PARK AND RECREATION COMMISSION
MEETING DATE: December 8 , 1987
The December 8 , 1987 meeting of the Park and Recreation
Commission was called to order at 7 :30p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Dan Downey.

Written Communications
Request from Valley Spokesmen to Waive Rental Policy
The City Council adopted a new Facility Use Policy for Shannon
Center which prohibits continous use. The Valley Spokesmen were
notified that their use was in violation of the new policy and
that they would need to find a new meeting location after
May of 1988 . The Valley Spokesmen have been meeting at Shannon
Center since 1973 . They meet on the first Thursday of each month
from 7 :30-10 : OOp.m. in the A&B Room and are charged $31 . 50/mo.
The Diablo Valley German Shepherd Dog Club and Job' s Daughters
also received notification and these groups have indicated that
they also plan to appeal to the Commission. It is staffs
recommendation that the Commission review the continuous use
section of the policy and also look at other areas of the policy
that may require revision.
Bonnie Powers,. Valley Spokesmen Secretary, pointed out that the
Valley Spokesmen have a membership totalling "569". The group
supports itself through membership dues and fundraisers.
They have assisted with Bicycle Rodeos and have also worked with
Sgt. David DeFranco on Bicycle Safety Day. The group has
insurance coverage and would be able to add the City as the
additional insured. The Valley Spokesmen would like to request
to be exempt from the Facility Use Policy and be allowed to
continue to meet at Shannon Center.
It was the consensus of the Commission that the Valley
Spokesmen ' s request be deferred and that the entire policy be
reviewed at the next scheduled meeting.
Old Business
BARCBMC Award Nominations
The Bay Area Park and Recreation Commissioners and Board Members
Council is currently accepting nominations for award recipients
for "Outstanding" Commissioner/Board Member, Commission/District
Board, Professional , and City/Agency.

The Commission reviewed the information at their November 11 ,
1987 meeting and requested further information about the
nomination process and award criteria.
Staff contacted David Nigel , Awards Chairman, who stated that
typically one award is given per category. The criteria varies
depending on the category but generally the awards committee
looks for the nature of the contribution; how has nominee
advanced the concept of Parks and Recreation and how has this
contribution benefited the community.

HERNANDEZ TO SUBMIT APPLICATION FOR ALL FOUR CATEGORIES.

NOES - SCHMITT
Diane suggested that instead of submitting nominations for each
category, perhaps the Commission should submit one nomination for
the Outstanding City/Agency citing the reasons as Outstanding
Commission, Outstanding Commissioners and Outstanding
Professional Staff. She also pointed out that the same committee
will be judging nominations for all four categories.
The Commission reiterated its previous position.
Outstanding Commissioner/Board Member

COMMISSIONER.
Commissioner Hudak stated that Commissioner Schmitt has been on
the Park and Recreation Commission since its inception and has
made many major contributions. She has also served on the DSRSD
Advisory Board.
Commissioner Hernandez felt she should be nominated for
Outstanding Commissioner, as she has worked for Dublin even
before it became a City. She stated that she has been appointed
to several committees , organized entertainment for many special
events , and therefore feels she has contributed to the community.

Outstanding Professional
IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY
COMMISSIONER HUDAK TO NOMINATE DIANE LOWART AS OUTSTANDING
PROFESSIONAL. (UNANIMOUS )
Diane asked the Commission to reconsider the nomination stating
that she preferred not to be nominated.

