a Staff determination, required that a qualified park designer be
hired. to analyze potential land uses of the East Dougherty Hills
park site.
Mr. Philip Singer of Singer and Hodges, Inc . , Landscape
Architecture, was hired and prepared a draft report with the
following recommendations :
1) Exclude the Alamo Creek right-of-way, and that portion
of the proposed park east of the creek.

proposed park site west of the creek.
Mr. Nehas addressed both Commissions and stated that the proposed
park site was intentionally designed around the creek in
accordance with the Guiding Policy in the General Plan stating
that we attempt to preserve natural creeks as open space for
their natural resource value .
Both Commissions expressed concern with the creek bisecting the
park site and the liability it presents .
