HomeMy WebLinkAbout08-05-1985 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION Special Meeting Date: August 5, 1985 The August 5, 1985 joint meeting of the Park and Recreation Commission and the Planning Commission was called to order at 7 : 16p.m. by Planning Chairperson, John Alexander. Roll Call Park and Recreation Commissioners Present: Hernandez, Ovlen, and Zika. Planning Commissioners Present: Alexander, Barnes, Mack, Petty, and Raley. Public. -Meeti-ng. - -- Review of- Proposed East - Dougherty -Hills - Park Site On April 15, 1985, Ronald Nehas of Rafanelli and Nahas, Real Estate Development, received Planning Commission approval for Tentative Parcel Map 4575 . A specific condition of the Tentative Parcel Map was that the proposed park site be reviewed and approved by the City prior to formally recording the Parcel Map. On July 15, 1985, the Planning Commission, acting on an appeal of a Staff determination, required that a qualified park designer be hired. to analyze potential land uses of the East Dougherty Hills park site. Mr. Philip Singer of Singer and Hodges, Inc . , Landscape Architecture, was hired and prepared a draft report with the following recommendations : 1) Exclude the Alamo Creek right-of-way, and that portion of the proposed park east of the creek. 2 ) Enlarge and acquire the minimum 5 acre park site on the proposed park site west of the creek. Mr. Nehas addressed both Commissions and stated that the proposed park site was intentionally designed around the creek in accordance with the Guiding Policy in the General Plan stating that we attempt to preserve natural creeks as open space for their natural resource value . Both Commissions expressed concern with the creek bisecting the park site and the liability it presents . Special Meeting August 5, 1985 Page Two It was the recommendation of both Commissions that the City concur with the Park Designers recommendation to exclude Section A and the Alamo Creek right-of-way from the park parcel. An additional one acre of land should be added to Section B to achieve the required five acre park site. Park & Recreation Commission - Moved by Ovlen, seconded by Hernandez . (Unanimous) Planning Commission r Moved by Mack, seconded by Barnes . (Unanimous ) Preschool Classes Immediately following the joint meeting of the Commissions, the Park and Recreation Commission met to discuss the proposed preschool classes . Staff is recommending that the program be structured as follows : Children- 4-5 . Years Children- 2yrs/9mos-3yrs Days : Mon. , Wed. , Fri . Tues . , Thurs . Time: 9-11: 30a.m. 9-11: 30a.m. Cost: $130 per 12 wk session $90 per 12 wk session (fee may be paid in two (fee may be paid in two installments of $70 ) installments of $50 ) Staff will consist of two paid instructors in addition to parent volunteers . At present, the program will not require State licensing. Commissioner Ovlen questioned the payment schedule and was not in favor of the additional $10 charge for installments . He instead suggested that the fee be raised by $10 making the classes $140 and $100 respectively, with a $10 discount given if payment is paid in full at registration. It was moved by Ovlen, seconded by Hernandez to approve. the preschool classes as proposed by staff with the adjustment in fee as suggested by Ovlen.
