HomeMy WebLinkAbout05-21-2007 Approved PCSC Minutes } CITY OF DUBLIN PARKS AND COMMUNITY SERVICES COMMISSION MINUTES OF: MAY 21,2007 The May 21, 2007 meeting of the Parks and Community Services Commission was called to order at 7:07p.m. at the Dublin Civic Center,Dublin, California,by Vice-Chairperson Jones. Pledge of Allegiance Vice Chair Jones led the Pledge of Allegiance. Roll Call Commissioners Present: Jones, Guarienti,Muetterties,Elias and Deering Commissioners Absent: Flores Oral Communications Brief Informational Only Reports from Senior Center and Youth Advisory Committees Youth Advisory Committee Cm. Deering reported that the Committee discussed the past activities of what went well and which activities should be offered next year. The Committee concurred that one of the activities that should be offered again next year would be Capture the Flag. The Committee decided that as their end of the year event, they would go to an A's game. Senior Center Advisory Committee Cm. Guarienti reported that the L.I.F.E. event conducted last Saturday went well. Attendance was approximately 150,which was less than the 500 anticipated. He believed there was competition with a senior event in Pleasanton that same day. Presentations were given by Anna Marie Jones of C.A.R.D. (Collaborating Agencies Responding to Disasters) and the American Red Cross (Stay Safe during Disasters). After lunch, Dennis Richmond talked about the media's roll in disasters. Overall it was a good event and staff should be commended on a job well done. Public Comments—None Approval of Minutes ON A MOTION BY CM.'ELIAS,SECONDED BY CM. MUETTERTIES AND BY UNANIMOUS VOTE, THE COMMISSION VOTED TO APPROVE THE MINUTES OF APRIL 16,2007 AS PRESENTED. Written Communications-None Public Hearing-None Unfinished Business-None New Business 8.1 Remaining Family-Oriented Events Parks and Community Services Manager Paul McCreary presented the staff report. One of the City Council's high priority goals for Fiscal Year 2006-2007 is to offer four family oriented events for the community. The proposed events include and Outdoor Movie Night (conducted in September 2006), Family Sports Festival (conducted may 2007),Fathers Day Picnic and an overnight'Family Campout at Alamo Creek Park. He presented a summary of the event plans for the two remaining events. An "old fashioned" Father's Day Picnic will be held on Sunday, June 17th from 10:00 a.m. to 2:00 p.m. in the Group Picnic Area at Emerald Glen Park. Families can bring their own picnic or buy lunch from Armadillo Willy's. From 10:00 until noon,there will be several picnic games including gunny sack races, egg toss contests, a tug-of-war,pie eating contests and carnival games. There will be some great prizes and everyone will have the will Minutes-May 21,2007 Page$of'6 be available. Lunch will be at 12:00 noon. During lunch, the Spirit of '29 Old Time Dixieland Jazz Band will perform until 2:00 p.m. Registration for the event is $2.00 per person and includes reserved seating in the picnic area as well as lemonade and water. • The final event will be the Overnight Family Campout on July 7 and 8 at Alamo Creek Park. Check-in and campsite setup will begin on Saturday, July 7 at 3:30 p.m. Activities will begin at 4:30 with a meet and greet social at the playground and craft projects such as kite making,beading and bracelet making. Family games such as dodge ball and kick ball will also be conducted in the meadow until dinner is served at 6:00 p.m. Dinner will include hamburgers, hot dogs, chips, salad and beverages. The dessert will be saved until the campfire when everyone will have the chance to make smores. The evening will end with a campfire, songs and a storyteller. Lights out will be at 10:30 p.m. The next morning a continental breakfast will be served until 8:30 a.m. Camp cleanup will occur from 8:30 to 10:30 a.m. Pre-registration is required for the event. Resident rate is $12 per person and 15 per person for non-residents. Commission Input: Cm.Elias asked what the maximum number of people that can be accommodated for this event. McCreary stated that registration is limited to about 250. Cm. Elias asked if staff or the police will be providing security for the event. McCreary stated that the Police Depaitment is aware of the event. Both full-time and part-time staff will be on-site, including Robert Beasley, Henry Siu and Frank Luna. Luna has coordinated this type of event when he was with the Town of Danville and has some good ideas on how to monitor the event. 8.2 Fall 2006 Quarterly Report Parks and Community Services Manager Paul McCreary presented the staff report which included a summary of programs conducted during the fall of 2006. LEISURE CLASSES Leisure Classes serve customers of all ages and provide positive recreational experiences to participants. A total of 656 participants registered for Leisure Classes during the fall of 2006, which was a 47%increase over the prior year. _ This is primarily attributable to offering 25 (33%) more classes and increased marketing efforts. He directed the Commission to Attachment 1, a detailed leisure class registration report, which includes a breakdown of the classes offered as well as the registration for each class. SENIOR CENTER The Dublin Senior Center provides diverse activities that strengthen participants' physical, cognitive and mental wellness. Classes are offered in two-day and three-day combinations both in the morning and afternoon. There were 20 participants enrolled in the Red Rocket class, 33 participants enrolled in the Green Giants and 19 enrolled in the Blue Explorer classes. Minutes—May 21, 2007 Page 3 of 6 PLAYGROUND PROGRAMS After School Recreation After School Recreation is a supervised activity program serving over 250 children in first through fifth grades. The program operates