PARK AND RECREATION DEPARTMENT
MEETING DATE: August 12 , 1986
The August 12, 1986 meeting of the Park and Recreation Commission
was called to order at 7 : 30p.m. at the Shannon Community Center,
Dublin, California, by Chairperson George Zika.
Roll Call
Present: Commissioners Zika, Donnell and Hernandez
Absent: Commissioners Hudak and Schmitt
Oral Communications
Commissioner Hernandez questioned the change in dates for the
Christmas Tree Lighting Ceremony. Diane Lowart, Recreation
Director explained that the date was changed from December 8 to
December 9 per the City Manager ' s recommendation.
Mr. Zev Kahn, Dublin resident, stated that he submitted a letter
to the Commission and Diane Lowart, indicating his concerns
regarding the poor condition of the interior of the Center, lack
of security of the parking lot, and also that the flag has not
been displayed for several months . A written response was
received from Diane Lowart, addressing each item, however he felt
that the City should have more control over the interior
maintenance of the Center and sugggested increasing the funding
for maintenance to insure better maintenance.
Diane Lowart, Recreation Director responded to Mr . Kahn ' s
concerns stating that she has brought his concerns to the
attention of the janitor on contract for interior maintenance .
The Police Department has been contacted and are increasing
patrols of the park. The original flag was stolen and money has
been budgeted to purchase a new one. Diane thanked Mr . Kahn for
submitting his concerns and encouraged him to continue to do so.
Written Communications
Correspondence has been received from the Bay Area Park and
Recreation Commissioners and Board Members Council informing the
Commission of the upcoming Summer meeting. The meeting is
scheduled for Friday, August 22 , 1986 and will be held in South
San Francisco. The cost is $14 . 50 per person. Those
Commissioners wishing to attend should notify the Recreation
Department by August 15, 1986.
Commissioners Zika stated that he would be out of town, and
Commissioners Donnell and Hernandez were not interested in
attending.

Field Scheduling Policy
At the July 8, 1986 meeting of the Park and Recreation
Commission, Commissioner Hudak indicated a desire to develop a
new Field Scheduling Policy for the Dublin Sports Grounds .
Subcommittee members Hudak and Schmitt met with Recreation
Director Diane Lowart on July 15, 1986 to discuss a new policy.
As a result of this meeting, staff was directed to obtain field
use polilcies of other departments and develop a draft policy for
commission review. Due to the workload of the Department and the
absence of the Recreation Supervisor, staff has been unable to
devote the time necessary for this project .
It is staffs recommendation that the Commission continue this
item to the October meeting of the Park and Recreation
Commission. As of September 2 , 1986, the Department will once
again be fully staffed and the workload more evenly distributed.
The extra time will allow staff to do more comprehensive research
with the result being a well thought-out workable policy that is
fair to all groups wanting to utilize the Dublin Sports Grounds .
The Commission deferred this item to the October meeting.
New Business :
Fall Schedule of Classes and Programs
The 1986 Fall Schedule of Classes and Programs includes Special
events such as a Children ' s Halloween Party, Breakfast with
Santa, a Tree Lighting Ceremony, Valley Flea Market and Swap Meet
and Pepsi Hotshot Competition. Some of the Trips and Tours
planned for the Fall require a staff person to be present. If
any of the Commissioners are interested, please let us know.
The Preschool Program has three classes scheduled for this Fall.
Registration began last week and all classes reached their
minimum enrollment. Mailings were done to all previous students
and those on the interest list.
We are currently still advertising for Playground Staff. The
program will have to be cancelled if we are unable to obtain
qualified, experienced staff.
FY1985-86 Recreation Report
The FY1985-86 Recreation Report is a summary of all the
recreation reports received over the year. The summary provides
the Commission with a comparison of activity during each quarter
of FY1985-86 . Total enrollment in classes and programs ranged
from "392" in the Summer to "880" in the Fall. The total
enrollment for FY1985-86 was "2, 547" up from "1, 183" for FY84-85 .

Facility utilization ranged. from a low of 19% in the Summer of
1985 to a high of 25% in the winter of 1986. The Social Hall is
the most heavily utilized room fluctuating from 51% to 57%. The
Center was rented on "113" separate occasions which is an average
of nine to ten rentals per month.
Commissioner Zika suggested adding a non-resident registration
fee as so many of our participants are non-residents. Staff will
investigate.
Teen Center
Commissioner Hudak requested that this item be added to the
agenda for discussion. However, since Commissioner Hudak was
unable to attend this meeting he has requested that it be added
to the September agenda.
Staff Reports:
Stagecoach Park was chosen by the City Council as the name for
the Amador Lake/Stagecoach Road Mini Park.
Phase I of East Dougherty Hills Park is in progress. A meeting
is scheduled with Phil Singer, Architect tomorrow to review the
designs for the park.
Proposals have been received for Kolb Park and phase I of Dolan
Park. The proposals are being reviewed and architect(s) will be
selected to do the plans. A recommendation will be presented to
the City Council at their next meeting.
We have hired a new Recreation Supervisor who will begin in
September.
A smoking ordinance has been passed by the City Council which
will go into effect in 30 days. No smoking will be permitted
during meetings.

Being no further business, the meeting was adjourned at 8:37p.m.
