HomeMy WebLinkAbout08-14-1984 Approved PCSC Minutes PARK AND RECREATION COMMISSION MEETING MINUTES August 14, 1984 The regular meeting of the City of Dublin Park and Recreation Commission was held on August 14 , 1984 . The meeting was called to order at 7 : 35p.m. , by Chairman Zika, at the Shannon Community Center, Dublin, California. Roll Call Present: Commissioner Donnell, Hernandez, Schmitt and Zika. Absent: Commissioner Ovlen. Approval of Minutes It was moved by Commissioner Schmitt and seconded by Commissioner Hernandez that the minutes of the July 17, 1984 meeting be approved as submitted. Approved. D. S.R. S.D. Sound Study Results Gaylynn updated the Commission on the study. The LLL Technical Volunteer Acoustical Engineer has said that the system itself is adequate. D. S.R. S .D. has pulled the system entirely out and is re-tuning it now so that it does not reverberate. Gaylynn informed the Commissioners that the LLL Technical Volunteer Acoustical Engineer will be coming out on Thursday, August 16, 1984 to do a preliminary analysis regarding the reverberating between the East Room and West Room. Options will be provided to the Recreation Commission when the study is completed, and at a later date we will be making a recommendation to Council Fall Brochure Up-Date The Commissioners and Gaylynn reviewed the Fall brochure for any additions/changes that might be necessary. Commissioners suggested that their home phone numbers be published in the quarterly brochures . They also suggested that the Planning Commissioners be added. Senior Section: Check and correct the contact people ' s names and phone numbers for the Senior Californians of Dublin/San Ramon and Dublin/San Ramon Seniors groups . Sports and Recreation Resources : Question on Dublin Pop Warner Football . Gaylynn will check with Ken McNeil regarding the correct name of group. Commissioners will participate in the registration September 8th from 7 :30-11 : OOam. SRVCC Fall Request To Utilize Shannon Center Gaylynn and Commissioners discussed SRVCC 's letter of 8/3/84 regarding request to utilize Shannon for Fall Program. The three options are as follows : 1) Continue to let them utilize the facility at the rates that were established for summer, based on availability and no conflict with our scheduled programs . 2 ) To continue to let them utilize the facility at the rates adopted by Council in May of 1984 . 3 ) Deny proposal. A motion was made by Commissioner Schmitt to recommend Option 3, to deny the proposal . It was seconded by Commissioner Hernandez . Ayes : 2 , Noes : 2 . Failed to pass due to lack of majority vote . A motion was made by Chairman Zika to recommend Option I to continue to let SRVCC utilize the facility at the rates established for summer . It was seconded by Commissioner Donnell. Ayes : 2 , Noes : 1, Abstained 1. The motion carried PARK FACILITY IMPROVEMENTS Gaylynn showed slides on conditions of the different parks and school grounds . The following recommendations were added to the narrative provided. Shannon Park: 1 . Install stove in kitchen. Consider gas instead of electricity. 2 . Discussed at length the childrens ' playground - improvements on the tot lot, providing equipment that would appeal to the children by creating interest, visibility and excitement. 3 . Discussed the addition of outside lighting around perimeter of park to help prevent safety and loitering problems. Consider some kind of protectors, as they are constantly being broken. 4 . Discussed damming the creek (pond type) for children to play in the water. 5. Discussed installing outdoor drinking fountains, trash cans, barbecues, shaded areas, to make the park more appealing to all age groups . 6 . Install City of Dublin Recreation Department identifying sign at front of park. DUBLIN SPORTS GROUND 1. Bleachers need to be replaced. 2 . Holes throughout the grounds need to be filled. 3 . Additional restrooms . 4 . Repair the drinking fountain. MAPE PARK 1. Repair drinking fountain. 2 . Installation of restrooms 3 . Additional development of recreation activity area on one side of the existing park. Commissioner Zika explained_that the large field area on one side is utilized now by soccer groups . VALLEY COMMUNITY SWIM 1. Upgrade boiler heater to maximize affordable usage and make it more feasible to open pool April through mid October . 2 . Discussed windmill power. EXTENDED DAY CARE The need for extended day care at the school sites was discussed. A possibility would be to have portables on the school grounds . Gaylynn suggested making a recommendation to council for a future year, after the research has been conducted and requirements assessed. All Commissioners agreed. Gaylynn suggested the Commissioners meet to view Kolb, Shannon, and Pool areas, since these have surfaced as facility priorities by the group. September 5th from 6 : 00-8: OOpm was decided upon. OLD ST. RAYMOND ' S CHURCH UPDATE Gaylynn addressed the Commission on the information received by Val Hatheway. Commissioner Schmitt agreed to make some phone calls and get back with the Commission at our next meeting in September. OTHER BUSINESS 1. Commissioner Schmitt had nothing new on a contact for balloons for Registration Day at Shannon. She will contact Gaylynn with phone number. • 2 . Commissioner Hernandez decided not to seek entertainment for Registration Day since it will be conducted in the morning hours only. 3 . Commissioner Schmitt recommended that the City help subsidize the senior activities . Gaylynn suggested making study of Senior subsidies in other towns - El Cerrito; Pleasanton, San Leandro, Hayward, Livermore. 4 . Research Rock Concert functions . Suggested that they investigate idea of holding them at the Dublin High School football field. Will look into it further. Being no further business, the meeting was adjourned at 9 : 45 p.m.
