PARK AND RECREATION COMMISSION MEETING
Meeting Date: May 14 , 1985
The May 14 , 1985 meeting of the Park and Recreation Commission
was called to order at 7 : 30pm, at the Shannon Community Center,
Dublin, California, by Chairperson George Zika.
Roll Call
Present: Commissioners Donnell, Hernandez, Ovlen, Schmitt and
Zika.'
Approval of Minutes
It was moved by Commissioner Ovlen and seconded by Commissioner
Schmitt that the minutes of April 9 , 1985 be approved as
submitted.
Winter Recreation Program Evaluation
The winter registration analysis, registration comparison, and
quarterly activity reports were presented by Recreation Director
Diane Lowart. It was noted that there was an increase in class
offerings over the fall as well as participants .
Commissioner Schmitt inquired as to when the spring analysis
would be available . Diane stated that the spring program
analysis has been put together, however is waiting to reach the
mid point of most of the classes before making the final figures .
The analysis will be presented at the next meeting.
Summer- Schedule- of . Classes and Programs
The draft of the Summer Brochure was briefly reviewed by Diane
Lowart, Recreation Director. The brochure reflected the many
programs offered this summer, with the addition of a few new
programs such as :
Childrens Theatre Workshop - Also being offered in Livermore
and Pleasanton.
Afternoon Playground Program - Offered as a drop-in free
service to the community.
Others - Ice Skating, Fitness Awareness, Healthy Back
Classes, Bicycle Maintenance, and Dog Obedience Classes .

The brochure will be delivered to the post office on May 24,
1985 . The Dublin residents will find their brochure included
with the city newsletter. To save on postage costs, the
recreation and city newsletter will be mailed together. The cost
will be split between the City and the Recreation Department. A
non-profit corporation has been formed through the City, thereby
giving the Recreation Department a non-profit mailing status .
Having this type of mailing status will cut the mailing costs
drastically.
A resident parent asked if there will be a girl ' s basketball
program offered this summer. Commissioners Zika and Schmitt
agreed that the programs now being offered are open to all, male
or female. Commissioner Zika suggested that the Recreation
Director look into this matter.
Teen Program Study/Survey
Diane Lowart introduced Tim Barton, Recreation Intern from Cal
State Hayward, who gathered most of the information included in
the survey draft. The survey will be distributed to the
intermediate schools through their homerooms, and to high schools
through their social studies classes .
A discussion insued between the commissioners and those teens
present, regarding the interest factor, type of activities, -
hours, age group, transportation, and Teen Center Council
participation. Commissioner Zika stated that the number of
responses received would not be the deciding factor in having a
Teen Center in Dublin. However, the response to item #7 of the
survey (teen council) would have to be favorable . Commissioner
Schmitt suggested that "optional" be deleted on item #7 . It was
suggested by an audience member, that the phrasing of item #7
stress that the success of the program will depend on committee
participation.
Shannon Community Center Lease Renewal
Diane informed the Commission that the DSRSD Board of Directors
had rejected the City' s offer of a 2 year lease and instead
extended the current lease for 6 months . They indicated that
they would like to form a committee of City and District
officials to discuss the lease agreement.
Commissioners Schmitt and Zika expressed their concern regarding
the maintenance problems here at Shannon, such as the sprinkler
system which has caused several mud slides, and the decking which
is a safety hazard. It was suggested perhaps we should look into
such locations as school sites declared surplus property by the
Murray School District .

Commissioner Zika questioned the use of the park dedication
money. Diane updated the commission members stating that it is
now time for the City to tell the Services District what they
would like to see done with this money. In correspondence to the
Services District, the City outlined the two projects they would
like to have the money go towards; #1 - kitchen renovation and #2
- redesign of Shannon Park to include a major play structure.
Commissioner Schmitt asked what has been done with the money
allocated for this fiscal year for repairs and improvements to
Shannon, which was originally allocated by DSRSD? Also, when is
the next negotiating session scheduled? Diane responded by
stating that there is a list of the improvements and repairs
that have been completed. The next session will probably be in
late June. Commissioner Zika stated that the commission would be
interested in attending that session to give input.
Other Business
Commissioner Schmitt suggested the selling of lottery tickets .
Diane stated that she would look into the matter as to what would
be involved.
Staff Reports
Diane stated that we now have a full recreation staff, as Char
Young has joined our group as Recreation Secretary.
For the Fourth of July Celebration, we have checked with DSRSD as
to the possibility of using the swimming pool for the event.
Entertainment could be supplied by Frederickson ' s jazz band. If
evening activities should interfere with the scheduled Thursday
night bingo game, we could volunteer the use of the center for
that one night.
Preschool - -. SRVCC. Status
A meeting was held with David Stegman. SRVCC would like to run a
program here next year, however understands that if we can offer
a similar program, they will have to step down. An update will
be given as additional information is received.
There will be a joint meeting between the City Council and the
School Board on May 30 at 7 : 30pm at the school district
headquarters. Discussion will include surplus school sites,
maintenance of property owned by the school, crossing guards and
Kolb Park.

.Kolb Park
The Murray School District has undertaken a study on the
disposition of unused school sites . The study should be
completed by June at which time the City should know which 5
acres of the Kolb Park site will be available for development.
Diane informed the Commission of the City' s intent to apply for
Roberti/Z 'Berg Urban Open Space Park monies to go towards
revitilization of the Kolb Park tennis courts .
Senior Citizens Council
There has been a council formed with the Senior Citizens groups
called the Senior Citizens Coordinating Council. The basis of
the formation of the council was to bring the different service
providers in the area together to look at what is needed in the
City. The council is also banding together for the formation of
a Senior Citizens Center.
Being no further business, the meeting was adjourned at 9 : 00pm.
