HomeMy WebLinkAbout10-13-1987 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: October 13 , 1987 The October 13 , 1987 meeting of the Park and Recreation Commission was called to order at 7 : 35p.m. at the Shannon Community Center, Dublin, California, by Chairperson Norb Hudak. Roll Call Present: Commissioner Hudak, Donnell, Schmitt, Hernandez , Downey Oral Communications - None Swearing in of New Commissioner - Richard Ambrose, City Manager, issued the oath of office to newly appointed Commissioner, Dan Downey. Approval of Minutes The minutes of September 8 , 1987 were accepted as submitted. Written Communications - None Old Business Dublin High School Grounds Improvement Task Force Commissioner Hudak had requested an update on the Dublin High School Grounds Improvement Task Force. Currently staff has received 17 applications from individuals or community groups wishing to serve on the Task Force. There are no applicants from students or the non-sports groups. Joan King, Dublin High School Principal, has requested that the Task Force be put on hold until after the November 3 , 1987 election in which the School Unification is on the ballot. Staff concurs with this recommendation. Commissioner Schmitt stated that she would like to see the Task Force start now, and did not feel that the unification would make any difference. Commissioner Donnell agreed. Commissioner Downey felt that support from Dublin High is important, and if Joan King felt that the Task Force should be put on hold, then he concurred. Commissioner Hudak stated he would like to see the Task Force begin now and that the appointment of individuals to the Task Force would probably be done by November anyway. Diane stated that she will urge the City Council to place this item on their agenda of October 26th and present the Commissions feelings at that time. Teen Dances In May of 1987 the Recreation Department sponsored a dance for teens at Shannon Center. The dance was a success attracting approximately "325" teens. MINUTES - October 13 , 1987 Page Two Since that time, staff has been approached by two other people who would like to offer dances at Shannon Center. Sean Lange, Dublin High School student, currently plays in a rock band and has indicated he would like to arrange a rock show. Harry Leras, • Jr. of Primary has met with staff and presented his ideas for a dance. Primary does not utilize bands but plays taped music. Harry does all the publicity and provides trained security. Jeff Wilson is also pursuing bands for another show. Commissioner Schmitt suggested alternating between the High School students like Sean and Jeff and experienced organizers. She suggested that Sean Lange be given a list of what he would be expected to do. Commissioner Hudak stated that the Commission has established the frequency of the dances to be every other month. He recommended that Harry Leras, Jr. of Primary be scheduled first and Sean Lange to be scheduled next. This would allow Sean enough time to work out all the details. The Commissioners present agreed. Park Dedication Ceremony The City of Dublin currently has three parks under construction. Stagecoach Park is scheduled to be completed by December 28 , 1987 , Dolan Park by February 15 , 1988 and Kolb Park by February 29 , 1988. In order to introduce the parks to the community, it is desirable to have some type of park dedication ceremony. Staff would like input from the Commission as to what type of dedication ceremony they would like to see. The parks could be dedicated individually to coincide with their completions dates , or dedicated together on one day. It is staffs recommendation that the Commission have a "brainstorming" session to develop ideas for dedication of Dublin' s parks. The Commissioners concurred that Dolan Park' s dedication be placed on hold until Phase II was completed, and submitted the following suggestions for Stagecoach and Kolb Park: Stagecoach Park Kolb Park Wells Fargo Stagecoach Invite the Kolb ' s Western Theme City History Drinks & Hotdogs DHS Band & Field Show Time Capsule Gourmet Food & Champagne Children ' s Parade (Decorated Hotdogs for Kids bikes or wagons) Mimes/Jugglers Children Handprints in Cement Cake Invite Dignitaries Hay Wagon Rides Invite Nahas Plant Trees Clowns & Balloons Clowns & Balloons Vendors Souvenirs Clampers Pony Rides Jail House MINUTES - October 13 , 1987 Page Three Commissioner Hudak recommended having a committee for each park and asked for volunteers. Commissioner Downey and Hernandez volunteered to serve on the Stagecoach Committee, and Commissioners Donnell and Hernandez volunteered to serve on the Kolb Park Committee. The Commission decided that mid-January or February would be the best time to schedule the ceremony for Stagecoach Park and that the committee members could choose a date. The Commission agreed that May would be the best month for Kolb Parks celebration. It was the consensus of the Commission that the ceremony for Stagecoach be a simple affair for only a couple of hours and that the celebration for Kolb Park be more elaborate, as the neighborhood worked very hard to make this park a reality. Diane suggested that the Committees meet with staff prior to the next Commission meeting to finalize the suggestions presented tonight, and then take to the City Council. 