HomeMy WebLinkAbout09-10-1985 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION Meeting Date: September 10, 1985 The September 10 , 1985 meeting of the Park and Recreation Commission was called to order at 7 : 30p.m. , at the Shannon Community Center, Dublin, California, by Chairperson George Zika. Roll . Call Present: Commissioners Zika, Ovlen, Donnell and Hernandez . Absent: Commissioner Schmitt. Approval- of- Minutes It was moved by Commissioner Donnell and seconded by Commissioner Hernandez that the minutes of August 13, 1985 be approved as submitted. (Unanimous ) Summer- Recreation- Program- Evaluation Recreation Supervisor Cindy Benson highlighted the Summer Programs . Of the "71" classes offered during the summer, "46" classes met with a total enrollment of "531" . The Summer Playground Program averaged "40" children per day and was held at two sites, Cronin and Nielsen. Utilization of Shannon Center was up 5% over last summer. Over all, staff felt that the Summer Program was highly successful. Special Events One of the Department goals for 1985 is to sponsor six special events . Thus far, two special events have taken place; the Saint Paricks Day Celebration and the Fourth of July Family Picnic and Swim Party. Staff has identified Halloween and the Christmas season for two additional events . Halloween ' s event will be a Children ' s Halloween Party to be held on Thursday, October 31 . The Commissioners agreed with the tentative plans for the Halloween Party, and suggested that staff check with the elementary schools so that there would be no conflict with the school activities . In addition, Commissioner Zika suggested that can foods be collected for the upcoming Thanksgiving season. Staff suggested either a Breakfast With Santa or Family Christmas Party for Christmas special events . Recreation Director Diane Lowart informed the Commissioners of the offer to donate a Santa suit, camera, and decorations from Mervyn' s . The Commissioners directed staff to notify Mervyn ' s of the Departments interest in obtaining the equipment. September 10, 1985 Page Two Commissioner Hernandez suggested having the children of the Afterschool Programs and Seniors decorate the Shannon Center Christmas tree, as was done last year. The Commissioners were in favor of a breakfast or luncheon with Santa. Once again the donation of food and toys for needy children was discussed. Senior- Citizens - Needs . Assessment Recreation Director Diane Lowart went over the results of the needs assessment with the Commission. "219" responses were returned, 29% of which were Dublin residents . Of those surveyed, 83% indicated interest in a Senior Center . Diane went over the figures for human services and the most highly desired services of the seniors . Commissioner Hernandez asked for the status of a new kitchen for Shannon Center. Diane stated that after the Park Development Plan is awarded, a RFP on Shannon will be done . An architect will look at Shannon Center and determine how it can be - renovated, i .e. , stage, kitchen, etc . Fall- Program- Update The Fall Schedule of Classes was mailed to City residents and residents of the Dublin-San Ramon Services District on August 23, 1985 . The response from the community has been positive. Class registrations are coming in steadily. Commissioner Hernandez stated that the fees charged for classes were too expensive, and that seniors could not afford to pay that kind of money when on Social Security. Diane stated that there are three FREE classes offered this Fall, Basic Investment Planning, Car Care and Fitness After Fifty. Commissioner Donnell stated that there must be some seniors able to be instructors, perhaps they could donate their time . Commissioner Hernandez volunteered to talk to interested Seniors about teaching and would direct them to Department Staff. Other Business East Dougherty- Hills. Park Site Commissioner Zika questioned staff on the Council ' s decision to accept the East Dougherty Hills Park Site as proposed by the developer. Staff explained that the Council was in approval of the park configuration and especially liked the Dougherty Road frontage . In addition, the Council stated that they would accept the entire 8 acres but only credit the developer with 5 acres towards the park dedication requirements . September 10, 1985 Page Three Staff. Reports Park- Development- Plan Diane stated that five. proposals were received for the Park Development Plan. The information submitted has been compiled and will be reviewed by the committee and interviews will be scheduled with the top contractors . Shannon- Center- Update The lease has been returned to the City/District Liaison Committee for further review and discussion. Proposed Seminar Diane stated that Commissioner Ovlen will be working with her to produce a seminar on "How to Plan Business Meetings" to be held at Shannon Center. Commissioner Ovlen stated that if we want to expand the use of the facility during the day, one possibility is to encourage businesses to use the facility. In order to do this, we must make them aware of its availability. The program will be hosted at Shannon Center. The program would be a public service type of presentation at little or no charge to the participants .