Outstanding City/Agency
IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY
COMMISSIONER SCHMITT TO NOMINATE THE CITY OF DUBLIN PARK AND
RECREATION DEPARTMENT FOR OUTSTANDING CITY/AGENCY. (UNANIMOUS)
Diane asked the Commission who they thought should complete
paperwork for the nominations. The Commission determined that
the Chairperson should be responsible.
Commissioner Downey requested that Commissioner Hernandez and
Schmitt submit their information for the Outstanding Commissioner
category, and that he would work directly with staff in putting
the nomination forms together.
Park Names - EDH & DH
At the November 11 , 1987 meeting of the Dublin Park and
Recreation Commission the Commission considered names for the
eight (8 ) acre East Dougherty Hills Park.
It was staffs recommendation that the Commission determine three
names for the eight acre park site for the City Council to select
from. If one of the choices is Dougherty Hills Park, then it
will be necessary for the Commission to select three additional
names for the 90 acre site for Council consideration.
Diane suggested the Commission consider the name of Bray Park
for the eight acre park in honor of Bray, Ireland, our Sister
City.
The Commission suggested the following names for Council
consideration:
90 Acre Park 8 Acre Park
Bray Park Creekside Park
Dougherty Hills Park Willow Creek Park
New Business
Afterschool Playground Program
The City ' s Recreation Department sponsors a drop-in Afterschool
Playground Program for children in grades 1 -6 conducted at Murray
and Nielsen Schools, Monday through Friday from 2 : 00-5 : OOp.m.
This is the fourth year that the program has been in operation.
At the time this agenda statement was prepared, the program was
facing a critical shortage of qualified staff. Since that time,
applications have been received and staff is in the process of
scheduling interviews.
The Commission asked staff to hold off making a decision on
cancellation as long as possible.
Commissioner Schmitt asked to have job descriptions and she would
distribute them to people she thought might be interested.
Commissioner Hernandez indicated that she would check with
seniors that might be interested in working part-time.

5th Annual St. Patricks Day Celebration
Saturday, March 19 , 1988 is the date of the 5th Annual St.
Patricks Day Celebration. As in past years the Dublin-San Ramon
Lions Club will sponsor a parade and dinner/dance while the City
sponsors the community celebration. Tentative plans made to date
are as follows :
Parade
The parade will begin at 10 :00a.m. and the route will be the same
as last year. The staging area will be Amador Plaza Road which
will be closed to traffic. Parade entry forms are available from
Ralph Hughes, Parade Chairperson.
Community Celebration
The celebration is at Shannon Center and will begin directly
following the parade at approximately 11 :30a.m. Community groups
have been invited to host food and game booths. Entertainment
will be in the Social Hall and the food and game booths will be
both inside and outside, weather permitting.
In past years hayrides from the end of the parade route to
Shannon Center have been provided free of charge. As the price
to rent the haywagon has increased, staff is going to contact
Wheels to inquire into the availability of free shuttle bus
service as an alternative to the hayrides.
Dinner/Dance
The Dublin-San Ramon Lions Club will again host a corn-beef
dinner and dance at Shannon Center the evening of March 19 , 1988.
Hours and ticket prices have not yet been confirmed.
Publicity
Staff will be designing posters and flyers to publicize the
event. The street banner will be put up over San Ramon Road, and
press releases will be forwarded to the local media. Commission
input on the plans made to date would be most welcomed.
Commissioner Schmitt indicated her interest in riding in the
parade. Commissioner Hernandez stated that she would like to
ride on a haywagon with a Country Western band. Diane asked Mae
if she would be willing to coordinate the Commissions
participation in the parade. She agreed.
40th Annual California & Pacific Southwest Recreation and Park
Conference
The 40th Annual California and Pacific Southwest Recreation and
Park Conference will be held February 25-28 , 1988 at the Long
Beach Convention and Entertainment Center.

In order to meet the pre -registration deadline of January 15,
1988, staff needs to know how many Commissioners plan to attend,
no later than January 4, 1988. Funds have been budgeted for each
Commissioner to attend the conference. Staff would encourage the
Commission to attend.
Commissioners Downey, Schmitt, Hudak and Hernandez indicated that
they would like to attend the conference. Commissioner Donnell
stated that she would not be able to attend.
Staff Reports
Task Force
Diane reported that the Senior Advisory Committee members will be
appointed by the City Council at their meeting of December 9.
Senior Recreation Coordinator
Bonnie Leonard has been hired as Senior Recreation Coordinator
and is scheduled to begin Monday, December 14.
Field Use Policy
A memo of understanding transfering field scheduling and aquatics
to the City has been received from DSRSD. It is anticipated that
the change will be effective January 1, 1988, however maintenance
will be performed by DSRSD through June 30, 1988.
Commissioner Hudak asked if the Soccer League is limited to use
the facilities to a certain date? Diane replied that the fields
will be closed mid -December through March, however that the
Soccer League may have negotiated some rain day make -ups past the
December cutoff.
Commissioner Hudak asked if there is an ordinance restricting
parking along the red zones at the Dublin Sports Grounds, and if
so, do the Police enforce it? Diane answered yes. He asked if
it could be waived for an upcoming soccer tourney. She directed
Commissioner Hudak to contact the Police.
Adjournment
Being no further business, the meeting was adjourned at 9:05p.m.
