MINUTES
July 17, 1984
The regular meeting of the City of Dublin Park and Recreation
Commission was held on July 17, 1984 . The meeting was called
to order at 7 : 35 p.m. , by Chairman Zika, at the Homestead
Savings Community Room 7889 Dublin Blvd. , Dublin, CA.
Roll Call
Commissioners : Barbara Donnell, Mae Hernandez, Liz Schmitt and
George Zika. All Commissioners were present with the exception
of Eric Ovlen who was excused from the meeting due to an out of
town business trip.
Introduction of New Recreation Staff Member
Chairman Zika turned the meeting over to Gaylynn Firth, Director
to formally introduce the newest member of the Recreation
Department - Marlene Masterman, Recreation Secretary, effective
July 16, 1984 .
Approval of Minutes
Commissioner Donnell questioned whether or not the Commission
approved that secretarial referral services would be provided
if the program Dial-A-Meal was developed. Chairman Zika informed
Commissioner Donnell that the vote was 3 to 2 in favor of providing
secretarial referral services for the program.
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez to amend the minutes regarding the Dial-A-Meal program.
The change reflected the following:
"Secretarial referral services would be provided for the
program Dial-A-Meal if and when the program is developed. "
Approval of the June 19 , 1984 meeting minutes was. inoved by. Commissioner
Schmitt and seconded by Commissioner Donnell with the above mentioned
amendment. Approved.
Summer Program Up-Date
Director Gaylynn Firth commented on the fact that she was quite
pleased with the overall enrollment with the summer programs_.
She felt that the Tenderfoot Day Camp was very. Well_ received
considering- this was a first time .summer_-=:offering. It .is -too
early to provide a cost breakdown of--`the programs, as some of
the programs are still ih: prOgresse •
All agreed that the Discovery Day Camp fee prohibited a .large
, .
enrollment and the next time in offering this program the City
could possibly help subsidize. Gaylynn said that even though
the enrollment was not as high as expected, those that were
enrolled-had enjoyed the program.
Sports clinics - soccer and tennis received the most response.
The general feeling of the sports clinics was that they should
be incorporated within the day camp programs versus a separate
class . Commissioner Schmitt commented that possibly our timing
for the clinics could be changed. We were offering a program
after the peak season for that particular sport. Commissioner
Donnell asked whether or not there would be more than one-week
clinics . Gaylynn responded that if the need and interest is there,
that we could consider it for next summer. All Commissioners
agreed not to abandon any of the programs that were offered this
summer, and that setting up our summer program for next year should
certainly be easier inasmuch as the Department will have been in
contact with the various sports groups for an entire year and the
children participating in the groups as well as our other Recreation
programs . Commissioner Donnell also mentioned that particular
coaches are definitely playing a big part in the children' s
acceptance of a program offered. Commissioner Schmitt told Gaylynn
that she has a resource person for baseball for next year.
SHANNON CENTER OPEN HOUSE
Per the Commission ' s request, an Open House was conducted at Shannon
Center July 9-12 , 1984 from 8 : 30 a.m. - 8 : 00 p.m.
People did visit the Center during the day, but there was very little
turnout during the evening hours .
DEMOGRAPHIC SUMMARY CHARTS
Gaylynn reviewed the statistics shown on the demographic summary
of the City of Dublin. Statistics are from the 1980 census . Efforts
need to be concentrated in making our programs as affordable as
possible to the community. Also, a large majority of the women are
working mothers. There are alot of children who are not supervised
after school. Therefore, there is a need to gear programs with
these facts in mind.
FALL SCHEDULE OF CLASSES
Gaylynn reviewed the proposed resolution establishing a policy for
the development of recreation programs and associated fees . Gaylynn
clarified that if a program was going to change our annual budget,
we would seek City Council ' s approval, if not, there would be no need.
Commissioner Zika asked how we would know what programs are going to
be subsidized? Gaylynn explained_, if we find a program of interest
to the community and find that the affordable fee will not cover the
direct cost of the program, then we will present it to City Council
for consideration as a subsidized program, prior to initiating the
program.

