HomeMy WebLinkAbout05-25-1983 Approved PCSC Minutes CITY OF DUBLIN PARKS & RECREATION ADVISORY COMMITTEE MEETING May 25 , 1983 MINUTES The meeting was called to order at 7 : 35 p.m. Those Committee Members present included Fred Drena, May Hernandez, Norb Hudak, Janet Lockhart , Liz Schmitt , Georgean Vonheeder and George Zika. Also present was City Manager Ambrose . The minutes of the meeting of May 11 , 1983 were approved as written. Organized Sports Group Interviews Dublin Little League Don McNely, President of the Dublin Little League , presented to the Committee a list of the ways in which Little League could be financially assisted. The needs indicated were as follows : 1 . Elimination of user fees paid to the DSRSD. Cost $4,068 . 2 . Elimination of requirement that Dublin Little League pay for infield dirt . Cost $3 ,000-$4,000 . 3. Rebuild and relocate fields . Cost unknown. 4. Improve dugout conditions by providing windbreaks and shade . Cost unknown. 5 . Repurchase bleachers which the Dublin Little League purchased during 1983 . Cost $2 ,650. 6 . Construction of a combined scorekeeping booth, public address booth, remote snack bar and restroom. Cost unknown. 7 . Construction of a storage facility at sports grounds for Dublin Little League . Cost unknown. 8. Improvement of the existing snack bar. Cost ,unknown. 9 . Installation of lights for night games on senior field. Cost unknown. 10 . Raise backstops on all fields . Cost unknown. The Committee requested Mr. McNely to provide the Committee with cost estimates on Little League ' s higher priority items . Mr. McNely indicated that he would provide that information to the Committee . Mr. NcNely indicated that if the City financed items 1 and 2 , it would enable Little League to purchase uniforms and safety equipment which is badly needed. The Committee asked if Little League would then be able to reduce its fees . Mr. McNely indicated that that would not occur until analysis of the League ' s costs could be undertaken. The League has a total of 445 participants . Swimming City Manager Ambrose discussed the letter prepared by Nancy Hawtrey regarding the swimming program in the City. The Committee discussed the possibility of increasing the number of hours that the pool is open. Georgean Vonheeder indicated that the DSRSD was attempting to improve the aquatics program and that maybe the Committee should wait until the swimming program has had an opportunity to be reviewed at the end of the year by the District . Page 1 Tri-Valley Softball Mr. Harry Demmel , representing Tri-Valley Softball , made a presentation to the Committee . He indicated that this last year the softball league , in cooperation with DSRSD made possible the lighting on the softball fields of Dublin Sports Grounds . He indicated that the softball league would like 4 sets of bleachers , along with natural windbreaks for the fields . No cost was identified. Mr. Demmel indicated that the Tri-Valley Softball League has 48 teams of men with 12 to 15 players per team, 6 co-ed teams , and 4 women' s teams . Players come from Dublin, Livermore and Pleasanton and he estimated that approximately 60% of the players were from Dublin. He indicated that the League charges a sponsor ' s fee of $420 per team and a user fee of $18 per player. He indicated that they pay a user fee to the District for use of the fields and energy costs for the lights at $5.00 per hour. Mr. Demmel stated that the softball league has exclusive rights to the softball fields during the season from Monday thru Friday from 6 : 30 to 10 : 00 p.m. , and that it pays rent to the DSRSD for the fields on weekends for tournaments . Mr. Demmel indicated he would get the cost for the bleachers and windbreaks . California Seniors Mr. John McCaffey, representing the California Seniors , was concerned about the use and maintenance of Shannon Community Center. He indicated that tables in the community center needed to be replaced and that a substantial amount of painting needed to be done . The Committee indicated to Mr . McCaffey that the Shannon Community Center maintenance was the responsibility of the DSRSD. Mr. McCaffey indicated that California Seniors has 150 members and meet every Wednesday from 11 : 00 a.m. to 3 : 00 p.m. , and they are charged $65 per month by the community center for the use of the facility. He further indicated that approximately 50 members are from the City of Dublin. The Committee requested Mr. McCaffey to analyze those recreation needs that the City might be able to help the seniors