HomeMy WebLinkAbout07-08-1986 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: July 8, 1986 The July 8, 1986 meeting of the Park and Recreation Commission was called to order at 7 :30p.m. at the Shannon Community Center, Dublin, California, by Chairperson George Zika. Roll Call Present: Commissioners Zika, Donnell, Schmitt, Hernandez and Hudak Oral Communications Diane Lowart, Recreation Director, introduced John O 'Donnell, Director for East Bay Regional Park District and California Association of Park & Recreation Commissioners and Board Members . Mr. O'Donnell stated that he is the Director of Ward 3 for EBRPD, which covers Hayward, Castro Valley, Dublin, San Ramon and Danville. Mr. O'Donnell updated the Commission on the developments with the Regional Park District, stating that the two current priority projects that he is involved in at this time are ; 1) Animal Wildlife Rehabilitation Center, and 2 ) Obtaining ownership of the westside of Lake Chabot . In addition, Mr. O'Donnell updated the Commission on upcoming activities sponsored by the California Association of Park & Recreation Commissioners & Board Members . He will make sure that information is mailed to the Commission to keep them up-to-date on activities and schedules . Approval of Minutes Commissioner Hernandez indicated that the Tree Lighting Ceremony motion made on June 10 , 1986 (Page 3 , Paragraph 3 ) should be corrected to indicate that the motion was made by her and seconded by Commissioner Schmitt. It was moved by Commissioner Hudak and seconded by Commissioner Schmitt to approve the June 10, 1986 minutes as corrected. (Unanimous) The notes and tapes of the June 10th meeting were reviewed. The motion was correctly recorded as presented. Unfinished Business : Park Names At the June 23, 1986 meeting of the Dublin City Council, the Council considered the request of the Park and Recreation Commission to sponsor a contest to determine a name for Amador Lakes/Stagecoach Road Park. The Council was not in favor of running a contest and requested that the Commission decide on three (3 ) names for the park for the Council to choose from. Minutes - July 8, 1986 Page Two It is staffs recommendation that the Commission take the following action: 1. Deliberate on a name for Amador Lakes/Stagecoach Road Mini-Park 2 . Determine three (3 ) names for the Council to choose from The Commissioners chose the following three (3 ) names to be presented to the Council : 1 . Robbers Roost Park 2 . Happy Hollow Park 3 . Stagecoach Park Valley Artists The Valley Artists have submitted a request to utilize Shannon Center for 1) Second Wednesday of each month for demonstrations (excluding July & August) 7pm-lOpm; 2 ) Two (2 ) Annual Art Shows, Oct4-6 & May 16-18 . The availability of Shannon at this time for the 2nd Wednesday of each month starting in September is open. There is no weekend available until November 14-16. The May 16- 18, 1987 weekend is currently available. They are requesting that the rental fees be waived as they are a community based group. The rental policy adopted in April, prohibits groups using the Center on a regular or continuing basis and denys free use of groups not having 75% or more of their membership within the boundaries of the Dublin-San Ramon Services District. In order to grant the Valley Artists request, we would need to waive these two portions of the rental policy. Approximately 41% of the Valley Artists group reside within the Dublin-San Ramon Services District . It is staffs recommendation that the request be approved, with the stipulation that they must reapply on an annual basis, and in addition, not to waive the insurance requirements of providing the City with a certificate of liability of insurance ( $500, 000 minimum coverage for bodily injury and property damage) . Dorothy Harder, President of the Valley Artists, thanked the Commission on behalf of the Valley Artists for considering their request for use of Shannon Center for their Art Shows, and indicated that they are having a problem in obtaining insurance coverage . Diane asked if the Valley Artists would consider changing their meeting to Tuesdays instead of Wednesdays? They agreed to change their request from the third Wednesday of each month to the third Tuesday. The request was amended for use on the 3rd Tuesday of each month from 7-10p.m. in the East Room. Minutes - July 8, 1986 Page Three It was moved by Commissioner Hudak and seconded by Commissioner Hernandez to suspend the rental policy for the Valley Artists, provided that they submit an insurance certificate of liability for the dates discussed for one year. (Unanimous) Spring 1986 Quarter Report Diane