on school days at Dougherty, Dublin, Frederiksen, Murray, Nielsen and Fallon elementary schools. There were 253 youths registered for the program with an average daily attendance of 152. After School Enrichment After School Enrichment program offers a variety of one-time workshops or classes after school to enhance children's knowledge in the areas of cultural arts, science, nature, and music. The program is held at the Dublin Public Library and provides youth in the first through fifth grades an opportunity to foster their social and intellectual development. Six workshops were offered during the fall of 2006 with five workshops being conducted serving 73 youth. TEEN PROGRAMS Teen Events A variety of teen events are implemented to offer teens in the community a specific activity for their age group. During fall 2006, three events were offered including Capture the Cauldron, the Youth Music showcase and a Teen Concert at the Day on the Glen Festival. The Youth Music Showcase had to be cancelled due to a last minute facility conflict at Dublin Elementary School. A total of 286 teens participated in the fall teen events. Student Union After School Program The new Student Union after school recreation program debuted in fall 2006, replacing the former Recreation on Campus program. The program is held at both middle schools and places an emphasis on academic enrichment and recreation/leisure enrichment. There were 79 participants registered for the program, which was an increase of 4 (5%) compared to the fall 2005 session of Recreation on Campus. ADULT SPORTS PROGRAMS Open Gym Basketball Open Gym Basketball was offered at Stager Community Gym on Thursday evenings during the fall. Attendance . increased significantly this year to a five-year high of 347. Adult Basketball League A total of eight teams participated in the fall Men's 5-on-5 "C&D"leagues which were combined. Adult Bocce League(replaces Adult Softball) The fall mini-season of Adult Softball was not conducted this year. A mini-season of Adult Bocce was held instead. Three leagues were conducted: a Senior league on Wednesday mornings and Coed leagues on Tuesday and Friday evenings with a total of"11"teams. Adult Basketball 3-on-3 Tournament The City sponsored an adult 3-on-3 outdoor basketball tournament on September 17 at Emerald Glen Park. This event was held in conjunction with the City's Day on the Glen Festival. Youth divisions were also held on this same date. Adult Volleyball Tournament The City sponsored a grass volleyball tournament sanctioned by "VolleyZoo" on September 16 and 17 at Emerald Glen Park. This event was the 5th Annual Day on the Glen Open and was held in conjunction with the City's festival. A total of"47"teams that participated in the tournament. .YOUTH SPORTS PROGRAMS Bat Busters Teeball League Minutes—May 21,2007 Page 4of6 The Bat Busters League (3-5 years old) was conducted at Ted Fairfield Park. The league is designed to teach the fundamentals of baseball in a fun and non-competitive environment. Scores are never kept at any of the games. Eight Bat Buster teams were formed with a total of 70 youth. Youth Open Gym Basketball Youth Open Gym Basketball was offered for the first time during the fall. A total of 55.youth took advantage of the new night of open gym. Contracted Youth Sports Programs Each quarter the City offers several youth sports programs through independent contractors. The contracted youth sports programs offered during the fall of 2006 were Kidz Love Soccer, Home Court Tennis and Club VIP Volleyball. There were 135 participants during the fall quarter. AQUATIC PROGRAMS During the fall the Swim Center was open for recreational swimming on weekends from 1:00PM to 5:00PM. This season there was an increase in attendance due to a lengthy fall heat wave,with 473 in attendance. Learn-to-Swim Lessons The Learn-to-Swim Program offers group and individual instruction for all ages. The classes are based on the American Red Cross Water Safety Program. There were 78 youth enrolled in the Learn-to-Swim classes. Competitive Stroke Two levels of Competitive Stroke classes were offered during the fall for those wanting instruction in competitive swimming. Several of the Dublin Green Gator swim team members found these courses useful for continuing their instruction after the league season concluded. Fitness Programs Lap Swimming/Water Walking is a drop-in program and is held in the mornings and evenings on weekdays. Participants can pay a daily admission fee or purchase a punch pass at a discounted rate. Water Aerobics was not offered this fall due to lack of a qualified instructor. SPECIAL EVENTS Day on the Glen Festival The 2005 "Day on the Glen" Festival was held at Emerald Glen Park on September 16th and 17th. This was the sixth year the City sponsored the event. Based on estimates by the Police Department as well s the beverage and carnival ticket sales, it is estimated that over 12,000 people attended the festival. . Outdoor Movie Night The City sponsored the first of four new family-oriented events, which was a screening of the movie Nanny McPhee at Emerald Glen Park. The film was shown on a giant inflatable screen. It is estimated that over 1,000 people were in attendance at the event. Commission Input: Cm. Guarienti asked if the quarterly reporting timeframe the same for the senior center. McCreary replied,yes. Cm. Guarienti stated that he just received the senior fall report and would like to know why there is a delay or time lapse. McCreary started that traditionally the fall report comes to the Commission in May and is sometimes delayed because of the budget period. Minutes—May 21,2007 Page of 6 Cm.Muetterties asked what the reason is or the increase in the open gym? McCreary stated that it usually fluctuates from quarter to quarter and year to