HomeMy WebLinkAbout07-13-1983 Approved PCSC Minutes CITY OF DUBLIN PARKS & RECREATION ADVISORY COMMITTEE MEETING July 13 , 1983 MINUTES The meeting was called to order at 7 : 35 p.m. Those Committee Members present included May Hernandez, Janet Lockhart , James Kohnen, Norb Hudek, Elizabeth Schmitt , George Zika and Georgean Vonheeder. Also present was City Manager Ambrose. The Committee resumed its discussion of the preparation of a draft report . The Committee discussed alternatives related to adult athletic facilities . It was agreed that alternatives for providing adult athletic facilities such as a par course, horseshoe pits , etc. , should be as follows : 1 . Enter into agreement with DSRSD to install facilities at District sites 2. Work with the School District to locate such facilities on School District sites 3. Work with the owners of the Dublin Historical Center to improve the facilities at that location 4. Require private developers to add such amenities to future development With respect to the alternatives available to meeting the needs for all age groups , the Committee agreed that the City should have one community celebration, preferably on St . Patrick' s Day in which City, School, service groups , Chamber of Commerce and others work at coordinating the events associated with that celebration. The Committee also felt that the improved coordination of recreation facilities was important . This need could be addressed by hiring a City coordinator or an outside contractor to coordinate those facilities or contributing funds to the Services District to hire such a coordinator. The Committee also agreed that an information clearinghouse with respect to recreation facility and recreational program availability should be addressed. The Committee discussed the alternatives of mailings , an answering device, and the hiring of a City coordinator. The Committee then addressed the improvement of existing facilities to include picnic facility and additional restrooms . It was agreed that these things could be coordinated with the School and/or the Services District with the City paying for the improvements and the respective agencies continuing to maintain those facilities . The Committee also discussed the alternatives of improving maintenance by the City taking over the maintenance and each owner of the facility contributing money to the City. The Committee then discussed its recommendations and agreed that the recommendations should have a short term focus . The Committee wanted to include the following as recommendations to the City Council : 1 . That the City identify and secure an accessible improved park and building facility which could be used as a recreation center. The Committee discussed the potential for the Fallon Site as being highly desirable . Page 1 2 . The Committee recommended that the City hire a Recreation Director who could coordinate Sports Field scheduling and supervise a recreation center or gathering place . This individual could also develop an afterschool playground program which could be implemented at Murray, Neilsen and Cronin Schools . The Recreation Director could also help coordinate the development of an annual community celebration, participate in the Camp Parks consortium, and develop a summer program including daycamp and summer playgrounds . It was also felt that the Director could assist in putting together a parks & recreation information clearinghouse . 3 . The Committee also recommended that the City look at reducing or eliminating user fees for the use of sports fields which are presently charged by the Services District . 4. The Committee also recommended that the City Council consider the development of a permanent parks & recreation commission to provide ongoing input to the City on parks & recreation issues . The Committee also discussed the potential of the Dolan Site , consisting of 26. 9 acres for parks & recreation use . This site is presently being placed on the market by the Murray School District . It was the consensus of those members present that the site was too large to consider for parks & recreation use and that the City Council should not pursue the acquisition of this particular site .
