PARK AND RECREATION COMMISSION
Meeting Date: August 13, 1985
The August 13, 1985 meeting of the Park and Recreation Commission
was called to order at 7 : 30p.m. , at the Shannon Community Center,
Dublin, California, by Vice-Chairperson Schmitt.
Roll Call
Present: Commissioners Schmitt, Hernandez and Donnell.
Absent: Commissioners Zika and Ovlen.
Approval of Minutes
It was moved by Commissioner Hernandez and seconded by
Commissioner Schmitt that the minutes of July 9 , 1985, be
approved as corrected, and the minutes for the July 23 , 1985
Special Meeting and August 5, 1985 Special Meeting be approved as
submitted. (Unanimous )
Fall Schedule of Classes and Programs
Diane updated the Commissioners on the Fall brochure,
highlighting the programs offered for Teens , Disabled, Seniors,
and some of the new programs . The brochure will be delivered to
the Post Office for mailing on August 23, 1985 .
The Commissioners were given a copy of the brochure .
Commissioner Schmitt expressed her concern regarding the mailing
problems in Dublin, and if many calls were received from
residents complaining of not receiving the last brochure. Diane
stated that very few called, however any resident who calls the
office will have one mailed to them. Commissioner Hernandez
stated that she would like to see something done about obtaining
class discounts or scholarships for Seniors .
Teen Advisory Committee
On Wednesday, August 7, 1985, the first meeting of the Teen
Advisory Committee was held. There were 25 teens in attendance
as well as staff members Benson and Lowart and Commissioners
Hernandez and Schmitt.
The meeting served as a brainstorming session and allowed the
teens to voice their opinions on the programs they would like to
see made available . Teen Centers, dances, concerts, trips,
classes and committee organization were discussed.

The next meeting will be held on Wednesday, September 11, 1985 at
7 : 00p.m. at Shannon Center. Staff will notify those in
attendance and also those who are unable to attend the August 7,
1985 meeting but indicated interest. In addition, the teens were
asked to invite, their friends and classmates .
Mr. Norbert Udak, 6938 Mansfield, Dublin, was in attendance and
questioned the activities that would be available to teens . He
suggested Cronin as a possible site for a Teen Center.
Shannon Lease - Renewal
At the City Council Meeting of April 22, 1985, the Council
authorized a six month extension of the Shannon Center Lease. In
addition, Council members Snyder and Vonheeder were appointed to
meet with the DSRSD Liaison Committee for the purpose of
discussing the future disposition of Shannon Center.
A meeting of the City-District Liaison Committee was held July
10 , 1985 . The following items were discussed pertaining to
Shannon Center:
1. Capital Improvements
2 . Maintenance Cost Responsibility
3 . District-wide Utilization Report
4 . Management Fees
5 . Lease Agreement
Diane went over the proposed Lease Agreement with the
Commissioners, pointing out the changes that the District would
like to see including the deletion of the $2, 000 monthly fee,
with the promise of a higher level of maintenance. At the August
12, 1985 City Council meeting, the Council agreed to these
conditions . The lease will submitted to DSRSD for their approval
and input.
Other Business
Mr. Udak suggested looking into the possibility of having a
swimming pool managed by the City of Dublin. Diane commented
that the Valley Community Swim Center might become the property
of the City, depending on the results of the Cities/District
Consultants Study.

Staff Reports
The Commissioners were updated on Amador Lakes Mini Park. Staff
has received the final plans that are presently being reviewed by
the Engineering Department. Staff will present the final plans
for Commission approval at the September 10, 1985 meeting.
Senior Bond Act
Staff is currently preparing the application for the Senior Bond
Act, which is due September 30 , 1985 . In addition staff is
working with the School District to ` determine a lease or
purchase agreement for Fallon School for the proposed Senior
Center.
East- Dougherty- Hills - Park
A joint meeting of the Planning Commission and the Park and
Recreation Commission was held on August 5, 1985 to discuss the
proposed East Dougherty park site in the villages at Alamo Creek
Development.
A joint recommendation was made by both Commissions to concur
with the Park Designers recommendation to exclude Section A and
the Alamo CreeK right-of-way from the park parcel . An additional
one acre of land should be added to Section B to achieve the 5
acre park site .
At the August 12 , 1985 meeting of the City Council, the Council
decided not to accept the Commissions recommendations, but
instead to go with the recommendation of the developer, with the
stipulation that the proposed park site is not less than 5 acres
and that the developers park dedication credit will not exceed 5
acres .
Being no further business, the meeting was adjourned at 9 : 00p.m.