1987 Summer Quarter Recreation Report The Department offered "40" classes for children and "43" classes for teens and adults. Twenty-four (24 ) of the childrens classes were conducted which resulted in a 60% success rate. Thirty- three (33 ) of the "43" teen and adult classes met for a success rate of 77% . The trips and tours did not do well this quarter, but with the combined effort of the Livermore and San Ramon Recreation Departments, most were able to meet. A total of "625" people of all ages participated in our classes this Summer. Overall, 69% of the classes offered this quarter met. The Second Annual Valley Car Showcase drew "83" participants and over "250" spectators. Overall utilization of Shannon Center was down slightly over previous Summers. However, rentals have increased and several months have already been booked for every weekend. The Center was rented on "17" separate occasions for private functions during the Summer quarter. 1987 Summer Playground Report For the third consecutive year, the Recreation Department has offered a Summer Playground Program for children ages 6-12 years. This year, Wells School and Arroyo Vista Housing Area were added to the established sites of Murray and Nielsen Schools. There were a total "372" registered for playgrounds with Nielsen having the highest number who registered and attended. The potential for further growth for the two new sites is possible for next year. A survey was randomly sent to approximately "24" parents from each site. Of the "96" mailed, "38" or 40% were returned. The majority of the parents felt the hours were convenient, but a few wanted a longer program. MINUTES - October 13 , 1 987 Page Four Some parents were willing to pay a one-time registration fee ( $5-$10 ) , and it was staffs thought that the fee could be used towards a Playground Program T-Shirt for all those registered to be worn on trips making it easier for staff to identify the children. Eight ( 8 ) parents indicated that they would like to see an all-day camp type program, and "17" felt they would not be interested. 1987 Summer Youth Employment Program The Summer Youth Employment Program was designed to assist youth and young adults ages 13-21 in seeking Summer employment, and to provide a place where local businesses and homeowners could list their job openings. The program ran from May 18 through September 18 , 1987. We were fortunate to be able to re-employ the staff person who started up the program last year. The Youth Employment Office was located at Dublin High School and was open Monday through Thursday from 12-4p.m. The High School provided us with the office space and a phone at no charge to the City. The positive responses received from the survey sent at random to businesses and homeowners who utilized the program, indicated that the program provided a valuable service to the community and should be funded a third year. Tree Lighting Ceremony This year the 4th Annual Christmas Tree Lighting Ceremony will be held on Monday evening, December 7 , 1987 . In the past, the event was held at the Dublin Library and last year was moved to Shannon Center due to space limitations. When the actual ceremony was moved to Shannon Center, the outdoor living tree in front of Shannon Center was decorated with lights and incorporated into the actual opening ceremony, and the tree at the library was lit simultaneously. As a result of the lights being put on the outdoor tree at Shannon, we experienced vandalism twice and the Dublin Library tree was vandalized also with approximately "40" bulbs removed from the base of the tree. Staff has identified the following alternatives for Commission consideration: 1 ) Light the tree at the Dublin Library and light an indoor Christmas Tree at Shannon Center; and 2 ) Light both outdoor trees at the Library and Shannon Center with the hope that the trees won' t be vandalized again. IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER DONNELL TO LIGHT THE TREE AT THE DUBLIN LIBRARY AND LIGHT AN INDOOR CHRISTMAS TREE AT SHANNON CENTER. (UNANIMOUS) Election of Officers In accordance with Section V of the Park and Recreation Commission Bylaws and Rules of Procedure, it will be necessary to conduct elections for a Chairperson and Vice-Chairperson. MINUTES - October 1 3 , 1987 Page Five It is staffs recommendation that the nominations be accepted and elections held for the Chairperson and Vice -Chairperson to serve for the next 12 months. Chairperson Nominations Commissioner Hudak opened nominations for Chairperson. Commissioner Hernandez nominated Commissioner Downey Commissioner Hudak nominated Commissioner Schmitt Commissioner Schmitt declined the nomination VOTE: Commissioner Downey - Ayes: Hudak/Hernandez Commissioner Hudak - Ayes: Schmitt/Donnell Commissioner Hudak withdrew his nomination and declared Commissioner Downey as Chairperson. Vice -Chairperson Nominations Commissioner Hudak opened nominations for Vice -Chairperson. Commissioner Donnell nominated Commissioner Hudak Commissioner Hudak nominated Commissioner Schmitt Commissioner Schmitt declined the nomination. VOTE: Commissioner Hudak - Ayes: Schmitt/Hernandez/Downey (UNANIMOUS) New Business Commissioner Hudak asked if the age for reserving use of the fields has been looked into and also when is the takeover of DSRSD going to take place? Diane replied that the City Council has decided to place adoption of the Field Use Policy on hold until such time the fields are under the ownership of the City. Therefore the age will be looked into at that time. It is anticipated that the takeover would occur by January 1, 1988.
