CITY OF DUBLIN
PARKS & RECREATION COMMISSION MEETING
MINUTES
NOVEMBER 22, 1983
A regular meeting of the City of Dublin Parks & Recreation Commission was
held on Tuesday . November 22 , 1983 in the Murray School District Board Room.
The meeting was called to order at 7 : 35 p.m. by. City Manager Richard Ambrose .
OATH OF OFFICE
City Manager Ambrose administered the oath of office to Barbara Donnell, Mae
Hernandez, Tom McCormick, Elizabeth Schmitt and George Zika.
ELECTION OF OFFICERS
The Commission unanimously elected George Zika as Commission Chairman and
Elizabeth Schmitt as Commission Vice Chairman.
MEETING DATE & PLACE
The Commission agreed upon the second Tuesday of the month as its regular
meeting date . It was suggested that the Commission attempt to secure the
Community Room at Homestead Savings as its regular meeting place.
OLD ST. RAYMOND ' s CHURCH
The City Manager indicated that the City Council had referred the question of
whether or not the City should participate in the preservation of the old St.
Raymond' s Church to the Parks & Recreation Commission.
Commissioner McCormick, who also serves as a member of both the Amador-
Livermore Valley Historical Society and the Dublin Historical Preservation
Association gave the Commission a history of the Church and surrounding
property as follows :
The Amador-Livermore Valley Historical Society gained title to the Church and
the property it sits on in 1967 . Since that time, approximately $10 , 000 has
been raised by fundraisers and placed in a trust fund for restoration of the
Church. No work has been done to date on the restoration of the Church.
The Commission requested Staff to ask the City Attorney about the following :
1 . Does money raised by fundraisers for restoration of Church have to be
transferred with title to Church.
2 . What legal means could be used to secure title from the Amador-Livermore
Valley Historical Society.

The Commission reviewed the issue identified by Staff. The Commission stated
its preference that the transfer of title to the City be a condition for City
maintenance and assumption of liability.

Chairman Zika asked Commissioner McCormick the following:
1. Would the Dublin Historical Preservation Association be willing to
transfer title and responsibility for the old Murray School?
2 . Over the last three years , what has been the cost of maintaining the old
school?
3 . Are there any use restrictions on the old school?
4 . On what basis would DHPA be willing to financially participate in
maintaining the old school?
COMMUNITYWIDE CELEBRATION

It was moved by Vice Chairman Schmitt and seconded by Commissioner Hernandez
that the Commission set up a St. Patrick' s Day celebration. Commissioner
McCormick suggested that the Commission approach the City Council with a
recommendation before proceeding. The motion was withdrawn. It was the
unanimous consensus of the Commission that the City Council be requested to
authorize the Commission to initiate a Citywide celebration.
RULES OF COMMISSION PROCEDURE
On the motion of Commissioner McCormick and the second of Chairman Zika, it
was unanimously agreed to adopt a liberal interpretation of Robert' s Rules of
Order for the Commission to operate under.
COMMISSION GOALS AND OBJECTIVES
Chairman Zika suggested that the Commission adopt the following short term
goals for the next six months :
1 . Recruit Recreation Director
2 . Secure Fallon/Kolb site
3 . Organize community celebration
It was agreed to discuss the Commission' s goals in more depth at the
Commission ' s next meeting. Commissioner McCormick suggested tht Staff
arrange field trips to recreation departments in other cities if possible.
The Commission requested Staff to make two additional copies of the Parks &
Recreation Advisory Committee report and to provide the Commission with a
list of the mailing addresses and phone numbers of each of the Commission
members .
RECREATION DIRECTOR RECRUITMENT
The Commission reviewed the job description for Recreation Director prepared
by Staff . The Commission recommended that experience in developing new
recreation programs and a clause indicating the City was an equal opportunity
employer be included in the job announcement. The Commission approved the
job description as modified and the salary range as recommended.

STATUS REPORT ON FALLON & KOLB PARK SITE
City Manager Ambrose gave the Commission a status report on the Fallon & Kolb
Park site .
OTHER BUSINESS
Commissioner McCormick asked if Staff could provide the Commission with
legislative bills that affect parks & recreation.
There being no further business, the meeting was adjourned at 9 : 40 p .m.
