PARK AND RECREATION COMMISSION MEETING
Meeting Date: February 12 , 1985
The February 12 , 1985 meeting of the Park and Recreation
Commission was called to order at 7 : 35 p.m. , at the Shannon
Community Center, Dublin, California, by Chairman Zika.
Roll Call
Present: Commissioner Hernandez, Ovlen, Schmitt and Zika.
Commissioner Donnell was absent.
Approval of Minutes
It was moved by Commissioner Ovlen and seconded by Commissioner
Schmitt that the minutes of the January 9, 1985 meeting be
approved as submitted.
Public Hearing - Zone 7 Arroyo Management Plan
Chairman Zika introduced Mr. Wong, Staff Engineer for Zone 7 and
opened the public hearing asking all residents who desired to
speak, to sign their names on the sign up sheet. He asked all
residents to hold their comments to five minutes each.
Mr. Wong distributed a Summary of the January 31, 1985 Special
Meeting of the Zone 7 Board of Directors Presentation of Draft
Final Arroyo Management Plan and Plan Map.
The Plan recommends that Zone 7 adopt the following goal :
"To encourage and promote additional recreational use of the
public rights-of-ways by providing access along selected arroyos
to the extent compatible with the primary responsibilities of
flood control and water conservation" .
The Plan further recommends the adoption of five policies which
call for:
1 . Permission and support of using Zone 7 channels for
identified trail use;
2 . Support arroyo trail uses where other agencies will
construct, operate and maintain trail improvements, and
accept liability for trail uses ;
3 . Strengthen communication and coordination between Zone 7 and
other agencies affected by Plan;
4 . Provide the public with information on the values of a well-
planned flood control R/W trail system;
5. Promote maintenance techniques that recognize the public
benefits from access in naturalized settings .
The areas of comment/concern from the residents of adjacent
property owners were as follows :
1 . Location of Trails
Property owners backing up to present Zone 7 maintenance roads
were not in favor of the development of the trails system. There
was also concern as to why the maintenance roads located adjacent
to Village Parkway were not included in the plan.
2 . Security
The proposed trails system would be difficult to patrol and
adjacent property owners were concerned with the security of
their property.
3 . Maintenance
The burden of maintaining the trail system would be placed on the
City. The concensus was that the monies needed to maintain the
trails could be better spent elsewhere .
4 . Liability
Legal liability would be assumed by the City with the Alameda
Flood Control District absolving themselves of any legal
responsibility.
Chairman Zika closed the public hearing.
Commissioner Schmitt moved that the City agree to enter into
future negotiations, at a future date, in the Zone 7 waterway
rights . The motion did not carry.
Commisioner Schmitt moved that the Park and Recreation Commission
recommend that the Commissions ' and property owners ' comments and
concerns be transmitted to the City Council with no
recommendation. Seconded by Commissioner Ovlen. Approved.
Amador Lakes Mini Park
Ron Nehas, representing the developer of the Amador Lakes Mini
Park reviewed the proposed park design plans .
Plans are, weather permitting, to complete the park in the spring
or early summer .
Commissioners/Adjacent Residents Concerns
Adjacent property owners voiced concerns with on street parking
near the park and the lack of parking facilities .
Addition of an adult facility i.e. basketball/volleyball court or
fitness court.
Include drinking fountains and barbecues .
Play equipment should be appealing to children.
Trees in the southwest corner could create an area of limited
visability. Problems with vandalism, surveillance.
Commissioner Zika moved that the design plans be adopted
contingent that they meet the above concerns . Seconded by
Commissioner Schmitt. Approved.
Senior Citizens Center
Alice Pitchford, Dublin' s representative to the Alameda County
Area Agency on Aging discussed the feasibility of developing a
Senior Citizens Center in Dublin, reviewed possible sites for
such a development and requested that the City submit an
application for an RFP to the Area Agency on Aging for project
monies .
The Commission recognized that the provision of a Senior Center
could provide a viable resource and service center for Dublin
seniors, and understood that the 1984 State Bond Act monies were
a one time allocation of funds . However, they felt that before
the City of Dublin makes a commitment for the development and
future operation of a Senior Center, the City should study the
prospect to determine needs and potential use of such a complex.
Alice would like to have all Senior groups designate a
representative to discuss the needs of seniors in the Dublin
area.
Commissioner Zika expressed concerns regarding the monies needed
to maintain Fallon as a possible site for the Senior Center (a
leased building) and what would happen if the School District
sells the property.
Senior Center development is not recommended at this time, thus
there will be no changes in the 1985 Park Facility Improvements .

Commission recommends that the City request an RFP packet from
the Area Agency on Aging which contains an application for
funding. Deadline March 15, 1985 . This would not commit the
City and would leave the door open to submit an RFP for funding
at a later date.
Recommendation was to direct staff to conduct a needs assessment
study of Dublin Seniors with completion targeted to coincide with
the July 1985 application deadline .
Senior Citizen Discount Directory
The Senior Citizen Discount Directory project originated by Alice
Pitchford, has been completed. The booklet is now ready for
production. It will be approximately 4" x 5" in size, containing
69 pages of copy on 20# white paper with cover stock.
1980 census figures identify approximately 3100 potential Gold
Card recipients in Dublin and San Ramon. Therefore, 2500 copies
are recommended for distribution over the next two years . The
total production cost for the directory is estimated at $869 .
Commissioner Ovlen moved to support the staff recommendation that
City Council authorize participation in the production of the
Senior Citizen ' s Gold Card Directory and that the City pay one-
half the cost of the Directory. Seconded by Commissioner
Hernandez . Approved.
Kolb Park
Commissioner Zika asked that we allow him some additional time to
investigate the Kolb Park situation and to put it on the Agenda
for the March 1985 meeting.
Staff Reports
Janette reviewed the enclosure on competitive rates of rental
facilities versus Shannon Park.
Janette discussed some of the adult and senior programs being
conducted at Shannon. There was discussion on ways of generating
new interest in activities - newspaper articles, announcements,
flyers, brochure, etc .
Janette updated the Commission on the St. Patrick ' s Day
Celebration activities being held at Shannon. Commissioner
Schmitt is still working on having hayrides from the parade site
to Shannon Park.
Commissioner Schmitt requested funding for two Commissioners to
participate in the California Park and Recreation Annual
Conference Meeting in Sacramento.
Diane announced the field trip planned for Tuesday, February 19
to view the parcel on the. ridgeline of the Dougherty Hills, which
has been offered to the City by the Developer of Tract 4719 .
Being no further business, the meeting was adjourned at 10 : 55
p.m.