year. Cm.Jones asked what the Danville Card Group at the senior center is. McCreary replied that he was not sure. They could be a displaced group who had problems keeping a facility in Danville. Cm.Elias asked if there were any programs that had a decrease in participation that Staff is exploring. McCreary stated that the decrease in the preschool program was a concern. Staff contacted Childcare Links to find out what they were seeing as far as preschool numbers. T-Ball is another one. With the upcoming needs assessment,we are trying to identify ways to keep pace in our growth. Cm. Jones stated that participation in the Capture the Flag was 35 in 2004, 115 in 2005 and 86 in 2006. Jones asked what staff did in 2005 that resulted in such an increase in participation? McCreary stated that sometimes it depends on what is happening on the same date at the High School or Middle School. Other Business Brief INFORMATIONAL ONLY Reports from Parks&Community Services Commissioners and/or Staff Cm. Muetterties reported that attended the Art Selection Committee meeting for Shannon Center. Interviews with the selected artists are underway. Cm. Elias reported that there has been a Youth Football program the last two weeks at Dublin High School in conjunction with the Junior NFL Program. This program is a camp for kids not just from Dublin but the surrounding areas as well. It is free of charge including the equipment. Last year it was held at the Pleasanton Sports Park. This year it has been moved to the Dublin High School, which he thinks is terrific. He wants to publicly commend Dublin High School and the Tri-Valley Falcons who provided assistance with the program. The Tri-Valley Falcons are currently known as the Dublin Falcons. Over 120 kids participated in the program of all age levels. Commissioner Guarienti reported on the following items: 1) He attended the Senior Center Volunteer Luncheon on April 19th; the seniors really appreciate the recognition and were given bags that can double as a backpack. 2) He did not attend the City Council meeting where the Crossridge Road Creek trail was discussed and he was misquoted by the Mayor as saying that he supported opening of the trail 24 hours per day. He has since discussed this with the Mayor to clarify his position. 3) He stated that the Alamo Creek Trail gate is not getting unlocked on a consistent basis. 4) He stated that East Bay Regional Park District issues citations to trail users who do not follow the posted hours; they are looking into a permit system for BART users who use the trail to commute to BART. • 5) He attended that May 5 Dublin Pride Nature Walk and was disappointed in the low turnout. He mentioned that the Bocce Ball Courts had a closed sign on them and asked for clarification on the hours. Lowart responded that the Courts are open to the public during regular park hours and she would look into why there was a sign posted. 6) He suggested that signage at Emerald Glen Park is looked at and that perhaps signs with maps directing people to the various areas of the park be posted. 7) He attended the Farmers Market in San Ramon and picked up a Realtor Brochure that listed community events and was disappointed that there was only one event listed in Dublin while the other cities had Minutes—May 21,2007 Page 6 of 6 multiple events listed. He suggested that the Guide include a community calendar with a listing of all the City events in one place. 8) He attended the EBRPD Community Leaders Brunch where a presentation on Measure AA was given. EBRPD is considering moving forward with a re-authorization of the Measure and he recommended that the District be invited to give a presentation to the Commission and/or City Council. 9) He attended the Zone 7 StreamWISE Program Stakeholder Meeting and provided Lowart with information from the meeting. 10) He attended the Camilla Place Opening and commented on the design of the children's play area. 11) He visited the Dougherty Hills Dog Park and observed small dogs in the large dog area. He commented that additional signs or a handout on"Dog Park Protocol"should be considered. 12) He contacted Mayor Lockhart to express his displeasure with the Bicycle Master Plan Process. The draft report was last presented to the committee in June 2006 and he is tired of asking about its progress. He stated that he wanted to go on record indicating his disappointment with the fact that the report has not yet been presented to the Commission. 13) He shared an article about"Walk in the park's no day at the beach". He stated that Dublin has a great park system and we should publicize the health benefits of using the parks. Cm. Jones stated that he has been driving by the Dougherty Hills Dog Park and every night there are about 20-30 dogs there. The park is a positive thing. He asked if there have been any issues in regards to parking. Lowart replied no. Cm. Jones stated that he noticed in the Antioch Recreation Guide that they have sales space for ads. He hopes that we never take that direction. Staff Reports • There are two upcoming retirements in the Department. Administrative Technician Char Young is retiring in July and the Preschool Instructor Donna Arnold is retiring in June. Both have over 20 years of service with the City. • Alex Deering's last meeting is next month. We are currently in the process of recruiting for a Student Representative and the deadline is June 25. To date, no applications have been received. Tim Sbranti has, indicated that he will actively pursue informing the students. • The Alamo Creek Park playground equipment project will be starting this week. It will be about a three week project with the new equipment in place in time for the scheduled Family Campout. • The Area F Square is underway. • Shannon Center demolition should be starting any day now.
