CITY OF DUBLIN
PARK AND RECREATION COMMISSION
MEETING DATE: June 10, 1986
The June 10 , 1986 meeting of the Park and Recreation Commission
was called to order at 7 :30p.m. at the Shannon Community Center
Dublin, California, by Vice Chairperson Barbara Donnell.
Roll Call
Present: Commissioners Donnell, Schmitt, Hernandez and Hudak
Absent : Commissioner Zika
Approval of Minutes
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez to approve the minutes of May 13, 1986 as submitted.
(Unanimous)
Written Communications
Correspondence has been received by John O 'Donnell, Director of
the East Bay Regional Park District and Director of the
California Association of Park & Recreation Commissioners and
Board Members . It is recommended that the Commission review the
correspondence and direct staff to respond as necessary.
It was moved by Commissioner Hernandez and seconded by
Commissioner Schmitt to have John O 'Donnell attend a Park and
Recreation Commission meeting and speak to the Commission.
(Unanimous)
Unfinished Business :
Park Names
The Park and Recreation Commission has been tasked with making a
recommendation to the City Council on a name for the Amador
Lakes/Stagecoach Road Mini-Park. As this is the first of four
new parks that will require names, it is suggested that the
Commission establish guidelines for the naming of parks .
It is is staffs recommendation that the Commission:
1. Establish guidelines for naming parks
2 . Determine a name for Amador Lakes/Stagecoach Road
Mini-Park
3 . Direct staff to notify the Council of the Commissions
recommendation

It was moved by Commissioner Schmitt and seconded by Commissioner
Hudak to delete item #4 from the guidelines for naming parks
after living or deceased individuals . (Unanimous)
Commissioner Hudak suggested having a park naming contest through
the local schools . Commissioner Hernandez agreed that the
community should be involved. Commissioner Schmitt stated that a
contest would be held for the Amador Lakes/Stagecoach Road Mini-
Park only.
It was moved by Commissioner Hudak and seconded by Commissioner
Schmitt to approach the City Council to pursue a contest
involving all Dublin residents in naming the Amador
Lakes/Stagecoach Road Mini-Park, using the local newspapers as a
medium. (Unanimous )
New Business :
Summer Quarter Special Events
Summer class brochures were mailed on May 23 . Response has been
very good and some classes are already beginning to fill .
In addition to the brochure, numerous news releases have been
submitted to community newspapers and cable television. Fliers
have been distributed through the schools and Shannon Center
classes . Once again, the trips and tours look promising. The
Impressionist Exhibit sold out on the first day of registration,
including the "10" additional tickets we were fortunate enough to
obtain. The office has had numerous inquiries regarding the
Summer Playground Program. We anticipate good enrollment again
this year.
Fall Quarter Special Events
The Fall Quarter special events include Halloween, Breakfast with
Santa and the Tree Lighting Ceremony
Halloween
Staff proposes to have a costume contest co-sponsored by local
merchants, or a costume roller skating party. Staff recommends
that the event be scheduled for Friday, October 31 in the
evening, as an alternative to trick-or-treating.
Commissioner Hudak suggested that the event be held in the
afternoon, so as not to interfere with the planned school
programs . Commissioners Schmitt and Hernandez agreed.

Breakfast with Santa
Staff recommends that the event include a pancake breakfast
sponsored by a service organization. Expenses would be recovered
through an admission fee. The event would be held at Shannon
Center, on Saturday, December 6 . Staff recommends that the gift
exchange and craft project be continued as last year. It is also
recommended that the event be relocated to Fallon School (if
available) due to the superior kitchen facilities located there.
Diane stated that she would contact local service clubs as
possible sponsors . Commissioner Hudak suggested checking with
the Lions Club.
Tree Lighting Ceremony
The format for this event would remain basically the same as in
the past, with local groups providing the entertainment . Santa' s
arrival would occur earlier, since most of the children had
already departed last year . The event is scheduled for Monday,
December 8 at the library. Another option would be to relocate
the event to Shannon Center with the entertainment presented in
the Social Hall.
Commissioner Schmitt stated that parking was a problem last year
at the library. Commissioner Hernandez stated that she had
received several complaints from the schools regarding the
crowded conditions .
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez that the City have the tree lit at the library
throughout the season, but that the actual tree lighting ceremony
take place at Shannon Center with entertainment and refreshments .
If possible, to have the oak tree near the bridge lighted as
well . (Unanimous )
Field Scheduling - Dublin Sports Grounds
Staff informed the Commission that effective July 1, 1986, the
City will assume responsibility for the field scheduling at the
Dublin Sports Grounds .
Diane Lowart stated that staff recommends that we continue to
utilize the fee schedule and reservation procedure used by DSRSD
for the remainder of the 1986 season. All permits will be
honored that have been issued to date . Staff will be notifying
the user groups about the change in scheduling responsibilities
within the next week.

Robert Trimble and Steve Jones of the Dublin Soccer League voiced
their concerns in regards to maintenance, scheduling, fees, snack
bar key availability, storage, fencing, and emergency access .
Diane stated that meetings will be scheduled with the various
groups to discuss their concerns.
Commissioner Schmitt felt that the maintenance of the fields is
below standards and that DSRSD should be urged to improve them.
Commissioner Hudak called attention to items #4 , 8, of Exhibit A,
Athletic Field Reservation - Continuous Use, and items #11, 13 ,
14 and 17 of Exhibit A, Field Use Rules .
It was moved by Commissioner Hudak and seconded by Commissioner
Schmitt for the City to waive the user fees for all Dublin
groups, with the City paying 85% of cost to DSRSD.
After discussion, Commissioner Hudak withdrew the motion and
Commissioner Schmitt withdrew the second.
Commissioner Hudak requested that two members of the Commission
be appointed to look into the waiver of user fees for Dublin
groups by the next meeting. Commissioner Schmitt and Hudak
volunteered.
Other Business
Commissioner Hudak stated that he would like to see the
Commission pursue establishing a Teen Center. Diane Lowart,
Recreation Director, stated that copies of all the agenda
statements and minutes of all meetings at which teen activities
were discussed will be given to him for his review.
Commissioner Hernandez suggested a valley-wide Livermore,
Pleasanton, Dublin annual picnic (City, Park & Recreation, or
public ) . Diane suggested to place on hold, until the Commission
hears what John O 'Donnell of the California Association of Park &
Recreation Commissioners has to say, and perhaps it will tie in
with something already planned.
Commissioner Hernandez asked if the downstairs room would be
available for use in May and November by Tanya Clark, Chairman of
the book sales for Dublin Library? Diane requested that the
library submit a request in writing and be considered by the
Commission.
Commissioner Hernandez asked about the status of the Shannon
Center kitchen. Diane stated that the Building Improvement Plan
is behind schedule and expects to have preliminary plans by next
week.

Staff Reports
Diane distributed copies of the Budget & Capital Improvement
Program, Proposed 1986-87. It was suggested that the Commission
look at the Capital Improvement Program for the park development
schedule for the next five years. A budget workshop is scheduled
for Tuesday, June 17 at 6pm and a budget hearing for Thursday,
June 26 at 6pm. here at Shannon in the East Room. The public is
invited to attend and the Commission is urged to attend.
East Dougherty Hills Park
Singer & Hodges, Inc. has been hired to begin phase I
(specifications, etc.) of the design and development for East
Dougherty Hills Park.
Announcements
Cindy Benson, Recreation Supervisor, will be leaving next month
to have her baby. She will be returning as part-time. We are
now recruiting for a Recreation Supervisor.
Since Eric Ovlen will be leaving town tomorrow, the plans for
dinner will be for late June or early July.
