PARK AND RECREATION COMMISSION MEETING
Meeting Date: April 9, 1985
The April 9, 1985 meeting of the Park and Recreation Commission
was called to order at 7 : 30 p.m. , at the Shannon Community
Center, Dublin, California, by Chairperson George Zika.
Roll Call
Present: Commissioners Donnell, Hernandez, Ovlen, Schmitt and
Zika.
Approval of Minutes
It was moved by Commissioner Donnell and seconded by Commissioner
Hernandez that the minutes of the March 13, 1985 meeting be
approved as submitted.
1985-86 Update to Five Year Capital Improvement Plan
The proposed park/facility improvements for the 1985-86 update to
the Capital Improvement Plan were presented by Recreation
Director Diane Lowart. Each project was introduced and
discussed. Areas of discussion are as follows :
Park Development Plan
1 . 90 acres Dougherty Hills - before we accept this
acreage, we need to really look into the development
possibilities . It could prove to be more of a
liability than an asset.
2 . Commissioners attendance at neighborhood meetings -
Diane should check to see if there are any guidelines
to follow - i .e . , 3 or more at one meeting?
3 . Will this project go to bid and if so who determines
who gets the bid?
Dolan Park
Discussion centered on estimated cost of site acquisition
and development.
Kolb Park
Commissioner Schmitt would like to see us acquire more than
5 acres . It is the commissions feeling 'that this
park should be a high priority.

Shannon Center Kitchen Renovation
Discussion on the benefits of a commerical range verses a
conventional stove/range/microwave . Commissioner Hernandez
expressed concern about seniors around a microwave . It was
decided to approve the $10, 000 allocation with a deter-
mination on the exact type of range being decided by a
professional .
Shannon Park Play Area
1 . Will there be a drinking fountain?
East Dougherty Hills Park
Discussion on exact location and estimated costs .
It was moved by Commissioner Ovlen and seconded by
Commissioner Schmitt to approve the 1985-86 Update to the Capital
Improvement Plan with the following recommendations :
1. The renovation of the Shannon Center kitchen is
first priority.
2 . The Park Development Plan has the second priori -y. In
addition to the plan, the landscape architect
would also prioritize the parks to be developed.
1985-86 Fiscal Year Preliminary Budget
The 1985-86 FY Preliminary Budget was presented and discussed.
The proposed preschool classes were discussed and the question
was raised as to whether the Shannon Center Lease is tied into
the SRVCC Preschool being allowed to operate in the building.
Commissioner Zika would like to see the revenue and expenditure
figures for the program and feels that if SRVCC does not comply
then we charge them the "going rate" for rental . Diane
will look into this . Commissioner Ovlen expressed interest
in the Teen Program and questioned the allocation of resources .
Commissioners Zika and Schmitt expressed interest in pursuing the
scheduling of the Dublin Sports Grounds .
Shannon Community Center Lease Renewal
The lease on the Shannon Community Center expires on June 30 ,
1985 . At the City Council meeting of April 8, 1985 the Council
directed staff to notify DSRSD of the City ' s intent to renew the
lease and to pursue a two year lease .
Fourth of July Celebration
The Fourth of July Celebration was discussed. It was suggested
that we approach DSRSD about possibly using the Valley Community
Swim Center and having family water-oriented activities as well
as a picnic . We could also utilize the grounds at Dublin
High School for outside activities . Staff will investigate and
report back.

Other Business
Commissioner Schmitt expressed her concerns on having the
St . Patricks Day Celebration Shannon Park again next year. She
suggested perhaps rotating to shopping centers throughout
Dublin or perhaps Dublin High School .
Staff Reports
Cindy Benson, the new Recreation Supervisor, was introduced.
Testing for the Recreation Secretary will be April 11 with
interviews the next week. It is anticipated that the position
will be filled by early May.
Diane reported that we have a Recreation Intern from CSU Hayward,
Tim Barton, who will be working on the Teen Survey and in
the Afterschool Playground Program.
Spring Registration is currently being accepted. Classes are
scheduled to begin the week of April 15, 1985 .
Commissioner Zika asked about the possibility of scheduling
trips for the summer. Staff will pursue.
Commissioner Donnell asked about the status of the Afterschool
Recreation Program. Diane reported that Council agreed to fund
the program and that it is running concurrently with the
playground program.
Commissioner Hernandez inquired into a summer breakdance program
and a kite festival . Staff will pursue .
Being no further business, the meeting was adjourned at 8 : 55 p.m.
