PARK AND RECREATION COMMISSION
Meeting Date: December 10, 1985
The December 10 , 1985 meeting of the Park and Recreation
Commission was called to order at 7 : 30p.m. , at the Shannon
Community Center, Dublin, California, by Chairperson George Zika.
Roll Call
Present: Commissioners Zika,. Schmitt, Hernandez and Donnell
Absent: Commissioner Ovlen
Approval of Minutes '
Commissioner Schmitt requested that the minutes of November 5,
1985, agenda item "Christmas Tree Lighting Ceremony" be corrected
to include her suggestion that Shannon be considered for the tree
lighting ceremony in the future.
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez to approve the November 5, 1985 minutes with the
correction as requested. (Unanimous)
Election of Officers
It was moved by Commissioner Hernandez and seconded by
Commissioner Donnell to postpone the election of officers until
January 1986. (Unanimous)
Purpose and Philosophy Statements
It was moved by Commissioner Schmitt and seconded by Commissioner
Donnell to postpone input once again on the revised statement of
purpose and objectives, until the next scheduled meeting or when
all members were present . (Unanimous)
Teen Dance
The dance is scheduled for December 20, 1985 from 8pm-12
midnight . Stargaze Productions out of Fremont has been secured
to provide the entertainment. Tickets will be sold at the
Recreation Department office and are $3 . 00 in advance and $5 . 00
at the door.
The Dublin Police Department will provide security, however we
need the assistance of at least eight other adult volunteers .
Staff will be contacting those adults in the community that have
indicated interest in teen programs and would like Commissions
input as to additional persons to contact . Commissioners Schmitt
and Zika volunteered to act as adult chaperones .

Breakfast with Santa Special Event
The Breakfast with Santa is scheduled for Saturday, December 14
at 10 : 00a.m. at Shannon Center. The activity is geared to
children, preschool through third grade . The admission fee of
$1. 00 will provide materials for a craft project and a
continental breakfast of doughnut holes and juice or milk. In
addition, the children have been asked to bring a wrapped gift
labeled "girl" or "boy" for distribution from Santa. Gifts are
not to exceed $3 . 00 .
The Dublin High School Interact Club has been contacted regarding
the possibility of providing volunteers to assist with staffing
the event. However, to date we have not received any reply. We
plan to contact the various seniors groups to see if they would
be willing help.
Commissioner Schmitt suggested having the event taped by Viacom.
Commissioner Zika asked if we had received the camera from
Mervyn ' s . Diane replied that she would contact Mervyn ' s .
St . Patrick' s Day Celebration
At the October 8, 1985 meeting of the Park and Recreation
Commission, the 3rd Annual St. Patrick' s Day Celebration was
discussed. As a result of that meeting, the following
suggestions were made:
1 . Hold the celebration at Shannon Park.
2 . Place booths in the park area along the creek and the
walkway.
3 . Have entertainment outside in the amphitheatre .
4 . Have hayrides from the end of the parade route to
Shannon.
5 . Lengthen the parade and have a review stand.
Commissioner Schmitt stated she would like to reopen the
discussion as to location, as she was unable to attend the
October 8 meeting due to illness . Commissioner Hernandez would
like to have some money available for entertainment in order to
give stipends to those groups who continue to volunteer their
time to the City or to rent sound equipment .
It was moved by Commissioner Donnell and seconded by Commissioner
Hernandez that 1) the St . Patrick' s Day Celebration be held at
Shannon Park and Center on March 15, 1986; 2 ) to approve the
expenditure of funds and; 3 ) direct staff to notify the City
Council of the Commissions decision. (Aye - Zika, Donnell &

Shannon Center Renovation
At the November 25, 1985 meeting of the City Council, the
Request for Proposals for the Shannon Center Building Improvement
Plan was approved and staff was directed to notify interested
firms . The deadline for receipt of proposals is December 27,
1985 . Staff will then review those submitted and select the most
qualified firms for interviews .
Winter Schedule of Classes and Programs
The Winter 1986 brochure was delivered to the Post Office on
December 6, 1985 . Brochures were again inserted in the City
Newsletter and mailed to all Dublin residents . Class
registration will begin December 9 , 1985 and the majority of
classes begin the week of January 20, 1986 . Classes will include
special holiday activities, several new children ' s programs, and
a few geared especially to teen interest.
Other Business
Commissioner Hernandez inquired about the possibility of offering
scholarships for low income seniors either free or at reduced
rates . She indicated that the San Ramon Community Center,
Hayward and Amador School Districts do this . Diane Lowart,
Recreation Director, stated that she would contact these agencies
and report back at a later date .
Mr. Kahn (visitor) stated that he attended a Planning Commission
meeting where Kauffman and Broad presented their plans for two
private parks . Would the City of Dublin be coordinating with
them to avoid duplication? Commissioner Zika responded that the
City has no control over what is put into private parks by
developers . However, the facility would be taken under
consideration through the park development plan process .
Mr. Kahn expressed his concerns regarding broken bridge lights ,
and the condition of the deck. What would be the proper steps to
getting these things repaired? Diane Lowart, Recreation Director
responded that to her knowledge, the deck project specifications
are being developed by DSRSD Engineers . The District is also
planning replacement of the broken lights . She urged Mr. Kahn to
contact the District directly regarding these items, as they are
their responsibility.

Staff Reports
Kolb Park
A preliminary drawing was received from the school district
showing a configuration of Kolb Park. However, the Planning
Department is not in total agreement with the proposal and is
working with the school district to come up with an alternative
solution. Commissioner Zika asked if the Commission would receive
any input? Diane responded that it is the Planning Departments
responsiblity to approve any plans or configurations , and the
Park & Recreation Departments responsibility to approve uses for
the configurations given.
Amador Lakes Mini Park
At the November 12 , 1985 meeting of the City Council the Council
appropriated a additional $40, 000 to go towards the development
of Amador Lakes Mini Park. The landscape architect is to update
the plans and staff anticipates having the updated designs
sometime in January for the Commissions review.
Park Development Plan
Phil Singer is currently developing preliminary proposals for the
parks and we anticipate starting community meetings in January.
We have run into delays due to lack of information on certain
sites . The Commissioners will be notified as to the dates and
times of these meetings .
