PARK AND RECREATION COMMISSION
MEETING DATE: April 14 , 1987
The April 14 , 1987 meeting of the Park and Recreation Commission
was called to order at 7 : 41p.m. at the Shannon Community Center,
Dublin, California, by Chairperson Norb Hudak.

Approval of Minutes
Commissioner Hernandez referred to Page 3 , Paragraph 6, 1987-88
Master Planning Calendar, indicating that the February 11, 1987
date should be corrected to read 1986 .
It was moved by Commissioner. Zika and seconded by Commissioner
Schmitt to approve the minutes of March 10, 1987 as corrected.

Written Communications
Correspondence has been received from John O 'Donnell, President,
Bay Area Park and Recreation Commissioners and Board Members
Council . Mr. O'Donnell has requested that the Dublin Park and
Recreation Commission consider hosting a BAPRCBMC general session
or a board of directors meeting. -Additionally, he is accepting
applications from Park and Recreation Commissioners who would
like to serve on the BAPRCBMC Board of Directors . It is the
recommendation of staff that the Commission consider Mr.
O'Donnell ' s requests and take action as necessary.
After discussion, Commissioner Hudak directed Diane to contact
Mr. O'Donnell as to the current status of the meeting dates still
available for the BAPRCBMC and director meetings .
Old Business
Easter Egg Hunt
The First Annual Easter Egg Hunt for 1-12 year olds will be at
the Dublin Sports Grounds on Saturday, April 18 . Pre-
registration is 50G or $2.. 00 for a family. To date, "206"
children have registered. Registration will be accepted the day
of the event for $1. 00 per child. The children will hunt for
plastic eggs filled with goodies, and visit with the Easter
Bunny. Golden eggs will be hidden in each designated age
category and can be redeemed for prizes .
Local dentists have contributed Crest Kits and Leggs donated the
egg containers . The event will be staffed by volunteers from
Dublin High School, Valley Volunteer Center and groups who
assisted with the Halloween and Christmas special events .
The Commission is invited to attend the event.

Rock Concert At Shannon Center .
At the November 6, 1986 meeting of the Park and Recreation
Commission, the Commission considered a request from Dublin
resident Jeff Wilson to hold a rock concert at Shannon Center.
A subcommittee consisting of Commissioners Zika and Donnell were
appointed to work out the logistics of planning such an event.
On December 22, 1986 the subcommittee met with Police Chief
Severini, who had concerns regarding ticket sales and security.
Chief Severin,i indicated that he would approve the concert,
provided that six off duty police officers were in attendance and
if every effort was made to sell tickets in advance.
The date for the concert is Friday, May 8, 1987 , 6 :30pm. The
following bands are scheduled to perform: Subterranean Psychosis,
THC (Thrashing Hectic Circle) , Rabid Lassie, and Social Unrest.
Tickets will be sold for $5 . 00 at Shannon Center, Chabot College,
Dublin High School, and by the bands. The direct expenses
associated with the event (excluding staff, printing and building
rental) are as follows : Security - $1, 050 ; Sound System -
$ 225 ; Social Unrest - $ 250 - 50% of ticket sales;
Rabid Lassie - $ 0 - 25% of ticket sales ; THC - $ Cr - 15% of
ticket sales; and Subterranean Psychosis - $ 0 - 10% of ticket
sales . Total expenses - $1, 525-$2 , 250 .
In order to meet the minimum costs associated with the concert,
305 tickets have to be sold. Staff thinks it will be highly
likely that 305 tickets will be sold in advance. Therefore it is
necessary for the Commission to decide on the following:
1 . Cancel the concert if sufficient tickets are not sold
one week prior to the event.
2 . Hold the concert regardless of the number of tickets
sold with the potential of operating at a loss .
Commissioner Donnell stated that she has attended similar
concerts in Pleasanton and thought they went very well .
Commissioner Hernandez asked if the neighbors in the immediate
area have been notified of the concert? Diane replied, other
than what is in the agenda statements which are public record and
what will be advertised in the local papers, we have not directly
notified them.
Commissioner Zika asked if a sound check would be done the day
of the concert? Jeff Wilson replied that a sound check will be
done during setup. Diane stated that at the time the sound check
is being done, staff will be placed 'in various areas around the
outer perimeter of the Center. If the music is too loud, the
band will be requested to lower the volume.
It was moved by Commissioner Zika and seconded by Commissioner
Donnell to hold the concert regardless of the amount of tickets
sold with the potential of operating at a loss . (UNANIMOUS)

