HomeMy WebLinkAbout04-08-1986 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: April 8, 1986 . The April 8, 1986 meeting of the Park and Recreation Commission was called to order at 7 : 30p.m. at the Shannon Community Center, Dublin, California, by Chairperson Eric Ovlen. Roll Call Present: Commissioners Ovlen, Donnell, and Hernandez Absent: Commissioners Schmitt and Zika Approval- of. Minutes It was moved by Commissioner Donnell and seconded by Commissioner ' Hernandez to approve the minutes of March 11, 1986 as submitted. (Unanimous) Park Development. Plan Commissioner Ovlen welcomed the public in attendance and stated that the format for this evenings agenda will include 1) Presentation by Singer & Hodges, 2 ) Public Comment, and 3 ) Commission Recommendation. Phil Singer of Singer & Hodges, stated that the park plans for Dolan, Mape and Shannon have been changed to reflect public suggestions . Shannon Park Renovation Mr. Singer stated that the consensus of the public seemed to be in favor of improving the parking area to better accommodate the groups that utilize the center, as well as the handicapped. The walkway leading up to the center could be improved by adding a plaza area with seating, and a stepped walkway with ramps for the handicapped. Other improvements would include a water focal point and terraced area for community activities . Tennis courts were not favored among the majority of the public . The concepts of the play areas and elements proposed for the park were presented by Mr. Hodges . The proposed play areas would include a tot lot with nearby seating for parents, a spray pool for all ages, a play area for older children, and an open play area. It has also been proposed to screen off the water pump station. At this point in the meeting Singer & Hodges showed slides of other parks, pointing out the types of walkways, exercise stop areas, playgrounds, etc . Minutes - April 8, 1986 Page Two Public Comments Tennis Courts - neighborhood not in favor Parking - expand rear parking for handicapped Restrooms - additional restroom needed Picnic Tables - additional tables needed Hill Slope (SR Rd) - improve and regrade It was moved by Commissioner Hernandez and seconded by Commissioner Donnell to accept "Plan A" (without the tennis courts ) as submitted. (Unanimous) It was moved by Commissioner Donnell and seconded by Commissioner Hernandez that it be recommended to the City Council to consider the following modifications to the plan in the next phase of development: 1 . Additional parking and improving the accessibility for the handicapped 2 . Evaluation of picnic facilities 3 . Accessibility and use of the area in the rear of the building (Unanimous) The meeting was adjourned at 8 : 40p.m. for a five minute break. The meeting was reconvened at 8 : 45p.m. Dolan. Park Mr. Singer stated that at the neighborhood meetings it was reflected that there exists a need for Dolan to be a passive park site. The park would have a play area with open space and picnic tables . There would also be as play area for young adults and older children. It was also important to the neighbors surrounding the park site, that the site be open for surveillance . Public Comments Run-off - nearby homes Barbecue pits - keep at minimum Wheel Chair Access - curbs Restroom - within the park Timeline - for scheduled development Power Pole - remove It was moved by Commissioner Donnell and seconded by Commissioner Hernandez to approve the plan in concept and to consider the Minutes - April 8, 1986 Page Three the addition of a restroom at this park in the future, if it is warranted (Unanimous ) It was the consensus of those neighbors present and the Commission that the power pole is an important issue for this park site. Commissioner Ovlen suggested that those concerned should bring this issue to the attention of the City Council . The meeting was adjourned for a five minute break at 9 :15p.m. The meeting was reconvened at 9 : 20p.m. Mape Park It was the consensus at the meetings that the play area needed the most improvement. It is proposed to include a tot lot with small scale equipment and seating area, shade area, and an older children play area with larger scale play equipment. The existing tables are in fair condition, requiring only very little repair. Public Comment Restrooms - needed Fencing - along front of park at the street It was moved by Commissioner Hernandez and seconded by Commissioner Ovlen to accept the plan for Mape Park as submitted. (Unanimous) Commissioner Ovlen announced that East Dougherty Hills will be on the City agenda on April 14 , and the other five plans will be on the April 28 agenda. 1986-87 FY Budget Diane Lowart, Recreation Director, stated that budget preparations are currently underway for the 1986-87 Fiscal year. Commission input and recommendations are requested on the service levels provided to the community. The Current Service Level provides for three full-time staff and 7, 320 hours of part-time staff. Higher Service Level I provides for a Recreation Coordinator-Senior Citizens to manage the proposed Senior Citizens Center at a cost of $48, 600 . Higher Service Level II will provide for a Recreation Coordinator-Sports to handle the increased demand for sports programming in the City, as well as the scheduling of the Dublin Sports Grounds at a cost of $29 , 580 . Minutes - April 8, 1986 Page Four It is the recommendation of staff that the Commission; 1) Review the proposed Budget; 2 ) Make changes or recommendations ; and 3 ) Direct staff to submit to City Manager for approval . Commissioner Ovlen questioned the addition of two part-time Recreation Coordinators instead of an additional full-time person. Diane stated that the two proposed positions, sports and seniors, are not really compatible to incorporate into a full- time position. After one year, the positions will be evaluated and recommended to be full-time if the expansion in programs- warrants this . Commissioner Ovlen stated that at one of the past meetings, the concept of funding community groups was explored. What is the status of funding community groups? Diane replied that the Council has directed the Recreation and Park Commission to come up with a policy on funding of community groups . The Council will review the policy and make a decision. It was moved by Commissioner Donnell and seconded by Commissioner Hernandez to accept the Highest Service Level for the 1986-87 FY Budget . (Unanimous) Capital Improvement Plan As part of the Budget Process, the Capital Improvement Program (CIP) needs to be reviewed and new projects added as necessary. It is staffs recommendation that the Commission review and prioritize the projects . Staff will then determine the costs associated with each project and notify the Council of the Commissions recommendations . The Commission prioritized the projects as follows : 1 . Amador Lakes Mini-Park 2 . Shannon Park Renovation 3 . Shannon Center Kitchen Renovation 4 . Senior Center Acquisition 5 . Kolb Park Improvements 6 . Mape Park Renovation 7 . Dolan Park 8 . East Dougherty Hills Park 9 . Dougherty Hills Park It was moved by Commissioner Donnell and seconded by Commissioner Hernandez to approve the priority as indicated. (Unanimous ) Minutes - April 8, 1986 Page Five Other Business Commissioner Hernandez stated that while attending the conference in Fresno, it was mentioned in many of the workshops that Human Services has been added as a part of Parks & Recreation. It was suggested that people be appointed to special committees to handle the various areas of human services that the community could benefit from. She noted that the Commission should be better represented at meetings in the community, and we should appoint Commissioners to attend. Commissioner Ovlen recommended that at the next meeting that there be a definition of the kinds of committees, and an agreement of the commission of the kinds of committees that would be appropriate. Commissioner Ovlen announced that this will probably be his last Commission meeting, has he has recently sold his home and will not be in Dublin much longer.
