PARK AND RECREATION COMMISSION
MEETING DATE: February 11, 1986
The February 11, 1986 meeting of the Park and Recreation
Commission was called to order at 7 : 35p.m. , at the Shannon
Community Center, Dublin, California, by Chairperson Eric Ovlen.
Roll Call
Present: Commissioners Ovlen, Schmitt, Donnell and Hernandez
Absent : Commissioner Zika
Approval of Minutes
Commissioner Donnell stated that the nomination of Commissioner
Zika for Co-Chairperson was made by her and seconded by
Commissioner Schmitt. The correction was noted and the minutes
were approved as corrected.
Goals and Objectives
The 1986 Goals and Objectives were presented for Commission
review and adoption. The Commission found them to be acceptable.
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez that the 1986 Goals and Objectives be submitted to the
City Manager and that it be indicated that they are not in order
by priority. (Unanimous)
Shannon Center Rental Policies
The 2nd draft of the Shannon Center Rental Policies was presented
for Commission review and adoption . The Commission was in
agreement with the changes made by staff. Commissioner Ovlen
observed that our rental rates appear to be in the ballpark with
the other agencies surveyed. Comissioner Schmitt feels that
rental rates should be kept low as long as costs are covered as
the rentals are not a major source of revenue for the City.
It was moved by Commissioner Schmitt and seconded by Commissioner
Hernandez to adopt the Option I Fee Schedule for Classifications
II and III (Unanimous)
It was moved by Commissioner Donnell and seconded by Commissioner
Schmitt to adopt the revised Shannon Center Rental Policies and
direct staff to present them to the City Council for review and
adoption. (Unanimous )

St. Patrick ' s Day Celebration
Commissioner Schmitt updated the Commission on the St. Patrick' s
Day Festivities . A joint meeting was held with the Lions Club
and Recreation Department representatives . The parade will begin
at Handyman and end at Albertsons with a D.J. from KKIQ as the
Grand Marshall . The community celebration at Shannon Park will
involve local non-profit organizations, entertainment and a
dinner/dance.
Commissioner Hernandez reported on the entertainment and asked
Diane to followup with a letter to the groups .
Commissioner Ovlen stated that it sounded as if the event were
more organized then in past years .
Park Development Plan
The Commission was updated on the progress of the Park
Development Plan. Neighborhood meetings are scheduled to begin
February 12 , 1986. Commissioner Ovlen asked for volunteers from
the Commission to attend the meetings .

Diane was directed to contact Commissioner Zika to inquire as to
his availability for the meetings .
Commissioner Ovlen called for a special meeting on April 1, 1986
at 7 : 30p.m. for the purpose of reviewing the final park designs .
Spring Schedule of Classes & Programs
The 1986 Spring Brochure will highlight the St . Patrick' s Day
events and the Egg Hunt. The brochure is scheduled to be mailed
March 7, providing a major source of publicity for these events .
Registration will begin March 10 for residents, March 17 for
non-residents . Classes will begin the week of April 7 . Diane
Lowart highligted some of the new classes and programs being
offered and asked for Commission comment and suggestions .
Commissioner Hernandez questioned staff on providing discounts
for Seniors to take classes or offering scholarships . Diane
Lowart has surveyed other agencies and found that very few
agencies offer discounts or scholarships for seniors . Instead,
free classes for seniors are taught by volunteer instructors
through Senior Centers .

Commissioner Ovlen suggested that we recruit an intern to develop
a volunteer program for the Department . Volunteers could then be
recruited to teach classes for no charge to participants .
Other Business
Commissioner Ovlen commented on his involvement with the
interviews for architects for the Building Improvement Plan.
Diane Lowart indicated that staff is conducting a final review of
the candidates and hopes to have a recommendation to Council at
their February 24 meeting.
Staff Reports
Goals & Objectives Study Session
The study session is scheduled for Thursday, March 6, 1986 at
7 : 00pm, location to be determined.
CPRS Conference
Diane Lowart reported that accommodations have been confirmed.
The Commission was advised that reimbursement would be made for
transportation, meals and lodging. Receipts must be submitted in
order to get reimbursed. It was suggested that those attending
the conference meet the week prior to the conference to
coordinate schedules .
Camp Parks Sports Consortium
The Commission was informed that the Army has given us notice
that we must vacate the gym by March 15, 1986, as they plan to
utilize the gym from April through August for medical training.
Consortium Coordinator, Stewart Lawson, has been in contact with
the Army to try to get this date changed until the end of the
Winter/Spring sports program which is mid-April . In the
meantime, arrangements are being made to transfer these programs
to school gyms in order to complete the season.
Easter Egg Hunt
One of the six special events for 1986 was to be an Easter Egg
Hunt . To date, staff has been unable to commit the time towards
the event necessary to guarantee a successful hunt . In addition,
approximately 20 persons are needed to staff the event and
initial requests for volunteers has been unsuccessful. It was
the consensus of the Commission to forego the event for this
year.

Masterplanning Calendar
Commissioner Ovlen suggested that a masterplanning calendar be
done for FY1986-87 . The calendar would include all the
activities of the department i .e. special events, brochure
timelines, registration dates, Commission meetings, park
timelines, budget deadlines etc . By utilizing this approach the
department could coordinate events well in advance. The
Commission was asked to mull over the idea and at the next
meeting the concept could be discussed further.
Adjournment
Being no further business, the meeting was adjourned at 9 : 00p.m.
