PARK AND RECREATION COMMISSION MEETING
November 13, 1984
The November 13, 1984 meeting of the Park and Recreation
Commission was called to order at 7 : 40 p.m. at the Shannon
Community Center, Dublin, California, by Chairman Zika.
Roll Call
Present: Commissioner Donnell, Ovlen, Schmitt and Zika. Absent:
Commissioner Hernandez .
Approval of. Minutes
It was moved by Commissioner Schmitt and seconded by Commissioner
Donnell that the minutes of the October 9, 1984 meeting be
approved as submitted.
After School Recreation Program
Janette Howell, Acting Recreation Director gave a short narrative
bringing the Commission up to date on the After School Recreation
Program.
Staff had recommended that the City Council defer action until it
has had an opportunity to conduct a survey to ascertain why
participation has not been greater. Council acknowledged the
Commission ' s recommendation and directed staff to prepare and
conduct a survey to ascertain after school care needs of the
community. Staff is in the process of tabulating results and
will report back to City Council on November 26, 1984 . In the
meantime, the program is continuing at Murray and Nielsen sites .
Commissioner Zika questioned why the Park and Recreation
Commission was not going to be involved with tabulating results
and formulating recommendations .
The Commission expressed a desire to be involved and agreed to
adjourn their meeting to November 20 , 1984 when they would
discuss the survey results and make recommendations to City
Council .
KOLB PARK. TENNIS COURTS
The Commission reviewed the letter from the Murray School
District.
Commissioners were in agreement to turn down the offer of leasing
the tennis courts and Commissioner Zika suggested that we should
simply, "Thank the School District for their letter and
acknowledge that the City is awaiting their proposal on the
disposition of the Park" .
ST. PATRICK' S DAY CELEBRATION
Janette Howell gave a progress report on the organization meeting
for the St. Patrick' s Day Celebration. The committee decided to
meet on a monthly basis or as the need arises.
The Commission representatives, Mae Hernandez and Liz Schmitt,
recommended having the parade end at Shannon as all the booths
and entertainment will be featured there.
The Commission requested to continue having progress reports of
future committee meetings .
SENIOR CITIZENS DISCOUNT DIRECTORY
The Alameda County Commission on Aging provides Alameda County
Gold Cards for senior adults, ages 60 and above, which entitles
them to discounts from merchants .
Alice Pitchford, Mayor Snyder ' s appointee to the Commission on
Aging, has contacted local merchants regarding discount services
to senior citizens and has compiled a booklet containing names of
those willing to participate in the program.
Ms . Pitchford has approached the City requesting its sponsorship
by covering printing costs for the booklet.
There would be 2000 booklets printed which would contain over 110
participating merchants and a listing of services for senior
adults . If printed by the City, the cover would contain the City
logo and appropriate credits .
The Commission was in favor of the project and commended Ms .
Pitchford for her work. However, before taking action, they
wanted additional information.
Commissioner Ovlen suggested that if seniors from other
communities would be utilizing the booklet, perhaps they should
share with the costs .
Commissioner Schmitt thought that we should suggest shared costs
with the City of San Ramon, but if they don 't agree, that the
City of Dublin should absorb the entire cost of printing.
Commissioner Ovlen wanted to know more about the cost of
printing. He suggested getting a quote from the high school
graphics shop as they do printing for service organizations and
could possibly reduce the cost.
Commissioner Zika wanted a breakdown on the printing cost for
500, 1000 and 1500 copies .
Commissioner Zika also suggested corresponding with the City of
San Ramon advising them that we would like to share this project
with them; they could add some San Ramon merchants to it making
it a better document to serve seniors in the Valley.
PARK FACILITY IMPROVEMENTS
Commission Ovlen suggested that rather than putting together an
uneducated list of improvements, the Commission should recommend
that professional park planners be utilized in determining the
scope of work in improving and developing park amenities .
Commissioner Zika stated that Kolb Park had been the number one
priority for acquisition and development. However, with the
continued delay by the Murray School District, we should change
our priority and concentrate on Shannon Park. Should the status
of Kolb Park change, the emphasis could be shifted back to that
site once again.
Commission directed staff to present some criteria and guidelines
which would focus on quality development; this would include the
desirability of providing professional guidance in master
planning facilities .
ELECTION OF OFFICERS
Commissioner Schmitt suggested waiting until our next meeting
when Commissioner Hernandez is present. All Commissioners
present agreed.
OTHER BUSINESS:
Commissioner Ovlen asked to be updated on the progress of hiring
the new Recreation Director. Staff reported that screening had
been completed and interviews are set for December 15th.
Commissioner Zika asked about the duties of the Recreation
Supervisor versus the new position with DSRSD. Staff reported
that the DSRSD postiion was clerical and would be concerned with
scheduling for San Ramon facilities ; it should not be a
duplication of efforts .
Commissioner Schmitt wanted to remind everyone about the
fundraiser/dinner for the Dublin San Ramon Home Delivered Meals
Program.
Janette was reminded to write to the Dublin/San Ramon Seniors
requesting use of the piano for the St. Patrick ' s Day
Celebration. Janette said she would talk with the group
tomorrow.
Commissioner Schmitt asked for an update on the Amador Lake
Project - 3/4 acre site . Janette said she would get back to the
Commission.
Janette Howell reviewed a letter from Clelie Quinn directed to
Mayor Snyder requesting a reduced rate on an upcoming event to be
held at Shannon Center for the Home Delivered Meals Committee of
Dublin/San Ramon.
Commissioner Ovlen asked Janette to ask the City Council what
their guidelines are in denying or granting certain groups a
better rate. Janette will report back at next meeting.
Janette contacted serveral colleges regarding the possiblity of
recruiting an intern for the Recreation Department. San Jose
State said they would put us on the list for Spring. Cal-State
Hayward said they would attempt to provide an intern. Chabot had
very few interns going out. San Francisco State sent a form to
be completed and returned. All colleges were receptive to the
idea but very few interns are going into municipal settings .
Janette reviewed some descriptions of additional classes that are
being added to the Winter Brochure.
Being no further business, the meeting was adjourned at 9 : 42 p.m.