New Business
Commissioner Hudak asked if a letter had been written to DSRSD
regarding the pump house? Diane replied that she wrote a letter
to the General Manager who in turn referred it to the acting Park
Superintendent. The letter suggested contacting Phil Singer of
Singer & Hodges who prepared the Master Plan . for Shannon Park.
The Park & Recreation Subcommittee of DSRSD will discuss the
matter at their meeting this afternoon.
Commissioner Hudak asked when will the first meeting of the
Dublin High School Grounds Improvement Task Force be held? Diane
replied that the Council was not comfortable with the number of
applications received, and has directed staff to readvertise in
hopes of receiving additional applications . Advertisements have
been placed in the newspapers and also placed on the Dublin High
School daily bulletin. The Council will consider the additional
applications at their next meeting.
Winter Recreation Report
The Winter quarter of classes and programs were publicized
through the quarterly brochure mailed out the last week of
December 1986 . There were sixty classes offered during the
Winter quarter with a success rate of 82% . This was higher than
the 54% of last. Winter. Six hundred and eighty-nine ( 689 ) people
enrolled in classes . Childrens classes continue to be popular
with 89% of the classes offered were conducted.
The Preschool Program was once again filled to capacity. The
Afterschool Playground Program continued to receive new
participants, with an average daily attendance at Murray of 50
and at Nielsen 40 .
Special Events during the Winter quarter included the Five Year
Birthday Celebration and the 4th Annual St. Patrick' s Day
Celebration. Both events were successful with over 350 people at
each event.
Update of 1986-1991 Five Year Capital Improvement Program
As part of the Fiscal Year 1987-88 budget process, the 1986-1991
Five Year Capital Improvement Program (CIP) is reviewed and
updated as necessary. Stagecoach Park, Kolb Park, Shannon Park -
Phase I, Dolan Park - Phase I, Dougherty Hills Park - Phase I and
the Senior Citizens Center were to be completed in FY86-87 .
Dougherty Hills - Phase I will be completed by the end of June
1987, and progress made towards the completion of Stagecoach,
Kolb, Dolan - Phase I and the Senior Citizens Center.
Shannon Park Phase I has been delayed until the City reaches
agreement with DSRSD. Shannon Center was not included in the
1986-91 Park CIP, as the Shannon Center Improvement Plan was not
adopted until January 1987 . As a result of the changes, the CIP
will need to be adjusted over the next four years to reflect
these changes,

It is staffs recommendation that the Commission provide further
direction and take the following action:
1) Prioritize Park and Facility Capital Improvements
2 ) Determine timeline for implementation of improvements
over the next four years
3 ) Direct staff to incorporate the Commissions
recommendations in the update of the 1986-91 Five Year
CIP
The Commission prioritized the proposed Capital Improvements as
follows :
1. Stagecoach Park 6. Shannon Park
2 . Kolb Park 7 . East Dougherty Hills Pk
3 . Dolan Park 8 . Mape Park
4 . Senior Citizens Ctr 9 . Dougherty Hills Park
5 . Shannon Center
In determining the priority, the Commission considered the fact
that the first four projects were already in progress and should
be given priority for completion before undertaking anything
else . Although Shannon Center and Park was a priority, the
Commission felt that until a resolution with DSRSD is reached,
they should not be pursued at this time. When the Park and
Center become property of the City, the Commission would like to
see the Center given priority over the Park.
The Commission would like to see the following projects included
for funding in FY1987-88 :
Stagecoach Park Senior Citizen Center
Kolb Park Shannon Center - Phase I
Dolan Park - Phase I and II
Other Business - None
Staff Reports
Diane suggested that the Commission begin thinking of ideas for
park dedications .
