HomeMy WebLinkAbout05-12-1987 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: May 12, 1987 The May 12, 1987 meeting of the Park and Recreation Commission was called to order at 7 : 32p.m. at the Shannon Community Center, Dublin, California, by Chairperson Norb Hudak. Roll Call Present : Commissioner Hudak, Schmitt, Hernandez, and Donnell Absent : Commissioner Zika Oral Communications - None Approval of Minutes Commissioner Hudak referred to Page 2 , Paragraph 3, Rock Concert at Shannon Center, indicating that the word "likely" should be corrected to read "unlikely" . It was moved by Commissioner Donnell and seconded by Commissioner Schmitt to approve the minutes of April 14 , 1987 as corrected. (UNANIMOUS) Written Communications - None Old Business Easter Egg Hunt Lori De Rego reported that the First Annual Easter Egg Hunt was held on Saturday, April 18, 1987 at the Dublin Sports Grounds . There were "330" children pre-registered ( $ . 50 ) and "115" registered on the day of the event ( $1 . 00 ) , with an estimated "150" adult spectators . Hunt areas were divided by age group; 1-2yrs , 3-5yrs, 6-8yrs and 9-12yrs . The hunt for the 1-3 year old took place at 10a.m. and the remaining three age groups began at 10 : 30a.m. The children were hunting for plastic eggs filled with small toys and candy, golden eggs redeemable for prizes, Crest Kits and packages of gum. There was one prize Easter Basket winner in each age category. Lori briefly reviewed the Activity Report for the Comissioners . Commissioner Schmitt stated that she felt the 1-2 year old category should be deleted next year, as they did not seem to be aware of what was going on, were confused and frightened. Also, the parents refused to stay outside of the hunt area. Commissioner Hernandez agreed. Commissioner Hudak disagreed. He stated that he liked Lori ' s suggestion in the Activity Report which suggested that perhaps more volunteers be obtained for this age group to help the children and keep parents out . He asked Lori to read through her list of criticisms and suggestions in the Activity Report for the Commission. MINUTES - May 12, 1987 Page Two Dr. Zev Kahn, resident, felt that the 1-2yr age group should not be deleted, and that the parents should be permitted to enter the hunt area to help their children. He felt that the waiting time prior to the hunt was too long, and suggested that the registration on the day of the event be started earlier. He also suggested that perhaps Viacom could film the event next year and be used to publicize the event . Diane Lowart, Recreation Director, stated that Kiwanis have volunteered to co-sponsor the event next year. Dublin High School Grounds Improvement Task Force At. the February 9, 1987 meeting of the Dublin City Council, the Council approved formation of the Dublin High School Grounds Improvement Task Force. Staff was directed to advertise the Task Force openings and then come back to the Council with the responses at the second meeting in March. At their March 23 meeting, the Council was presented with those community members and groups who applied for the Task Force. The Councilmembers expressed concern that there were not more applicants and asked staff to advertise further. As there were no further applications for Council consideration at the April 13 meeting, the Council determined that there was not sufficient community interest to pursue formation of the Task Force . Staff was directed to notify those who had applied, that the Task Force has been delayed until there is more community interest . Diane stated that an article for membership to the Task Force will be in the City Newsletter which will be out in about two weeks . She requested that if any of the Commissioners knew of anyone interested in applying, please have them contact her. All volunteers will be recommended to the City Council for appointment to the Task Force. New Business Dolan Park Construction on Dolan Park - Phase I, is tentatively scheduled to begin in early July, 1987 . Therefore it is necessary for the Commission to determine a name for the park. Staff had identified the following . guidelines for the Commission to consider when determining a park name: 1 . Geographic Location 3 . Historic a. Major Streets Significance b . Water Bodies c. Topography • MINUTES - May 12 , 1987 Page Three A copy of the list of park names compiled by the Commission when deliberating a name for Stagecoach Park was given to each Commissioner. It was thought that perhaps the Commission might. find the list helpful in determining a name for Dolan Park. It is staffs recommendation that the Commission determine a name for Dolan Park. If the Commission is in favor of changing the park' s name, it is recommended that the Commission determine three suggestions for the City Council to consider. Commissioner Schmitt chose "Rolling Hills" from the list for Dolan Park. Commissioner Donnell agreed. Hans Heydorn, resident, asked who was Dolan? Commissioner Schmitt replied that he was one of the original settlers of the area. Dr. Zev Kahn, resident, suggested naming the park "Clark Canyon Neighborhood Park" after the subdivision. Commissioner Herandez stated that the park has been known as Dolan Park for many years and felt that it should not be changed. It was moved by Commissioner Schmitt and seconded by Commissioner Donnell that the parks name remain as Dolan Park. (UNANIMOUS) City-Wide Swap Meet On Saturday, May 30, 1937 the City-Wide Swap Meet sponsored by the Recreation Department will be held at Shannon Park from 8: 00a.m. to 2 : 00p.m. To date, of the "46" spaces available, "17" people have reserved spaces and more will be forthcoming as additional publicity has been circulated. The fee for a 20 'x20 ' space is $10 . 