Lowart, Director of Recreation, reviewed the Spring Quarter Report for the Commission. During the Spring a total of "80" classes were offered, with a combined success rate of 68% . This figure is up 14% from the same quarter last year. The Preschool Program completed its first year of operation. An afternoon session will be available in the Fall to accommodate the growing interest . The Afterschool Program completed its second year of operation at Murray & Nielsen. Murray had a consistent average of "60" children per day. Nielsen ' s enrollment picked up slightly after returning to the site after the Winter quarter at Shannon, averaging "12" children per day. Efforts are being made to obtain a portable, so as not to interrupt the program. Commissioner Zika asked if there is an alternate location available? Diane replied that Fredericksen would be a possible site, however the YMCA has a program there before and after school . Approval of the School Board would be required. Comissioner Zika expressed concern about the low enrollment at Nielsen and felt that if the need for the program does not exist, then perhaps the program is not feasible. Diane stated that if the enrollment in the program has not improved by December, it should be reviewed for changes or cancellation. There was only one Special Event in the Spring. The "Spring Lake Festival" held at Shadow Cliffs on April 20, co-sponsored with East Bay Regional Parks , Livermore, Pleasanton and San Ramon Recreation Departments . Utilization of Shannon Center was down approximately 2% from Spring of 1985 . There was a slight decrease in the private rentals, but the building was utilized more for classes . Other Business : Dublin Sports Grounds - Commissioner Hudak stated that over 1, 000 kids from various Dublin leagues such as little league, softball, and soccer utilize the Dublin Sports Grounds . It is felt that the user fees should be waived for these groups . It was moved by Commissioner Hudak and seconded by Commissioner Schmitt to waive the user fees for all Dublin non-profit groups for the use of the Dublin Sports Grounds, in accordance with the Facility Use Policy for Shannon Center set on March 24, 1986 . • Minutes - July 8, 1986 Page Four Discussion - Commissioner Hudak presented figures of the user fees paid by each group for the ' 86 season: Dublin Adult Soccer League - $3, 240 (estimate) ; Little League - $1, 632 .75; Tri-Valley Softball - $3,432 . Robert Trimble, Dublin United Soccer League, submitted a list showing their membership and expenses from 1980-1986. He requested that the Commission pass the motion to waive the user fees, as their membership is dropping and families are finding it difficult to pay the registration fees . Diane asked Mr. Trimble if the fees were to be waived, would the participants receive a rebate? Mr . Trimble replied that it would be a possible option. Commissioner Zika stated that approval would be on the condition that the fees be rebated to the participants . Diane stated that if the motion passes, that a written rental policy would need to be developed and further research done prior to submitting anything to the City Council . She also indicated that due to the temporary absence of the Recreation Supervisor, the timing for development of a new policy is bad. Commissioner Zika suggested that the subcommittee draft a policy by September . Mr . Trimble urged the Commission to accomplish this task this year. Commissioner Hudak withdrew the motion, and Commissioner Schmitt withdrew the second. Valley Community Swim Center - Commissioner Hudak expressed his concern regarding the poor condition of the bottom of the Valley Community Center pool. Diane suggested that he report it to the Health Department, who will investigate the problem. Request for Use of Fallon School - Tanya Clark, Book Sales Chairperson of The Friends of the Dublin Library, requested use of the Fallon School library for sorting and storing donated books, etc. , and use of the multi-purpose room for their annual book sale. Diane stated that at this time, the City has no control over the Fallon School Site and suggested she contact the School District . Teens - Commissioner Schmitt asked if the High Schools will be visited to gather information from the teens for a Teen Program? Diane replied that it will be the new Recreation Supervisor ' s job to schedule visits with the schools . Commissioner Hudak requested that the Teen Center be added to the next agenda for discussion. Minutes - July 8, 1986 Page Five Staff Reports: Tree Lighting Ceremony - The City Council approved the tree lighting ceremony at Shannon, providing that it will be possible to light a tree.
