HomeMy WebLinkAbout05-13-1986 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE : May 13 , 1986 The May 13 , 1986 meeting of the Park and Recreation Commission was called to order at 7 : 35p . m. at the Shannon Community Center, Dublin , California , by Vice Chairperson George Zika . Roll Call Present : Commissioners Zika , Schmitt , Hernandez and Donnell Approval of Minutes Commissioner Zika requested that the motion on Page 2 , Paragraph 5 ( East Dougherty Hills Park Design ) , of the April 1 , 1986 minutes be corrected to read "Passed" and not "Unanimous" . It was moved by Commissioner Hernandez and seconded by Commissioner Donnell to approve the minutes of April 1 , 1986 as corrected. (Unanimous ) It was moved by Commissioner Donnell and seconded by Commissioner Hernandez to approve the minutes of April 8 , 1986 as submitted . (Unanimous ) Election of Chairperson Park and Recreation Commission Chairperson Eric Ovlen has resigned from the Commission , as he will no longer be residing in Dublin . The Bylaws and Rules of Procedure state : Vacancies - In case of any vacancy in the office of Chairperson or Vice Chairperson , the vacancy shall be filled by an election held at the first regular meeting after the occurrence of such vacancy. The person so elected shall serve the balance of the term. Although Commissioner Ovlen ' s position on the Commission has not yet been filled , it is recommended that we elect a new Chairperson at the May meeting to serve the remainder of his term. It was moved by Commissioner Donnell and seconded by Commissioner Schmitt to elect Commissioner George Zika as Chairperson . (Unanimous ) It was moved by Commissioner Hernandez and seconded by Commissioner Schmitt to elect Commissioner Donnell as Vice Chairperson . ( Unanimous ) Minutes - May 13 , 1986 Page Two Winter Recreation Report Diane Lowart , Recreation Director, read the Winter Recreation Program Information , which included a Registration Analysis and Quarterly Activity Report . Commissioner Schmitt asked if it is normal for the winter enrollment to decline . Diane replied , yes . Commissioner Zika asked for the types of programs that seemed to do well during the Fall. Diane stated that the holiday craft classes and computer classes had very good registration during the Fall . Next year, the winter brochure will be mailed after the holidays . We are hoping that by mailing it out later , enrollment may be improved . Commissioner Zika was concerned about the low enrollment in the Teen Programs offered . Diane stated that meetings with the school principals will be scheduled to obtain permission to go on campus and receive student input and ideas . Summer Youth Program Diane Lowart , stated that staff has been attending meetings of the Valley Area Task Force Committee - Summer Jobs for Youth Program. These meetings; are coordinated through Alameda County Training and Employment Board/Associated Community Action Program (ACTEB/ACAP ) . The committee is investigating the possibility of creating a valley-wide summer youth employment program. In order to create a valley-wide network , offices would be established in Dublin , Livermore and Pleasanton , and funded by each individual city. At the April 14, 1986 meeting of the Dublin City Council , the Council authorized participation in the Summer Youth Employment Program. Staff anticipates that the program will cost the City between $2 , 650 to $3 , 250,. These funds will provide for a Part- time Recreation Specialist to coordinate the program. On April 30 , 1986 , ACTEB/ACAP voted to match the funds provided by the City to further supplement the program. The additional funding will allow for the Recreation Specialist to work 16-20 hours per week . Recruitment is currently underway with an anticipated program start date of May 19 , 1986 . Funding of Non-Profit Groups The Council has directed staff to develop policies related to funding of non-profit groups . The Park and Recreation Commission was directed to address the philosophical issues and the Council will address the financial considerations . Minutes - May 13 , 1986 Page Three In order to aid the Commission in development of a policy, staff recommends the following procedures : 1 ) Discuss the Philosophy of Providing Funding to Non- Profit Groups 2 ) Determine the Criteria for Eligible Groups 3 ) Determine the Criteria for Eligible Program/Projects 4) Direct Staff to Propose a Written Policy for City Council Review After a lengthy discussion , it was the consensus of the Commission that they did not feel it was appropriate for the City to fund individual groups and that the City ' s funds should be used to serve the entire community. The Commission questioned the actual need for funding groups and thought that by offering funds we may be creating the need. It was suggested that instead of providing financial assistance, we instead provide in-kind services such as utilization of Shannon at no cost or lending them supplies . It was moved by Commissioner Zika and seconded by Commissioner Donnell that the Commission respond to the Council as follows : At this time , we do not feel that •a need exists to provide financial assistance to non-profit organizations . Instead, we can provide certain in-kind services such as utilization of Shannon Center at no cost or a lending library of equipment . ( Unanimous ) Staff pointed out the fact that the newly adopted rental policy allows Dublin-based groups to utilize the Center for free during business hours and for $8 . 00/hr in the evening and on weekends . This may not apply to valleywide community groups with Dublin residents , as the policy states that 75% of their members must be Dublin/DSRSD residents. The Commission agreed to review the policy after six months to determine if this requirement was realistic. In the meantime, groups could be looked at on a case by case basis for policy exceptions . Commissioner Schmitt requested that Dublin-based groups be sent a copy of the new policy so that they are aware of the Centers availability. Park Names The Park and Recreation Commission has been tasked with making a recommendation to the City Council on a name for the Amador Lakes/Stagecoach Road Mini-Park . As this is the first of four new parks that will require names , it is suggested that the Commission establish guidelines for the naming of parks . Minutes - May 13, 1986 Page Four 1. Establish Guidelines for Naming Parks 2. Determine a Name for Amador Lakes/Stagecoach Mini -Park 3. Direct Staff to Notify the Council of the Commissions Recommendations The Commission tabled the naming of the Amador Lakes/Stagecoach Road Mini -Park for the next scheduled Commission meeting. Other Business Commissioner Schmitt stated that she and Eric Ovlen were appointed to be on a Activity Committee. Now that Eric is leaving, someone else will have to be appointed. Diane stated that perhaps we should wait until a new Commissioner has been appointed. Commissioner Zika felt that some type of certificate should be given to Eric Ovlen for his service to the Commission. Commissioner Hernandez suggested taking him to dinner. Diane said that she would call a few restaurants for dates, costs, etc. Staff Reports Masterolanning Calendar A Masterplanning Calendar was distributed to the Commissioners. The calendar listed holidays, meetings of school boards, Planning Commission meetings, City Council meetings, brochure followup, special events, etc. The Commissioners were asked to review the calendar and to add anything they might like to see included. Commissioner Hernandez asked if the Christmas Tree Lighting Ceremony would be held at Shannon? Diane replied that she did not know if the City Council would go for having a ceremony at the library and also at Shannon. The Commission's suggestion will be submitted to the Council in the form of an agenda statement at a future meeting.
