CITY OF DUBLIN
PARK AND RECREATION COMMISSION MEETING
Meeting Date: March 13 , 1985
The March 13 , 1985 meeting of the Park and Recreation Commission
was called to order at 7 : 30 p.m. , at the Shannon Community
Center, Dublin, California, by Vice Chairperson Liz Schmitt.
Roll Call
Present: Commissioner Donnell, Hernandez, and Schmitt.
Commissioners Ovlen and Zika were absent .
Approval of Minutes
It was moved by Commissioner Hernandez and seconded by
Commissioner Schmitt that the minutes of the February 12, 1985
meeting be approved as submitted.
St. Patrick ' s Day Celebration
Recreation Director, Diane Lowart, updated the Commission on the
events for the St. Patrick ' s Day Celebration.
The parade will be starting at Dublin High School at noon. There
will be approximately 40-45 entries . The parade will end at the
Shamrock Shopping Center and hayrides will be shuttling back and
forth to Shannon. The hayride will take approximately twenty
minutes each way. The last vehicle in the parade will be the
maintenance company, which will be cleaning up after the parade .
Maintenance company will be on duty until 7 : 00 p.m. that evening
and will also be cleaning the grounds, at Shannon Park.
Commissioner Schmitt suggested contacting the Interact Club or a
Scout troup to help clean up next year . Entertainment and
community booths will be at Shannon Park after the parade.
Dinner will be from 4 : 30 to 8 :30 and the Dance will begin at 9 : 00
to midnight.
1985 Goals & Objectives
Recreation Director, Diane Lowart, reviewed the 1985 Goals and
Objectives for the Recreation Department as approved and
prioritized by the City Council .
After School Recreation Program
At the City Council Meeting of November 26, 1984 the Council
agreed that the current fee based after school program should
continue, with an extension of hours beginning in January and a
status report after three months . The Council also agreed to the
concept of a nonstructured playground program which would be
initiated in the spring and would operate after school and on
holidays .
The After School Recreation Program analysis shows that the
program is continuing to operate at a deficit even with the
extension of hours . Murray has increased minimally while Nielsen
has remained fairly constant.
It is the opinion of staff that with the introduction of a free
After School Playground Program, the After School Recreation
Program will decline in enrollment to the point that it will have
to be cancelled.
Due to recent changes in the Child Care Licensing Laws, the
existing program will have to be licensed.
Staff sees that there are three options available.
1. Continue to run the After School Recreation Program at a
deficit and make the necessary changes needed to meet
licensing requirements .
2 . Discontinue the After School Recreation Program and replace
it with the "nonstructured" After School Playground Program.
3 . Attempt to run both programs jointly thus serving the needs
of those who desire childcare, and those who prefer a program
at no cost where the children are in a supervised environment
yet can attend without preregistration.
Commissioner Donnell moved that beginning April 1, the Dublin
Recreation Department begin the nonstructured recreation program
to run concurrently with the structured recreation program, with
the following specific modifications :
1. Specific hours - 2-5 p.m.
2 . Phone being installed at the Murray School site .
3 . Open Monday through Friday to coordinate with the
school calendar/schedule.
4 . Provide a room for the program at each site.
In addition, the parents of those enrolled in the structured
program be notified that effective April 30, 1985, the program
will be cancelled.
Seconded by Commissioner Hernandez. Approved.
Other Business
Commissioner Hernandez requested that the Dublin Recreation
Department get involved with hosting the issuance of the AC Bus
Passes as being done at the San Ramon White House facility.
Diane said she would look into that possibility and get back to
the Commission.
Commissioner Schmitt shared her participation in the CPRS
Conference and the various lectures/workshops she attended.
Staff Reports
Zone 7 was brought back to the February 25, 1985 City Council
meeting. City Council agreed with the staff recommendation to
not go into negotiations with Zone 7 at this time for the trail
systems and to report back to Zone 7 that we were not interested
but were interested in them maintaining the canal .
Senior Gold Card Directory
The Council gave approval for the expenditure of the money and we
will be getting the cover back from the typesetter/artist and
will go to the Graphic Arts Department in the next week.
Senior Citizen Center
The Council agreed with staff recommendation to go ahead and
apply for a RFP Packet for the bond monies and to direct staff to
do a needs assessment of Dublin Seniors to see if there is a need
for a senior center.
Recreation Supervisor Interviews have been conducted and the City
is in the final process of screening.
Diane informed the Commission that they will be recruiting for a
new Secretary immediately, due to the resignation of Marlene
Masterman.
The Spring brochure will be at the Post Office the 22nd of March
for delivery to the residents of Dublin/San Ramon Services
District.
Commissioner Hernandez asked about senior classes being
subsidized. Not a discount, but subsidized.
Diane talked about the senior assessement also incorporating
questions to the seniors about what people want, whether it be a
center, classes, abilities to pay, etc .
Being no further business, the meeting was adjourned at 9 :15 p.m.
