PARK AND RECREATION COMMISSION
SPECIAL MEETING DATE: April 1, 1986
The April 1, 1986 special meeting of the Park and Recreation
Commission was called to order at 7 :30p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Eric Ovlen.
Roll Call
Present: Commissioners, Ovlen, Schmitt, Donnell, Hernandez
and Zika
Park Development Plan
Singer & Hodges, Inc. , Landscape Architecture has been retained
to design a Park Development Plan for the City of Dublin. Two
public meetings have been held for each of the following six park
sites : Dolan, Dougherty Hills, East Dougherty Hills, Kolb, Mape
and Shannon. As a result of those meetings the consultant has
modified the park designs to reflect the publics concerns . The
following three park sites will be presented for Commission
review: Kolb, Dougherty Hills and East Dougherty Hills .
East Dougherty Hills
Phil Singer stated that it was important for the neighborhood and
Commission to consider the plan for design and access. The creek
would have a naturalistic edge, and be easily accessible . There
would be an open play area with parking off the street.
Commissioner Zika asked if there would be access across the creek
by a bridge, and if the lawn would be able to take the water
flow? Mr . Singer replied that there is a proposed predestrian
bridge to be placed at the narrowest area of the creek.
Experience has proven that lawn will act as a conduit.
Commissioner Donnell felt that a fence would lessen visability.
Mr. Singer replied that what needed to be addressed at this time,
is whether the creek should be accessible or fenced. Options
suggested were : 1) fence completely; 2 ) fence completely with
some access points ; or 3 ) fence off during flood season only.
Ron Nahas, Developer, concurred with the design of the park.
However, was concerned about the loss of space and the actual
hydraulic impact. He suggested a narrower channel to eliminate
the rush of water during the flooding season, and to provide
trails down into the creek.
Commissioner Zika asked what the difference in cost would be to
do the creek as proposed or to include trails? Mr . Singer
replied that it would cost $380, 000 more to do the creek as
proposed, and $150, 000 to revegetate the creek.

Commissioner Ovlen suggested that the Commission make some
recommendations of the general design of the park, and the
perferred option on the creek.
At this point in the meeting, Phil Singer showed slides of
various creek conditions .
It was moved by Commissioner Zika and seconded by Commissioner
Schmitt to approve the concept that the architect has designed
for the creek with the widened channel as proposed on the plan.
(Unanimous )
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez to accept the park design as submitted. ( Zika - Aye;
Schmitt - Aye; Donnell - Aye ; Hernandez - Aye ; Ovlen - Nay:
(Unanimous )
The meeting was adjourned for a five minute break at 7 : 55p .m.
At 8 : 00p.m. , the meeting was reconvened.
DOUGHERTY HILLS PARK
Mr. Hodges stated that the basic idea of the park is that it is
to be left as a natural hill site and not extensively developed.
A trail system would be along the entire top of the ridge making
a loop back to the existing road. Along the edge of the
subdivision now being developed, fire resistant plant material
would be put in.
Commissioner Schmitt questioned the fencing that would be done.
Mr. Singer stated that the concept for the fence would include an
open rail fence, a 4 ' mesh type fence along the steep area, with
a 6 ' chain link fence along Stagecoach Road.
It was moved by Commissioner Zika and seconded by Commissioner
Donnell to accept the park design as proposed. (Unanimous)
Kolb Park
Mr. Singer stated that there were two strong directions from the
neighborhood meetings : 1) Creation of a good extensive play area;
2 ) Provide amenities for the seniors.

The existing tennis courts should remain but need to be upgraded.
The play area would include a tot lot, tricycle area, older
children play area with parent seating. The senior area would
have a picnic area, game tables, shade and sun areas, barbecues
and a terrace.
Commissioner Ovlen asked if parking would be needed. Mr. Singer
replied that parking is available along the perimeter of the
park. Commissioner Schmitt asked if the tricycle area would
accommodate skateboards? Mr. Singer replied, yes .
It was moved by Commissioner Donnell and seconded by Commissioner
Zika to accept the park design as proposed. (Unanimous)
Being no further business, the meeting was adjourned at 9 :35p.m.
