Youth Performances at a Farmers’ Market

EXECUTIVE SUMMARY:
The City Council will receive a report for a proposed youth Battle of the Bands and
Dance Competition at a Farmers’ Market event in late summer 2016.
STAFF RECOMMENDATION:
Staff recommends the City Council approve the budget change in the amount of $5,000
for a Youth Battle of the Bands and Dance Competition to be held at the final Dublin
Farmers’ Market of the 2016 season.
FINANCIAL IMPACT:
This expenditure was not included in the Fiscal Year 2016-2017 Approved Budget;
therefore, Staff is requesting a Budget Adjustment allocating $5,000 from the General
Fund to contribute to this event.
DESCRIPTION:
The Youth Advisory Committee received a proposal from Dublin youth resident Nikolai
Peram, requesting $5,000 to conduct a ‘Youth Expo’ event showcasing the talent of
Dublin youth. Initially Mr. Peram proposed a volunteer-run ‘Youth Expo’ with five
separate talent showcase events (art exposition, dance competition, battle of the bands,
hack-a-thon, and a film festival).
The Advisory Committee was supportive of the concept in general; however, rather than
undertake a full-scale Youth Expo, the Advisory Committee suggested several
alternatives, including incorporating individual youth talent showcase events at City-
sponsored and Youth Advisory Committee events. They also were reluctant to make
such a large time commitment the first year and on behalf of the incoming 2016-17
Youth Advisory Committee.

Mr. Peram returned to a subsequent meeting to present a revised request to offer a
Battle of the Bands and Dance Competition at a Farmers’ Market event. The Youth
Advisory Committee voted to recommend this proposal to the Parks and Community
Services Commission.
Staff presented the Youth Advisory Committee’s recommendation at the June 20, 2016,
Parks and Community Services Commission meeting. Dublin resident Steve Minniear
spoke in support of funding the activities. The Parks and Community Services
Commission voted 5-0-0, with Commissioner Tucker absent, to recommend City
Council approval of General Fund contribution of $5,000 towards a youth Battle of the
Bands and Dance Competition at a Farmers’ Market event in late summer 2016.
Should City Council approve this request, Community Events Staff has tentatively
calendared the event for September 22, which would normally be “Family Night” at the
Dublin Farmers’ Market.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
A copy of this Staff Report was provided to Mr. Peram and the Youth Advisory
Committee.
