Initiate An After School Playground Program At Murray and Nielsen At No Cost To The Participants. FINANCIAL STATEMENT: See Attached DESCRIPTION: At the City Council Meeting of November 26, 1984 the Council agreed that the current fee based after school recreation program should continue, with an extension of hours beginning in January and a status report after three months. The Council also agreed to the concept of a nonstructured playground program which would be initiated in the spring and would operate after school and on holidays. The After School Recreation Program analysis (Exhibit A) shows that the program is continuing to operate at a deficit even with the extension of the hours. Enrollment at Murray has increased minimally while Nielsen has remained fairly constant. It is the opinion of staff that with the introduction of a free After School Playground Program, the After School Recreation Program will decline in enrollment to the point that it will have to be cancelled. In addition, it is evident that we can no longer avoid having the After School Recreation Program licensed. In the past, programs sponsored by recreation departments were exempt from licensing. Due to recent changes in the Child Care Licensing Laws, recreation programs which meet for more than 12 hours per week for longer than 12 weeks in duration, ITEM NO: have to be licensed. In order to obtain a license, we have to meet certain criteria, that with the present staff, may be impossible. With the aforementioned criteria in mind, staff sees that their are three options available. 1. Continue to run the After School Recreation Program at a deficit and make the necessary changes needed to meet licensing requirements. 2. Discontinue the After School Recreation Program and replace it with the "nonstructured" After School Playground Program. 3. Attempt to run both programs jointly thus serving the needs of those who desire childcare, and those who prefer a program at no cost where the children are in a supervised environment yet can attend without preregistration. It is staff's opinion that we take the findings to City Council with a recommendation to adopt Option Number 2.