with, and that the maintenance problems could only be resolved by the DSRSD. Adult Soccer Mr. Phil Cobol , Chairman of the Dublin Adult Soccer League , indicated that the League presently consists of 5 teams that play their home games at Fredricksen. He indicated they have 2 seasons which run from September to November and from March to June . There are approximately 100 participants ; 90% of which live in Dublin. He indicated that the League would like to play at Dublin Sports Grounds on Sundays , utilizing both fields , if possible . He further indicated that the League ' s user fee is presently $41 per participant ; $27 covers the uniform, and $14 covers other expenses . He indicated that the League wants a place to play at a reasonable rate . Dublin Booster ' s Club Miles Cunningham, representing the Dublin Booster ' s Club, indicated that the Booster ' s Club was presently subsidizing the participation of students in high school sports to the tune of $20 per participant for approximately $10 ,000 per year. He indicated that the City might want to consider improving the tennis courts with tennis court lights and providing Page 2 supervision and maintenance at the high school recreational facilities during non-school hours . He also suggested that the City sponsor a referee ' s clinic which is badly needed in this area. He indicated that he was not asking for money, per se , but assistance in these areas . Mr. Cunningham indicated he would develop cost figures for the tennis court lights and windbreakers and nets for the tennis courts . The Committee asked if he , at the same time , could get estimates on tennis lights for Kolb Park. He indicated that he would. United Soccer League John Kennedy, representing United Soccer League, indicated the League presently has .900 participants . All league games are held at the Dublin Sports Grounds . Mr. Kennedy indicated that the League has an annual registration fee of $25 ; 40 of which goes to the DSRSD for use of the Sports Ground fields . He indicated that the user fee schedule , as presently constituted, was inequitable , that the soccer league was bearing more than its share of. the costs , at the Dublin Sports Grounds . Mr. Kennedy also indicated that field improvements were made by DSRSD without consulting the soccer league. As a result , soccer league play was interfered with. He also indicated that the sports grounds is not adequately maintained. He also pointed out the need for proper scheduling of the field so that organized league play is not interfered with during its regular season. Dublin Youth Football Mike Clafton, representing the Dublin Youth Football , was present to discuss the football program with the Committee . He indicated that the football program presently serves approximately 60 girls and 105 boys . The football presently uses Dublin High School for practice and home games . The football league plays teams outside of Dublin and takes in players from South San Ramon, Dublin and Pleasanton. He indicated that their present registration fee was $20 initially and $40 if they make the team. He suggested that the City in some way provide the football program with more publicity, but was requesting no financial contribution to the football program. The Committee asked Fred Drena to bring the ACTEB guidelines with respect to funding recreation positions . Norb Hudak reported that the school district has the park equipment which was formerly in Kolb Park. Georgean Vonheeder went over the cost figures received from DSRSD on the provision of parks & recreation in Dublin and San Ramon. The Committee agreed that its next meeting would be on June 8th at 8 : 00 p.m. There being no further business , the meeting was adjourned at 11 : 12 p.m. Res ectfully submi ted, 1 ,"1. - C . -.),A.0°16'..... Ambrose City Manager Page 3 APPENDIX F ORGANIZED SPORTS & SENIOR GROUP INTERVIEW The Parks & Recreation Committee identified those sports and senior groups which have been organized in the City. Each group was invited to send a representative to a meeting held on May 25, 1983 for the purpose of discussing his/her group ' s respective needs . Representatives from the following groups met with the Committee or provided a written response to the Committee : Dublin Little League Swimming Tri-Valley Softball California Seniors Adult Soccer Dublin Booster' s Club United Soccer League Dublin Youth Football A summary of each groups presentation and/or request can be found in the Committee ' s minutes of May 25 , 1983 and the following attachments .
