CITY OF DUBLIN
PARKS & RECREATION ADVISORY COMMITTEE
MEETING May 11 ,1983 MINUTES
The meeting was called to order at 7 :45 p.m.
Those Committee Members present included Joan Allen, Fred Drena, James
Kohnen, Norb Hudak, Elizabeth Schmitt , Skeet Taigen and Georgean Vonheeder.
Also present were Dublin San Ramon Services District Board Members Jeffery
and Covello and City Manager Ambrose .
The minutes of meeting of April 27 , 1983 were approved as written.
Discussion of DSRSD Facilities
Board Member Joe Covello discussed the District ' s policies with respect to
parks & recreation programming and park facility maintenance. Mr. Covello
indicated that the District would not want to incur any additional costs
resulting from recreation program enhancement by the City.
The City Manager and the DSRSD Board Members discussed the utilization of
parks and dedication fees . It was indicated that parks and dedication fees
could only be used for park facility improvement .
Mr . Covello indicated that the District was presently maintaining the
following facilities within the City of Dublin: Dublin Sports Grounds ,
Mapes Park, Shannon Park and the Dublin Pool . He indicated they were no
longer maintaining Kolb and Cronin Parks due to the lack of adequate
funding.
Glen and Terri Walder, 7574 Knollwood Place, Dublin, indicated that they
were unhappy with the present condition of Kolb Park. They indicated that
they would not let their children play there because of the poor state of
maintenance and because the park was generally unsafe . They suggested that
the City look at alternatives regarding the planning and restoring of Kolb
Park and discussed the concept of restoring the park as a neighborhood
project . Fred Drena asked the Walders what it would take to bring this
facility up to an acceptable level of maintenance . Some discussion occurred
as to whether or not the City could maintain Kolb and Cronin Parks .
Joe Covello indicated that the District presently has title to the Dublin
Sports Grounds provided it is used solely for recreational purposes .
Recreational Facility Inventory
Joan Allen, Norb Hudak and Jim Kohnen made a presentation to the Committee
with respect to an inventory survey which identified recreational and
meeting room facilities owned and operated by public agencies in the City of
Dublin. Norb Hudak indicated that with respect to the Murray School
District , the City would have to make a proposal for use of the School
District ' s facilities . If the school is open, there would probably be no
charge for the use . If the use was to occur after school hours , there would

probably be a charge for the school custodian who is responsible for the
meeting rooms .
The Committee requested that Staff attempt to identify the insurance costs
for maintaining various recreational facilities in the community.
The City Manager discussed the facilities that were available at Camp Parks .
He indicated that he would be contacted by a representative of Colonel Mark
with respect to the Army' s present lease arrangement with the Livermore Area
Parks & Recreation District .
Fred Drena indicated that the Committee should look at the possibility of
utilizing the ACTEB/ACAP program for training funds , which may be used for
facility maintenance or rehabilitation of school property.
Recreation Group Interviews
The Committee suggested that Staff indicate in the letter to the various
sports and senior groups that the interview time would be 15 minutes and
that each group should provide written comments to the Committee .
Jim Kohnen requested that the Dublin Booster ' s Club be given an opportunity
to provide input into the process . The Committee also suggested that the
Staff contact a representative of the Dublin Youth Basketball program.
Shannon Center Availability
Fred Drena reported that he and Liz Schmitt had discussed the availability
of the Shannon Center when it is not in use with a representative of the San
Ramon Valley Community Center. He further indicated that the community
center would not provide the Committee with a definitive time block as to
when the facility was not in use . He also indicated that if the City were
to provide any programming at the Shannon Center that the San Ramon Valley
Community Center would want it to be compatible with present programming.
Georgean Vonheeder suggested that the Committee not give its sole attention
to the Shannon Center, but rather look at school sites as alternative
facilities for community center types of activities .
There being no further business , the meeting was adjourned at 10 : 34 p.m.

REGARDING PARKS & RECREATION REVENUE AND EXPENSE
On May 11 , 1983 , a subcommittee consisting of Georgean Vonheeder , Joan Allen
and City Manager Ambrose met with Director Covello and Staff to discuss the
District ' s cost of providing recreation facilities and programs .
The 1983-84 estimated cost to the Dublin San Ramon Services District for parks
and recreation is as follows :

MEETING WITH DIRECTORS COVELLO & JEFFERY - DSRSD
The Committee met with Directors Covello and Jeffery at its meeting of May 11 ,
1983. At that meeting, the District indicated it did not want to incur any
additional expense to District facilities resulting from any recreation
program enhancement which the City might wish to undertake .
