apologized for missing the Youth Sports meeting last week. He shared his experiences while attending a Strawberry Festival in Utah last month. Ms. Lowart reported that the Dougherty Hills Dog Park would be opening on Saturday, July 28, 2007. She stated that the Commissioners are invited to serve as a judge for the dog trick contest. Cm. Muetterties volunteered to be a judge for the dog trick contest. Ms. Lowart gave an update on current projects: Area F Neighborhood Square is under construction; Area G Neighborhood Square is out to bid; and consultants will be interviewed for Area F Neighborhood Park. She reported that the City Council authorized an additional $100,000 for artificial fields for Fallon Sports Park. The City Council also set aside $2.5 million in the General Fund for the next phase of the Dublin Historic Park, and $2.5 million for the second phase of the Recreation and Aquatic Center. Cm. Guarienti asked how the Camp-Out event went. Mr. McCreary explained that the Camp-Out was very successful. Mr. McCreary gave an update on the Recreation and Aquatic Complex. Mr. McCreary informed the Commission that Ms. Cindi Santos has been hired as a new preschool instructor.
