MINUTES
May 15, 1984
A regular meeting of the City of Dublin Park and Recreation
Commission was held on May 15, 1984 . The meeting was called to
order at 7 : 30 p.m. by Chairman Zika, at the Homestead Savings
Community Room, 7889 Dublin Boulevard.
Roll Call - Chairman Zika called the roll . All members were present,
except Barbara Donnell who was excused.
Approval of Minutes - The approval of the minutes of the April 25,
1964 meeting was moved by Commissioner Hernandez and seconded by Chair-
man Zika, with all members present voting for the approval as submitted.
Oath of Office/Election of Officers - Kay Keck, City Clerk, administered
the Oaths of Office to Commissioners Zika, Schmitt and Hernandez .
Commissioner Schmitt pointed out that our Park & Recreation by-laws
indicate officers are elected each October. As a result, the election
of new officers was not conducted.
Park & Recreation Commission By-Laws and Rules of Procedure -
For the benefit of new Commissioners, a copy of the working commission
policies and guidelines was presented.
Shannon Center Lease Agreement - The first Contract Agreement, approved
by DSRSD and the City of Dublin, was presented to the Commission.
Effective July 1, 1984 through June 30, 1985, the City of Dublin
Recreation Department will manage the facility, relocate the Recreation
division to the site in order to facilitate community service classes
and programs for residents of the Dublin area.
Shannon Center Bid for Janitorial Services - The Commission received a
copy of the Bid packet inviting janitorial service bids for the
maintenance of the Shannon Park Community Center, effective July 1,
1984 - June 30, 1985 . A complete set of contract documents for the
Project can be secured at the office of the City Clerk. Bid pro-
posals will be received until 2 : 00 p.m. , May 31, 1984 . Said bids will
be publicly opened and read in the Deputy City Clerk Conference Room
of the City Offices at 2 : 00 p.m. , May 31, 1984 .
Recreation Department Goals - Director Firth presented a Recreation
Department goals format that included:
1 . Becoming a public information resource for the community.
2 . Providing staff support to the Commission and City Council
in order to prepare new programs policies as these relate
to the City' s general plan subelements of Park & Recreation.
3 . Working with the Murray and;. Amador Valley School Districts
to develop joint use of facilities agreements to facilitate
children' s and adult classes and programs .
4 . Manage. Shannon Park Community Center, at a public facility to
accomodate City recreational programs and services ; and to
provide an accessible facility to citizens and community
organization on rental basis .
5. Develop and coordinate after-school recreation programs for
children K-6 .
6 . Re-activate Dublin' s involvement in the Camp Parks program.
This is a yearly program offered in consortium with the
Livermore Area Recreation Department, to provide administra-
tion of six months of Men ' s Basketball leagues, two months of
Women ' s Basketball leagues, eight months of Men' s/Women ' s
Volleyball leagues, six months of adult indoor soccer, Valley
Youth league game and practice sessions, a variety of sport
tournaments, and year-round drop-in programs at the Camp Parks
Gymnasium.
7 . Work with local youth to research, plan and develop a
responsive youth center program at Dublin High School . This
program would strive to provide teens (13-18 years of age)
with options including youth employment referral, excursions,
movies, music and special events .
8. Work with the Dublin-San Ramoru Services District to coordinate
the scheduling of sports fields for community use.
Items 7-8 feasible with the addition of one full-time Program
Supervisor.
Summer Recreation Program ' 84 - Recreation Director Firth reported
that Summer Brochures of programs were mailed to residents May 15 ,
1984 ; resident registration, by mail, will begin May 21, 1984; and
descriptions still need to be presented to the Commission, approved
by City Council, posted, positions interviewed for and employees
hired.
Recreation Secretary Up-Date - The selection process is still in
effect. It is staff ' s intent to have a full-time Recreation
Secretary aboard as soon as possible .
Visitations to Recreation Departments - It was suggested by the
Commissioners to visit other Recreation Departments in order to
compare service development, philosophy and leadership. It was
decided to visit the El Cerrito, Hercules and Walnut Creek Depart-
ments for a first tour, to be conducted June 18, 1984 . Commissioner
Hernandez suggested that we tour Pleasanton, Livermore and Hayward
Recreation Departments in the future. Director Firth suggested
Campbell and Los Gatos Departments for another visitation sometime
in the Fall-Winter.
OTHER BUSINESS
Commissioner Schmitt suggested we consider moving our Park &
Recreation Commission meetings to the second or fourth Tuesday of
each Monday, starting in September, so that our meetings would not
conflict with regularly scheduled DSRSD business meetings . This
will be addressed by the Commission in late August.
Commissioner Hernandez suggested we consider a Shannon Center Grand
Opening, to be conducted on a Friday night at 6 : 00 p.m. Chairman
Zika suggested the month of September, after Labor Day when families -
are back from vacations, back in school and prior to fall programs
starting. — - - -----�
Chairman Zika asked staff to write Tom McCormick to thank him for. his 1
involvement with the first Park & Recreation Commission, and ask for
a summary report of the old St. Raymond' s appraisal project.
Commissioner asked how she could receive California Park & Recreation
assessment materials . Director Firth explained the costs incurred
with individual memberships and encouraged interested commissioners
to review materials available at the Recreation Department at any
time.
Being no further business, the meeting was adjourned at 9 : 25 p.m.

SPECIAL MEETING - Chairman Zika called a Special Meeting to be
conducted at 3 : 00 p.m. Tuesday, May 22 , 1984 at Homestead Savings,
for the purpose of reviewing summer job descriptions, proposed
Shannon Center policies and rental rates .
