Foss, City Manager SUBJECT: Sub Area 3 Neighborhood Square – Approval of Preferred Conceptual Neighborhood Square Design (CIP No. PK0117) Prepared by: Rosemary Alex, Parks and Facilities Developement Coordinator EXECUTIVE SUMMARY: The City Council will consider approval on the Preferred Conceptual Neighborhood Square Design for the two-acre site located in the Irongate Development. The Dublin Ranch Sub Area 3 Neighborhood Square is included in the 2016 -2021 Capital Improvement Program, Dublin Ranch Sub Area 3 Parks project (CIP No. PK0117). STAFF RECOMMENDATION: Staff recommends that the City Council receive the presentation, approve the Preferred Conceptual Neighborhood Square Design and authorize Staff to direct the Consultant to proceed with preparation of construction documents. FINANCIAL IMPACT: Budget for Construction: $1,150,000 Cost Estimate for Preferred Conceptual Design (inc.10% contingency) $1,150,000 On July 21, 2015, the City Council approved an Improvement Agreement with Lennar Homes of California, Inc., the developer of the Irongate subdivision , by which Lennar agreed to fund the neighborhood square design and construction in exchange for credits toward Neighborhood Park Improvement fees, which are part of the City of Dublin Public Facilities Fee Program. Funding for the development of the conceptual plan and construction documents has been provided to the City by the Developer. DESCRIPTION: The Dublin Ranch Sub Area 3 Neighborhood Square project is included in the 2016 - 2021 Capital Improvement Program (Dublin Ranch Sub Area 3 Parks, CIP No. PK0117). As shown in Attachment 1, the Neighborhood Square is located in the Irongate Development, which is bounded by Dublin Boulevard, Central Parkway, Fallon Road, and Lockhart Street. Unique features of the site include its shared northern Page 2 of 3 boundary with open space and trail connection, a future Class I Bike Trail that will cross through the square from north to south, and proximity to a creek corridor. Adjacent to the neighborhood square is a 10.75 -acre Nature Community Park that will feature walking trails connecting the surrounding neighborhoods to the Neighborhood Square, to the bike trail, to Dublin Boulevard, and to an overlook at the top of the hill. The Nature Community Park is being constructed by the Developer in accordance with its Site Development Review approval and the Improvement Agreement approved by the City Council on December 15, 2015. Public Process On Tuesday July 26, 2016, a public meeting was held to solicit input from interested residents on three conceptual design alternates featuring different layouts, park amenities and site furnishings. The meetings were held in an open house format between 6:00 PM and 8:00 PM. Meeting invitations were sent to approximately 1,100 people. Approximately 25 residents attended and provided input on the park design and desired amenities. In addition to providing verbal comments, attendees were asked to complete a short survey, the results of which are included in Attachment 2. Input from the community resulted in the following park preferences: Informal lawn for passive activities (in lieu of sport courts) Picnic tables for gathering An enhanced creek 'overlook' A fabric shade structure for the picnic area Child fitness play equipment, swings and net play structures Cross training equipment geared for adults One of the elements that the community did not provide a clear preference for was the play equipment for two- to five-year old children. The City's landscape architectural consultant, PGAdesign, modified the conceptual park design based upon community input received and provided three play equipment options for consideration. On August 15, 2016, the Preferred Conceptual Neighborhood Square Design was presented to the Parks and Community Services Commission. After receiving public comment, the Commission unanimously recommended approval of the design and the preferred play elements for two- to five-year olds. As shown in Attachment 3 the preferred design includes a fabric shade structure, the preferred play elements, informal lawn, picnic area, cross training equipment near the intersection of the trail, bike trail and creek, creating a synergy of use in that space. Park Design and Construction On July 21, 2015, the City Council approved an Improvement Agreement with Lennar Homes of California, Inc., the developer of the Irongate subdivision. In the Agreement, Lennar agreed to fund the park design and construction in exchange for credits toward Neighborhood Park Improvement fees, which are part of the City of Dublin Public Facilities Fee Program. Funding for the development of the conceptual plan and construction documents has been provided by the Developer. Should the City Council approve the Preferred Conceptual Neighborhood Square Design, Staff will direct the consultant to initiate the development of construction documents . When complete, the construction plans and specifications will be provided to Lennar, so that they can Page 3 of 3 construct the park within the time frame specified in the improvement agreement. The remaining schedule for the project is as follows: Prepare construction documents September 2016 - December 2016 Construction documents to Developer December 2016 Construction to be complete April 2018 NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of the Staff Report was sent to residents who signed -in at the public meeting, to those that signed-up for 'Notify Me' email notification on the City we bsite, and to and Lennar Homes.
