PARK AND RECREATION COMMISSION
MEETING DATE: March 11, 1986
The March 11, 1986 meeting of the Park and Recreation Commission
was called to order at 7 :30p.m. at the Shannon Community Center,
Dublin, California, by Chairperson Eric Ovlen.
Roll Call
Present : Commissioners Ovlen, Schmitt, Donnell, Hernandez and
Zika
Approval of Minutes
It was moved by Commissioner Donnell and seconded by Commissioner
Hernandez to approve the minutes of February 11, 1986 as
submitted. (Unanimous )
The Valley Artists Inc . , Grant Application
The City has received an application for funding from the Valley
Artists Inc . The Valley Artists is a non-profit organization
comprised of local artists . They are requesting support of
meeting facilities, equipment and services totalling $2 , 898 . 00 .
Sharon Nichol, Vice President, gave a brief presentation to the
Commission. She stated that the Valley Artists Inc . is an
organization with funds raised from two arts shows in the Spring
and Fall. Workshops are conducted every Thursday and
demonstrations every month. Members pay $10 . 00 for yearly dues
( $5 . 00 for seniors) . The White House facilities currently being
used are inadequate, and the group has no exposure for growth.
The Valley Artists are requesting funding through the City of
Dublin, so that the organization may be active and grow within
the community.
Commissioner Ovlen stated that the City does not have a policy
which provides funding for community groups . Funding has not
been included in the FY1985-86 Budget for this purpose. However,
the Commission will consider under the budgetary process for the
1986-87 fiscal year.
Shannon Center Rental Policy
In the staff review of the revised policy prior to submittal to
the City Council, it was determined that there were two areas in
need of further clarification; Classifications of Users and
Application Timeline . Revisions of these two areas have been
submitted for Commission approval .

It was moved by Commissioner Ovlen and seconded by Commissioner
Zika to approve the revisions as submitted, and to submit to the
City Council for adoption. (Unanimous )
Park Development Plan Update
The first series of neighborhood meetings associated with the
Park Development Plan were held on February 12, 13 , 19 and 20 .
The second series of meetings are scheduled as follows :
March 13 Mape and Dolan 7 : 30pm Nielsen School
March 18 Kolb 7 : 30pm Murray School
March 20 Dougherty Hills 7 : 00pm Frederiksen
East Dougherty Hills School
March 25 Shannon 7 : 30pm Shannon Center
Singer & Hodges, consultants for the Plan, are revising the
preliminary park designs based on the comments received by the
public .
Camp Parks Sports Consortium
The Camp Parks Sports Consortium has been organizing adult sports
programs at the Gymnasium, located on the Camp Parks Military
Base since Fall of 1976 . On January 21, 1986 we received notice
that we must vacate the gym by March 15, 1986 . We have asked the
Army to reconsider and allow us occupancy through April 1986 as
originally agreed upon. To date, there has been no official
answer to our request . The Consensus of the consortium
representatives is that we must make plans in the event that Camp
Parks is no longer available to us .
The Commission proposed that an appropriation of funds be
included in the 1986-87 Budget for adult sports programs .
Diablo Valley Foundation for the Aging
The San Ramon Valley Chapter of the Diablo Valley Foundation for
the Aging has raised approximately $27, 000 to fund two 1-year
positions for professional senior services personnel in the San
Ramon Valley.
The San Ramon Valley Senior Council is not prepared to provide
professional recreation consultation to the coordinator, nor to
manage payroll or provide duplicating services for a periodic
senior newsletter/calendar. Therefore, the San Ramon Valley
Chapter of the Diablo Valley Foundation for the Aging and the San
Ramon Valley Senior Council is requesting that :

1. The cities of San Ramon, Dublin and Danville provide
periodic professional consultation for the half-time
Recreation Coordinator for senior activities .
2 . The use of the City of San Ramon' s copy machine .
3 . A desk and telephone be provided to the Recreation
Coordinator, by the Seniors, at the Danville Veteran' s Hall
and White House Drop-In Center at least one day per week.
4 . The Town of Danville handle payroll administration for the
position.
It was moved by Commissioner Zika and seconded by Commissioner
Donnell to support this as a one-year pilot project, and that
staff notify the City Council. (Unanimous)
1986 Fourth of July Special Event
In order to have a successful Fourth of July Special Event,
preliminary planning needs to be initiated. Staff recommends the
formation of a committee comprised of two Commissioners , staff
and perhaps members of the Council or the community at large.
This committee would have the responsibility of determining the
nature and scope of this event, as well as securing facilities,
prize donations and staffing.
Commissioner Schmitt suggested not having a Fourth of July event
this year, but rather plan a special event in August.
Commissioner Hernandez suggested something like Pioneers or
Founders Day. ' After discussion, it was the consensus of the
Commission not to have a Fourth of July Celebration this year.
Commissioner Ovlen recommended that the City of Dublin support
the San Ramon Fourth of July event, and that the committee begin
framework for a late summer event for the City of Dublin
Commissioners Ovlen and Schmitt volunteered as committee members .
Master Planning Calendar
At the February 11, 1986 meeting of the Park and Recreation
Commission, Chairperson Ovlen introduced the concept of a
Department Master Planning Calendar. The following are those
items suggested by the Commission:

Other Business
Zev Kahn, resident, expressed his concern regarding the large
enrollment of younger children in the current session of
preschool, requiring additional attention and parent
participation. Diane Lowart, Recreation Director responded by
stating the children enrolled met the minimum age requirement,
and that the parent participation has not exceeded the 2-3 times
required by each session.
Staff Reports
St. Patrick's Day Celebration
Diane Lowart, stated that the St. Patrick's Day Celebration will
be held rain or shine. Since weather reports have indicated the
chance of rain, a telephone number with a recorded message is
available for the groups to call for information.
Goals and Objectives Study Session
The study session has been scheduled for March 13, 1986 at 7p.m.
at the Shannon Community Center.
CPRS Conference
Commissioner Schmitt stated that she was disappointed in the
cancellation of several workshops. Commissioner Zika felt that
the conference was poorly organized. He was disappointed in the
workshops that were cancelled, and the separate locations of the
hotel rooms and conference workshops was an inconvenience.
Senior Citizen Bond Act Status
The application has been approved for $78,000.
