HomeMy WebLinkAbout11-11-1987 Approved PCSC Minutes • CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: November 11 , 1987 The November 11 , 1987 meeting of the Park and Recreation Connission was called to order at 7 :33p.m. at the Shannon Community Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioner Downey, Donnell, Schmitt and Hernandez Absent: Commissioner Hudak Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE MINUTES OF OCTOBER 13 , 1987 AS SUBMITTED. (UNANIMOUS) Written Correspondence from BAPRCBMC The Bay Area Park and Recreation Commissioners and Board Members Council (BAPRCBMC) is currently accepting nominations for 1987 awards for: 1 ) Outstanding Commissioner/Board Member 2 ) Outstanding Commission/District Board 3 ) Outstanding Professional 4 ) Outstanding City/Agency The deadline for nominations is January 8 , 1988 . The awards will be presented at the Annual BAPRCBMC Installation-Awards Dinner on February 6 , 1988. Commissioner Schmitt stated that she would like to see the City of Dublin nominated for Outstanding City/Agency. Commissioner Hernandez agreed that the City deserves some recognition. Commissioner Downey agreed, however would like more information as to the procedure to follow and what the City Council would suggest. Diane was directed to obtain additional information for the Commission by the December meeting. Stagecoach Park Dedication At the October 13 , 1987 meeting of the Parks & Recreation Commission, the Commission considered ideas for the dedication of the 3/4 acre Stagecoach Park. As completion of the park is scheduled for late December, the Commission determined that the dedication should be held in late January or early February. A subcommittee of Commissioners Hernandez and Downey was appointed to meet with staff to finalize the ideas prior to presenting them to the City Council. (UNANIMOUS) Dolan Park Improvements - Phase II At the September 14 , 1987 meeting of the Dublin City Council, the Council approved a consultant services agreement with Cardoza-DiLallo-Harrington to provide landscape architectural services for Dolan Park, Phase II. Frank Dunbar of CDH will be in attendance to present the design concept for the Phase II improvements . Staff and the consultant estimate that construction of Phase II improvements should begin by April of 1988 and be completed in August of 1988 . Commissioner Schmitt questioned whether a fence was needed around the tot lot due to its proximity to the street. Mr. Dunbar did not think it was necessary but said it was something that could easily be added. The Commission decided to leave it as shown but would watch it closely once it is built and in use to see if a fence is warranted. Dr. Kahn pointed out the omission of the multi-use backboard which was shown in the original masterplan. Mr. Dunbar indicated that a backboard could be included, however that it might create an area where people may congregate without being visible from the street, thereby creating a surveillance problem. The Commission was not in favor of having a backboard and decided to leave the final decision to the City Council. IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY COMMISSIONER SCHMITT TO ACCEPT THE DESIGN AND CONSTRUCTION PLANS FOR DOLAN PARK - PHASE II AS SHOWN. (UNANIMOUS) East Dougherty Hills Park Construction on East Dougherty Hills - Phase I, is tentatively scheduled to begin in the next month. Therefore it is necessary for the Commission to determine a name for the park. Currently the site is referred to as East Dougherty Hills Park. The Commission suggested the following three names: 1. Dougherty Hills Park 2 . Willow Creek Park 3. Rolling Hills Park MINUTES - November 11 , 1987 Page Three Diane pointed out that currently the 90 acre park is referred to as Dougherty Hills Park and recommended considering naming both parks at the same time. She indicated that she would do some additional historical research and suggested rescheduling the next meeting earlier so that the Commission could take a trip to see both park sites. Resident/Non-Resident Recreation Fees One of the 1987 goals adopted by the City Council was to investigate the feasibility of establishing an additional fee for non-residents enrolling in recreation department classes. Staff conducted a survey of recreation agencies in Alameda and Contra Costa Counties. Of the ten agencies surveyed, six imposed a non-resident fee ranging from $2 . 00 - $7 .50 . Seven of the ten agencies have no form of priority registration for residents, and the remaining three have time periods ranging from one hour (mass registration) to one week. Currently anyone residing within the boundaries of the Dublin-San Ramon Services District is considered a resident. This is one of the terms in our lease of Shannon Center with DSRSD. When the transfer of properties from DSRSD to the City is complete, staff recommends changing the definition of residents to those persons living within the City of Dublin. We presently allow residents one week priority at the start of each new quarter. If over the past year we were to have charged a $4 . 00 non-resident fee, we would have increased our revenue by $1, 972 . 00 . At this time, staff is not recommending instituting an additional fee for non-residents . Staff feels that until the separation from DSRSD is complete, a non-resident fee would further complicate what is already a confusing issue. If additional revenues need to be generated at some future date, a non-resident fee could be investigated further. The Commission concurred with staffs recommendation. Breakfast With Santa The Third Annual Breakfast With Santa special event will be held at Shannon Center on Saturday, December 12 , 1987 . This year the breakfast will be co-sponsored with the Dublin High School Band Boosters . The $3 .00 charge will include pancakes (all you can eat) , sausage, fruit, milk, juice or coffee. In addition, children in attendance will be given a Santa puppet and have an opportunity to visit with Santa. The Band Boosters will be responsible for purchasing the breakfast supplies and cooking and serving breakfast. For their efforts they will retain 80% of the revenue received. The proceeds will benefit the Dublin High School Band ' s Ireland trip fund. Due to popular demand, two seatings will be available for the breakfast, 9 : 00a.m. or 10 :30a.m. , and reservations are required. The Commission is invited to attend. MINUTES - November 11 , 1987 Page Four Other Business Task Force Commissioner Schmitt inquired as to the status of the DHS Task Force? Diane replied that this item will be on the next City Council agenda for discussion. Commissioner Downey suggested that the Commission attend the meeting to make suggestions if necessary. Diane stated she would send copies of the agenda statement to the Commissioners for their review. Teen Dance Commissioner Donnell inquired as to the status of the Teen Dance. Diane stated that Teen programming is one of Lori ' s responsibilities and due to the current problems with staffing at the playgrounds , Lori has been substituting as a leader. Her time has been rather constrained, however she has been in contact with the individuals involved and is trying to get dates arranged. Afterschool Playgrounds Diane briefly updated the Commission on the current staffing problems of the Afterschool Playground. Commissioner Schmitt asked if the problem was due to the rate of pay? Diane replied that it isn 't the rate of pay, but rather the hours of 2-5p.m. Letters were sent to the parents of registered participants informing them of our staffing situation and asking if they would be willing to volunteer or knew of individuals interested in part-time employment. They were also informed that there was a very good possibility that the program may be cancelled. Only two responses were received. Commissioner Schmitt suggested looking into the off-campus Work Experience Programs. Staff Reports Senior Coordinator Interviews were conducted last week for Senior Coordinator. Final interviews are scheduled for Friday, October 13 with the City Manager. The Senior Coordinator should be on board by the beginning of December. Senior Center Construction The Senior Center Construction is out to bid and the bid opening to award the bid for construction is scheduled for the beginning of December. Kolb Park Dedication A meeting to discuss the Kolb Park Dedication has not yet been scheduled with Commissioner ' s Hernandez and Donnell as yet. MINUTES - November 11, 1987 Page Five Field Use Policy Commissioner Schmitt asked if the City was going to assume the maintenance of the Dublin Sports Grounds in January? Diane replied that she has a meeting scheduled with the City Manager and a maintenance contractor on Monday, November 16 to discuss field maintenance. Senior Advisory Committee The deadline for applications for the Senior Advisory Committee is Friday, November 13. To date we have received seven (7) applications.