Commissioner Donnell moved to recommend that the City Council
adopt the Resolution establishing a policy for the development
of recreation programs and associated fees . Commissioner
Hernandez seconded the motion. Approved.
At this time, all Commissioners received a copy of the projected
Fall classes . Gaylynn reviewed the classes listed.
Commissioner Hernandez addressed what programs were offered for
seniors . She felt that the fees quoted were too high. She asked
whether or not there could be a reduction in fees . Gaylynn said
that she would ask the contractors regarding reduced fees for
seniors and report back.
Commissioner Schmitt suggested that we add to our brochure a
question stating "Are there classes that you are interested
in that are not offered? Please let us know. " Also, "If you
would like to teach a class that is not offered, please call. "
The Commission voiced enthusiasm over the fees for sports programs
offered at Camp Parks . Considered low by comparison.
Concern over the Dublin High tennis courts . Commissioner Zika
questioned if anything was going to be done about the condition
of the courts . Gaylynn said that we will use what is available
this year, as we have not budgeted for anything to be done this
year.
Commissioner Schmitt asked whether or not Gaylynn had considered
ice skating for a class . Gaylynn said that she was considering
it for the winter quarter.
Day Care - Murray School- we had no problem with obtaining a room;.
but at Neilsen School there is a limited amount of time for use
of the multi-purpose room. We will have to notify the Neilsen
parents of this factor. It might be a drawback for participation
in the program.
Activities for Seniors . Commissioner Hernandez suggested that we
might offer trips for the seniors that also combine students .
Possibly seniors as escorts . Gaylynn encouraged Mae to seek
resouce people.
Commissioner Zika inquired about the bulk mail rate for the brochures .
Gaylynn said that Kay Keck and Rich Ambrose are looking into this .
They are tying to get the non-profit bulk mail rate for the entire
City.
Mailing of the Fall brochures will be in late August. Staff is
attempting to receive a mailing list of the San Ramon residents
of the Services District.

Commissioner Hernandez volunteered to work on finding interested
persons to work with Senior groups and get back to Gaylynn so
that she can provide those kind of classes for seniors . Possibly
one-day programs with various kinds of demonstrations .
Commissioner Schmitt moved that we adopt the Fall schedule.
Commissioner Hernandez seconded it. Approved.
DSRSD UPDATE
Gaylynn reviewed the anticipated DSRSD park improvements for
1984-85 . Commissioner Schmitt updated the Commission further
on these items as she had attended the most recent DSRSD Meeting.
Commissioner Schmitt said that at the meeting she was told that
the list of anticipated improvements was a "wish list" . These items
are still in the planning stages with the exception of $4 , 000 being
approved for the lane lines for the pool . Gaylynn contacted DSRSD
General Manager Paul Ryan who clarified that these are projects
DSRSD is actively seeking to accomplish in the 1984-85 year; but
bids still need to be received and final Board approval gi4'en.
PARK DEDICATION FUND POLICY
Gaylynn reviewed the recommendations of the City Manager regarding
the Park Dedication Fund Policy.
Commissioner Schmitt questioned why the school districts were not
included in' the decision making bodies if improvements are on
their property? Gaylynn clarified that they would certainly be
involved in negotiations for improvements proposed for their
facilities ; but that the fiscal agents were still DSRSD and the
City. of. Dublin.
' Commissioner Schmitt moved that the Commission recommend to Council
adoption of the policy regarding Park Dedication funds with the
addition of the Murray and Amador Valley School Districts within
the agreement, when their properties are affected. It was seconded
by Commissioner Hernandez . Approved.
RECREATION SUPERVISOR RECRUITMENT
Gaylynn discussed the passing of the 1984-85 Recreation Budget
which included the recruitment of the newly established Recreation
Supervisor position. Gaylynn said she wanted a candidate with
strong recreational ability. Chairman Zika expressed the desire
to have an individual with experience in successful teenage programs .
Commissioner Schmitt moved that we accept the proposed job descrip-
tion. It was seconded by Commissioner Donnell. Approved.
HOME DELIVERED MEALS PROGRAM - UPDATE
Gaylynn communicated with City Attorney Michael Nave and City
Manager, Rich Ambrose who are comfortable that the City would
not assume primary liability for the service and would only act
as a referral agency for the program. At this time we are still

monitoring the program, as no proposal has been submitted. Gaylynn
said that she would keep the Commission advised.
Commissioner Donnell wanted to know what kind of food was prepared.
Commissioner Schmitt wanted to know how many people in Pleasanton
are being served. Commissioner Zika questioned the expense of the
program. The Commission is awaiting a formal presentation by the
Home Delivery Meals Program Staff.
OTHER BUSINESS
Registration for the Fall classes will begin Saturday, September
8, 1984 from 8 : 00-11 : 00 a.m. at Shannon. Registration will continue
Monday-Friday, 8 : OOam-5 : OOpm until classes begin the week of
September 24, 1984 .
Commissioner Schmitt asked Commissioner Hernandez about entertainment
for Registration Day. Commissioner Hernandez said that she would
look into obtaining some entertainment, but the fact that it was
early morning with a very limited amount of time, would certainly
be a factor in obtaining responses .
Gaylynn asked the Commission about obtaining balloons for the
Registration Day. Commissioner Schmitt said she knew of a resource
and agreed to pursue it.
Being no further business, the meeting was adjourned at 10 : 15 p.m.