00 and sellers get to retain all the monies that they generate. Dublin Shamrock Festival Founders Week Festivities will take place on July 27 through August 2', 1987 . In addition to the traditional activities, a number of new activities are planned such as : Concourse de Elegance New Car Concourse De Elegance & New Car Parade Pancake Breakfast at Concourse "Battle of the Business" Model Car Contest Wine Tasting Sale of Promotional Items Food, Drink & Game Booths The purpose of expanding the Founders Week format is to raise funds for Dublin based non-profit organizations and service clubs . This would a) promote and enkindle community pride in Dublin, b) promote Dublin ' s history, c) promote Dublin as a regional retail business center, and d) allocate festival proceeds for needed Dublin community services . • MINUTES - May 12 , 1987 Page Four The Council appointed Diane Lowart and Linda Jeffery to represent the City on the Steering Committee. The Shamrock Festival Committee currently includes representatives from the Chamber of Commerce, DHPA, Exhchange Club, Herald, Lions, Rotary, Soroptomist and Viacom. The Commission is encouraged to provide the Recreation Director with any comments or suggestions to pass on to the Steering Committee. Summer Schedule of Classes and Programs The 1987 Summer Schedule of Recreation Classes and Programs will include special events, trips and tours, children ' s classes, teen and adult classes, aquatics, and activities for seniors . The Summer quarter will begin the week of June 23 and continue through August. The brochure will be delivered to the post office on May 22 and mailed to residents of Dublin and Southern San Ramon the following week. . Summer Playground Program This Summer the Recreation Department will sponsor a recreational drop-in Playground Program for children ages 6-12yrs, at Murray School,, Nielsen School, Wells School and Arroyo Vista. Each site will be staffed with a minimum of two Recreation Leaders . Playgrounds will operate Monday - Friday from 12 Noon to 4 : 00p.m. Activities will be centered around a weekly theme and will include arts and crafts, sports, special events, table games, music, day trips and more . This will be the third Summer for the Playground Program, but the first with four sites . The Council appropriated funds for a third site and The Dublin Housing Authority is providing the funds for the fourth site. The cost of the Summer program is approximately $8, 200 . Other Business Commissioner Schmitt asked what the status was of the DSRSD/City of Dublin responsibilities? Diane stated that she has nothing new to pass on to the Commission at this time. Commissioner Schmitt asked waht the status is of Kolb Park? Diane stated that a check has been cut and that ownership of the five acres should be effective today. Both Kolb and Dolan will go to authorization to bid for construction in June. Construction will begin in July for both sites . Commissioner Donnell wanted to know the status of hiring a Senior Coordinator for the Senior Center. Diane stated that the architect is to submit a report by Monday on the options for the renovation. The State requirements for making the facility handicapped accessible is going to require major renovation. It is planned to have a Senior Coordinator hired at the time renovation begins so that the ground work for the program can begin. MINUTES - May 12, 1987 Page Five Staff Reports Teen Dance/Concert Diane reported that the Teen Dance/Concert held on Friday, May 8, 1987 was successful. There were 248 paid participants, and 75 volunteers and comp participants. Three of the bands agreed to play for free if we didn't meet expenses. The headliner band was guaranteed $250, and since we did not meet the expenses the other bands, were not paid. The headliner band gave each of the bands $20. Commissioner Hudak asked if there were any problems? Diane replied that the there was only one (1) complaint by a Shannon Court resident regarding the noise, and one (1) sick participant. It was advertised that there would be no in and out privileges, however the room became so hot the kids began to go out through all the doors anyway. A supervised area would need to be designated when we plan another dance/concert. Adjournment Being no further business, the meeting was adjourned at 9:OOp.m. Respectfully submitted. Char J.
